Special report conSuming With Singapore being a world-class retail venue and World consumer Rights Day falling on 15 March annually, consumer rights has been in the spotlight in recent years garnering momentum with a global movement to commemorate consumer rights and to raise the profile of the consumer movement. patricia ang finds out more about what it means to have consumer rights, the Lemon Law and how it works in the local context. Singapore employs a free trade model, where goods and services are sold and consumed in an open market. In a free trade model, consumers play an important role in setting the prices of products sold in the marketplace. There are occasions when consumers do not have full and unhindered knowledge of the product or service they are purchasing, and rely on the business’ representations. There are also occasions when consumers are unable to obtain redress for a perceived unfair practice committed against them by a business, or when businesses engage in anti-competitive behaviour, to the detriment of consumers. with According to Mr Lim Biow Chuan, President of Consumers Association of Singapore (CASE), consumers in Singapore have a right to be heard, educated, informed and protected. CASE, together with their partners, constantly keeps up with the changing landscape of consumerism in Singapore and responds to the needs of consumers. Consumers also have a right to be empowered in making smart consumption choices through education. In order to ensure that consumer’s interests are further protected, there are consumer protection laws in place to ensure that consumers are empowered with redress options in situations of unfair practices. consumer protection (Fair trading) act (cpFta) In Singapore we have the Consumer Protection (Fair Trading) Act or CPFTA, which is the main consumer protection legislation in force here. Statistics from CASE showed that for the year 2011, the Association received a total of 22,240 complaints. Out of these complaints, CASE took up 1,396 cases. In comparison to 2010, there were more assisted cases and fewer filed cases. Consumers are getting more empowered and savvy in taking up their disputes with retailers after receiving a written opinion from CASE.
