Priority System For Dependents Modified<br />

It has been determined from The Adjutant General's<br />

Office that permission has been granted the Far East Command<br />

to modify the priority system for the movement <strong>of</strong><br />

dependents overseas that was described in the March-April<br />

1948 issue <strong>of</strong> the JOURNAL.Modifications are now in effect<br />

for The Marianas, Okinawa, and the Philippines. In these<br />

areas personnel with eight months in their current tour<br />

cannot be displaced on the priority list by <strong>new</strong> arrivals with<br />

more points.<br />

Stay At Bliss Highlights Cadet Tour<br />

The following letter was sent to General Homer by<br />

Colonel Paul D. Harkins, Commandant <strong>of</strong> Cadets, United<br />

States Military Academy, on the occasion <strong>of</strong> the recent<br />

visit <strong>of</strong> the Class <strong>of</strong> 1949 to Fort Bliss:<br />

Dear General Homer:<br />

On their return from the Combined Arms Trip, Lieutenant<br />

Colonel Tucker and the members <strong>of</strong> the Class <strong>of</strong><br />

1949 were high in their praise <strong>of</strong> the instruction and entertainment<br />

which had been provided during their stay at<br />

Fort Bliss. It was obvious to all that the details in connection<br />

with the visit had been most carefuIly planned and<br />

coordinated. The consensus <strong>of</strong> opinion is that the stop at<br />

Fort Bliss was the highlight <strong>of</strong> the entire trip.<br />

On behalf <strong>of</strong> the First Class and mvself, I should like to<br />

take this opportunity to express my 'deep appreciation to<br />

vou and the members <strong>of</strong> vour staff, and General Hart and<br />

11ajor Maldonado in particular, for a most enjoyable and<br />

pr<strong>of</strong>itable visit for all concerned.<br />

After two trips, I hope that this type <strong>of</strong> training has become<br />

sufficiently established that it ,,\'ill continue in the<br />

future and that '"j.'I;emay look forward to bringing the First<br />

Class to Fort Bliss each year to be given the benefit <strong>of</strong> the<br />

extremely valuable instruction which vou have to <strong>of</strong>fer.<br />

AAA Officers Needed on Active Duty<br />

\Yith the expansion <strong>of</strong> AM within the Regular Army<br />

there is a great demand for CAC <strong>of</strong>ficers<strong>of</strong> the Reserve and<br />

National Guard to come on active dut\'".<br />

Age in grade restrictions have recently been raised to 41<br />

years for all company grade and former ADS ,,~arrant 0tE-cers<br />

and 57 years for field <strong>of</strong>ficers.<br />

Although'some field grade <strong>of</strong>ficersin the past have been<br />

active duty in the last grade held prior to processinv for<br />

. 0<br />

separatIOn.<br />

All <strong>of</strong>ficersinterested in applying will be requested to ac.<br />

cept a three-year tour <strong>of</strong> duty.<br />

Applications should be submitted on DA AGO Form<br />

160. These forms are available at the <strong>of</strong>fices<strong>of</strong> all ORC and<br />

National Guard Instructors.<br />

Reserve <strong>of</strong>ficersshould submit their applications throuoh<br />

their Senior State Instructors who will endorse and fOn\'a~d<br />

them to the Headquarters <strong>of</strong> the Army Area in which the<br />

applicant resides.<br />

National Guard <strong>of</strong>ficers will forward their applications<br />

through their State Adjutants General.<br />

Officers ordered to' active duty will be placed, ins<strong>of</strong>ar as<br />

possible, in their proper listing on rosters for overseas sen"<br />

ice along with Regular Army <strong>of</strong>ficers or non-regular Army<br />

<strong>of</strong>ficersnow on extended active duty.<br />

The following general rules apply:<br />

Officers with less than 12 months foreign service since -:<br />

December 1941 will be eligible and available for duty<br />

abroad.<br />

Officers with 12 months to 24 months overseas since -;<br />

December 1941 may be assigned to the Zone <strong>of</strong> Interior or<br />

to overseas service at the discretion <strong>of</strong> the branch concerned.<br />

If, hpwever, the <strong>of</strong>ficeris initially assigned for DUTY ,,,ith<br />

a Zone <strong>of</strong> Interior installation, he will not be eligible for<br />

overseas service for 12 months.<br />

Officers with more than 24 months overseas since 7 De<br />

cember 1941 ,'\-,illbe assigned to the Zone <strong>of</strong> Interior for<br />

at least 12 months prior to' an overseas assignment ..<br />

In the event <strong>of</strong> assignment overseas, the mavement 01<br />

dependents will be made in accordance with the priority<br />

system set up by the various overseas commanders. This<br />

system, as explained in the article "Accommodations O,'er'<br />

seas For Dependents" in the March-April 1948 JOUIL"A:'<br />

establishes priority for movement <strong>of</strong> dependents on a cred):<br />

system. Relative priority is based on the greatest number ot<br />

credits earned at the rate <strong>of</strong> one point for each month 01<br />

overseas service in previous tours subsequent to 7 Decem~r<br />

1941 and two points for each month <strong>of</strong> overseas service m<br />

current tours. Months in any tour when dependents were<br />

present will not be counted in establishing credit.<br />

The JOUR...'lAL article quoted in the previous paragraph<br />

states that dependents may accompany military personnel<br />

upon overseas assignment to the American Occupied Zon~<br />

in Europe but at all other foreign service stations, the pOoritv<br />

system "vill be used.<br />
