8 Community Partnership<br />

The China Experience<br />

After 30 years of reform, China has made<br />

remarkable economic achievements. However,<br />

the fast-growing nation is also plagued by<br />

inequality in wealth distribution, <strong>res</strong>ulting in<br />

the increased gap between the rich and poor,<br />

widening the divide between urban and rural<br />

areas, which has led to numerous social conflicts.<br />

China’s 12th Five-Year Development Plan<br />

(2011-2015), which aspi<strong>res</strong> to protect and<br />

improve the welfare of its people, views the<br />

nation’s economic transformation as the<br />

fundamental starting point to a well-managed<br />

wealth distribution initiative / process for the<br />

benefit of its people.<br />

China is playing a vital role in the global supply<br />

chain system; however, it has to add<strong>res</strong>s several<br />

concerns, namely urbanization, the plight of<br />

its migrant talent and environmental issues in<br />

order to achieve sustainable development. Thus,<br />

<strong>Flextronics</strong> in China is inseparable from the<br />

social and environmental issues affecting the<br />

nation.<br />

We are very pleased to see <strong>Flextronics</strong>’<br />

determination and hard work in the social and<br />

environmental arena. We note, with pleasure,<br />

the remarkable <strong>res</strong>ults achieved by the company,<br />

especially in taking care of the needs of migrant<br />

talent in China. <strong>Flextronics</strong> has many innovative<br />

measu<strong>res</strong> and actions in place to help migrant<br />

talent while enhancing its human <strong>res</strong>ources<br />

function to increase market competitiveness.<br />

Issues pertaining to migrant talent will be in<br />

discussion for a long time as China accelerates<br />

its urbanization process. We hope <strong>Flextronics</strong>,<br />

together with the government and NGOs, will<br />

promote new ideas and ways to assist our<br />

migrant talent in finding their own space and<br />

future in this fast-growing nation. This, we hope,<br />

will set a stellar example for other businesses in<br />

China to follow.<br />

Change for the better<br />

Over the past 30 years, China has built its economy<br />

based on co-operation between businesses (source<br />

of capital) and migrant talent (source of labor). Today,<br />

China is moving towards an era of “innovation”,<br />

focusing on the creative potential of the country’s new<br />

generation of migrant talent.<br />

<strong>Flextronics</strong> recognizes the potential of these people<br />

and has collaborated with us in rolling out programs<br />

that <strong>high</strong>light issues affecting migrant talent. Our end in<br />

mind is to educate and change the perception of college<br />

students, intellectuals and urban <strong>res</strong>idents towards<br />

migrant talent.<br />

<strong>Flextronics</strong> has also helped our organization achieve its<br />

dream of setting up the Zhuhai Center for Social Work<br />

Facilitators (ZCSWF) in the vicinity of its <strong>Flextronics</strong><br />

Zhuhai Industrial Park. ZCSWF is the first officiallyregistered,<br />

non-governmental organization in China that<br />

is sponsored by a private company (<strong>Flextronics</strong>) and<br />

backed by the Chinese government. Within two years,<br />

ZCSWF has provided social services to more than<br />

60,000 migrant talent.<br />

The ZCSWF initiatives have been successful and<br />

the Chinese government now heralds this tripartite<br />

partnership between government, private company and<br />

NGO as the Zhuhai Social Service Model – the first of<br />

its kind domestically that will help promote social work<br />

and help migrant workers achieve their potential while<br />

meeting their developmental and emotional needs.<br />

We believe that our continuous collaboration with<br />

<strong>Flextronics</strong> will positively impact the lives of migrant<br />

talent and give them a better future.<br />
