<strong>Birds</strong> <strong>in</strong> <strong>the</strong> <strong>European</strong> <strong>Union</strong>: a status assessment – Introduction<br />

to demonstrate that <strong>the</strong>y had classified <strong>in</strong>sufficient numbers<br />

and areas of SPAs. Four of <strong>the</strong>se cases have been judged at <strong>the</strong><br />

<strong>European</strong> Court of Justice and four Member States have been<br />

condemned (<strong>the</strong>se are <strong>the</strong> Ne<strong>the</strong>rlands Case C-3/96, France<br />

Case C-202/01, F<strong>in</strong>land Case C-240/00, Italy Case C-378/01)<br />

for <strong>in</strong>sufficient numbers and areas of SPAs classified as<br />

compared to <strong>the</strong> IBA <strong>in</strong>ventories for those countries. The<br />

Commission <strong>in</strong> tak<strong>in</strong>g <strong>the</strong> above cases to <strong>the</strong> Court used <strong>the</strong><br />

“IBA 89” assessment (Grimmett and Jones 1989), <strong>the</strong> IBA 2000<br />

<strong>in</strong>ventory (Heath and Evans 2000) and national <strong>in</strong>ventories.<br />

The cases concerned <strong>the</strong> obligations aris<strong>in</strong>g from articles 4 (1)<br />

and 4 (2) of <strong>the</strong> Directive.<br />

■ Species<br />

As regards <strong>the</strong> species protection obligations aris<strong>in</strong>g from <strong>the</strong><br />

Directive, <strong>BirdLife</strong> <strong>International</strong> has contributed <strong>the</strong> first ever<br />

<strong>in</strong>ventory of bird Conservation Status <strong>in</strong> Europe. That was <strong>Birds</strong><br />

<strong>in</strong> Europe (Tucker and Heath 1994) and it provided <strong>in</strong>formation<br />

on all Species of <strong>European</strong> Conservation Concern classified<br />

accord<strong>in</strong>g to a set of standard criteria. <strong>BirdLife</strong> <strong>International</strong> is<br />

also coord<strong>in</strong>at<strong>in</strong>g <strong>the</strong> unification of <strong>European</strong> monitor<strong>in</strong>g<br />

schemes for common birds, under a scheme called <strong>the</strong> Pan-<br />

<strong>European</strong> Common Bird Monitor<strong>in</strong>g Scheme (PECBMS).<br />

<strong>BirdLife</strong> <strong>International</strong> works toge<strong>the</strong>r with <strong>the</strong> <strong>European</strong> Bird<br />

Census Council (www.ebcc.<strong>in</strong>fo) to coord<strong>in</strong>ate this.<br />

Fur<strong>the</strong>rmore, <strong>BirdLife</strong>’s monitor<strong>in</strong>g strategy closely mirrors<br />

<strong>the</strong> provisions of <strong>the</strong> <strong>Birds</strong> Directive. This <strong>in</strong>cludes three strands:<br />

site monitor<strong>in</strong>g (IBAs), common species monitor<strong>in</strong>g (Pan-<br />

<strong>European</strong> Common Bird Monitor<strong>in</strong>g Scheme) and threatened<br />

species monitor<strong>in</strong>g.<br />

F<strong>in</strong>ally, <strong>BirdLife</strong> <strong>International</strong> works actively on reform<strong>in</strong>g<br />

<strong>the</strong> Common Agricultural Policy (CAP). <strong>BirdLife</strong> <strong>International</strong><br />

data have demonstrated severe decl<strong>in</strong>es <strong>in</strong> farmland birds, which<br />

have been l<strong>in</strong>ked to <strong>the</strong> Common Agricultural Policy (CAP).<br />

<strong>BirdLife</strong> recommendations on <strong>the</strong> policy changes have been<br />

largely based on <strong>the</strong> <strong>BirdLife</strong> data. <strong>BirdLife</strong> has been runn<strong>in</strong>g<br />

a campaign to reform <strong>the</strong> Common Agricultural Policy <strong>in</strong> <strong>the</strong><br />

EU s<strong>in</strong>ce 2002 (www.birdlifecapcampaign.org).
