Editorial The ailments of a beleaguered industry are finally manifesting themselves once more as the UK continues in its struggle to recover from the recession, unlike our friends in continental Europe who seem to be dusting themselves down ready for a return to business as normal. Amongst the debris of bankrupt firms, high unemployment and political posturing to soften the blow of further public and private sector redundancies, and a threat of a second dip, more sinister ailments lurk beneath the verbiage of recovery rhetoric. How can it be that a sector which once boasted the best training, health and safety and inward investment has now resorted to cut throat, lowest price wins? Throughout the supply chain (whether that be manufacturing, plant hire, quarrying, construction or civil engineering) companies are suffering at the hands of clients who demand ‘low cost’ and give complete disregard to the fact that lowest cost almost always results in poor quality and often a higher final bill! After 30 years of inward investment, training, partnering arrangements and service quality have been decimated to levels that have not been seen since the great recession! Industry resilience is however strong and professionals will turn that corner ready for the upsurge but what will face them when they turn it? High accident rates due to reduced capacity, poor quality, low inward investment, low national performance? Who knows exactly but this rodeo has been ridden before and these ailments must resonate with those amongst us who have seen it all before. So if you could predict the future, what would it be? Perhaps: recovery - industry boom - a rise in fatalities - increasing inefficiencies - a growth in the public sector to control the ailments recorded and then to top it all off, another government report(!) to tell us what we already know! This may be cynical or it may be a blunt observation based on previous experience, but it would be interesting to open this issue of PEP in five years from now and see exactly how the future has unfolded. Let us hope that failures of the past are not pursued in the future.
