Career Guidance Program for enlisted personnel.<br />

Substituted for the old adjectival notations, such as "excellent"<br />

or "good," on the service record at time <strong>of</strong> transfer,<br />

the efficiency rating will be a comprehensive report <strong>of</strong> the<br />

soldier's performance. It will be rendered by his immediate<br />

superior, in most cases a noncommissioned <strong>of</strong>ficer, and<br />

checked and again rated on certain items by the <strong>of</strong>ficer or<br />

warrant <strong>of</strong>ficer immediately superior to the rating person.<br />

The use <strong>of</strong> enlisted personnel as rating <strong>of</strong>ficials for other<br />

enlisted men is also a <strong>new</strong> departure.<br />

The <strong>new</strong> efficiency reports will be used for the first time<br />

when the Food Service Career field is <strong>of</strong>ficially instituted<br />

in the near future. As other i:areer fields are opened, they<br />

will be included in the rating system.<br />

Efficiency reports will be used for enlisted men <strong>of</strong> all<br />

grades excepting the seventh, or lowest, pay bracket. Men<br />

in this pay grade are not considered specialists and therefore<br />

cannot be rated on a specialty.<br />

It is expected that the report will aid Army Personnel<br />

Management Units in selecting men for specialized schooling,<br />

promotion, assignment to responsible jobs, reclassification<br />

and separation. The standard form for efficiency<br />

Navy Guided Missile Study<br />

Guided missile research being conducted by the Navy<br />

Department has recently delved into the possibilities <strong>of</strong><br />

"automatic celestial navigation."<br />

Addressing a recent meeting <strong>of</strong> the Institute <strong>of</strong> Navigation,<br />

a national organization <strong>of</strong> engineers and scientists,<br />

Charles A. McPheeters, Director <strong>of</strong> Automatic Self-Navigation<br />

for the Navy Bureau <strong>of</strong> Aeronautics, stated that the<br />

Navy is conducting research to determine the use <strong>of</strong> stars<br />

in aiming guided missiles.<br />

Automatic celestial navigation is based on a system <strong>of</strong> incorporating<br />

in guided missiles, machinery which, like human<br />

navigators on ships, will take constant bearings on<br />

stars or other heavenly bodies. The ultimate purpose <strong>of</strong> such<br />

a system would be to avoid disruption <strong>of</strong> direction signals<br />

by the enemy.<br />

- Mr. Mcpheeters stated that t\VOmethods under study<br />

have proved "to a certain degree successfuL" One method is<br />

the "automatic star seeker," where a missile mechanically<br />

seeks out a selected heavenly body and "tracks" it throughout<br />

the main part <strong>of</strong> its flight. The other method is by mechanical<br />

computations based on two or more stars, determining<br />

a missile's position in relation to the center <strong>of</strong> the earth.<br />

He stated that certain systems, "still in a development stage,<br />

hold promise <strong>of</strong> accomplishing this difficult task."<br />

Army's New System <strong>of</strong> Military Jnstice Goes Into<br />

Effect February 1-<br />

The Army's <strong>new</strong> system <strong>of</strong> military justice \\"'illgo into<br />

effect earlv next year-and, almost simultaneously, Congress<br />

\"ill be prep~ring to study the Na\'y's courts-martial<br />

s\-stem.•<br />

- Attached to the draft hill as an amendment, the Housesponsored<br />

nei\' military justice system for the Army \\.-}Il<br />

go into effecf February I-the first day <strong>of</strong> the eighth calendar<br />

month after President Truman signed the bill into<br />

law.<br />

Its main features are:<br />

1. Enlisted men have been authorized to sit as members<br />

<strong>of</strong> a court-martial.<br />

2. Officers are subjected to trial by special courts, as well<br />

as by general courts.<br />

3. Warrant <strong>of</strong>ficersare authorized to sit as member:, <strong>of</strong>'a<br />

court.<br />

4. Unlawful influence <strong>of</strong> courts-martial or courts-mafti.ll<br />

members is prohibited.<br />

5. An accused, if he so desires, may have coun",d ill<br />

the pre-trial investigation. -<br />

6. Authority to grant a bad-conduct discharge has been<br />

granted to general and special courts.<br />

7. The review and appellate provisions have been<br />

strengthened.<br />

8. A lesser punishment than death or life imprisonment<br />

for murder or rape has been provided.<br />

9. A lesser punishment than dismissal from service for<br />

<strong>of</strong>ficersdrunk during time <strong>of</strong> war has heen provided.<br />

10. The authority <strong>of</strong> commanding <strong>of</strong>ficers under the<br />

104th article <strong>of</strong> war has been increased ins<strong>of</strong>ar as it pertains<br />

to <strong>of</strong>ficers,but not to enlisted men.<br />

11. A separate judge advocate general's corps has been<br />

established.<br />
