7. “Nuclear Power Plant In-Service Inspection Program”<br />
8. Pre-service inspection results (one month before first fuel loading)<br />
9. “Nuclear Power Plant Commissioning Report before First Fuel Loading” (one month<br />
before first fuel loading)<br />
10. Certificate permitting the nuclear power plant to possess nuclear material (one month<br />

• Issuing dates of Unit 1 Main Licenses/Permits<br />
1. <strong>Qinshan</strong> Third Nuclear Power Plant <strong>Construction</strong> Permit: June 7, 1998<br />
2. <strong>Qinshan</strong> Third Nuclear Power Plant First Fuel Loading Approval: July 18, 2002<br />
3. Release for the control point of Unit 1 first criticality: September 17, 2002<br />
4. Release for the control point of Unit 1 100% full power: December 17, 2002<br />
3.2 Licensing Impact on Design<br />
The <strong>CANDU</strong> design follows an evolutionary approach, in which design improvements have been<br />
made progressively, based on feedback from operating experience <strong>and</strong> updated licensing<br />
requirements. On the <strong>Qinshan</strong> <strong>CANDU</strong> <strong>Project</strong>, a number of design improvements have been<br />
made to enhance the safety <strong>and</strong> performance of the plant <strong>and</strong> meet Chinese requirements.<br />
The major design improvements include:<br />
1) The Plant Display System (a major improvement to the Main Control Room) has been<br />
provided for enhanced human factors engineering. It incorporates better critical safety<br />
parameter displays, as well as a real time database, historical data <strong>and</strong> custom calculations.<br />
