<strong>BirdLife</strong> <strong>International</strong> calls for:<br />
The list of species with Unfavourable Conservation Status<br />
<strong>in</strong> this publication to be considered <strong>in</strong> possible future reviews<br />
of <strong>the</strong> Annex I list of <strong>the</strong> <strong>Birds</strong> Directive.<br />
■ Species with a Species Action Plan (SAP)<br />
The overall success of species with SAPs re<strong>in</strong>forces those plans<br />
as an appropriate means of plann<strong>in</strong>g necessary action for<br />
threatened species. The fact that actions prescribed by <strong>the</strong>se<br />
plans were also specifically f<strong>in</strong>anced by <strong>the</strong> LIFE f<strong>in</strong>ancial<br />
<strong>in</strong>strument also contributes to <strong>the</strong>ir success.<br />
<strong>BirdLife</strong> <strong>International</strong> calls for:<br />
Full implementation, <strong>in</strong>clud<strong>in</strong>g f<strong>in</strong>anc<strong>in</strong>g, of <strong>the</strong> Species<br />
Action Plans.<br />
The updat<strong>in</strong>g of <strong>the</strong> list of priority species for fund<strong>in</strong>g under<br />
<strong>the</strong> LIFE <strong>in</strong>strument (or equivalent) at EU level, tak<strong>in</strong>g <strong>in</strong>to<br />
account <strong>the</strong> results of this review. For example, all SPEC1<br />
species <strong>in</strong>clud<strong>in</strong>g those newly classified should be priority<br />
species for fund<strong>in</strong>g.<br />
■ Long distance migrants decl<strong>in</strong><strong>in</strong>g<br />
The fact that long distance migrants are decl<strong>in</strong><strong>in</strong>g is alarm<strong>in</strong>g,<br />
and could be l<strong>in</strong>ked to events tak<strong>in</strong>g place dur<strong>in</strong>g <strong>the</strong>ir stay on<br />
<strong>the</strong>ir w<strong>in</strong>ter<strong>in</strong>g grounds although at this stage of <strong>the</strong> analysis it<br />
was not possible to determ<strong>in</strong>e this. However, it highlights <strong>the</strong><br />
need for <strong>the</strong> EU to look beyond its borders when it comes to<br />
protect<strong>in</strong>g certa<strong>in</strong> species, as actions on EU territory might not<br />
be enough to ensure <strong>the</strong>ir Favourable Conservation Status <strong>in</strong><br />
<strong>the</strong> long term.<br />
<strong>BirdLife</strong> <strong>International</strong> calls for:<br />
The EU to take actions beyond its borders <strong>in</strong> order to<br />
<strong>in</strong>vestigate and if appropriate, address <strong>the</strong> decl<strong>in</strong>es of longdistance<br />
migrants.<br />
TRADE OF WILD BIRDS: ARTICLE 6 OF THE<br />
BIRDS DIRECTIVE<br />
<strong>BirdLife</strong> <strong>International</strong> calls for:<br />
The success of controll<strong>in</strong>g illegal trade of wild birds (i.e.<br />
trade not allowed accord<strong>in</strong>g to <strong>the</strong> <strong>Birds</strong> Directive) should<br />
be cont<strong>in</strong>ued and streng<strong>the</strong>ned <strong>in</strong> order to elim<strong>in</strong>ate all<br />
occurrences across <strong>the</strong> EU 25.<br />
HUNTING: ARTICLE 7 OF THE BIRDS DIRECTIVE<br />
The <strong>in</strong>creased number of Annex II species with Unfavourable<br />
Conservation Status is of considerable concern. It now seems<br />
that consideration should be given to produc<strong>in</strong>g plans also for<br />
<strong>the</strong> new species that have Unfavourable Conservation Status,<br />
as well as complet<strong>in</strong>g <strong>the</strong> old. Member States, Commission,<br />
hunters and conservationists will have to work toge<strong>the</strong>r <strong>in</strong> all<br />
countries to reverse those negative trends o<strong>the</strong>rwise hunt<strong>in</strong>g of<br />
<strong>the</strong>se species will become unsusta<strong>in</strong>able.<br />
<strong>BirdLife</strong> <strong>International</strong> calls for:<br />
For <strong>the</strong> completion of <strong>the</strong> species management plans for all<br />
Annex II species with Unfavourable Conservation Status.<br />
Upon Member States, Commission, hunters and<br />
conservationists to work toge<strong>the</strong>r to reverse those trends.
