50 The answer to the first question must therefore be that the second paragraph of Article 5 and the third
paragraph of Article 189 of the EEC Treaty, and Directive 91/156, require the Member States to which
that directive is addressed to refrain, during the period laid down therein for its implementation, from
adopting measures liable seriously to compromise the result prescribed.
