field level officers resemble the canal committees. <strong>The</strong> difference is that <strong>in</strong> <strong>Kerala</strong> the<br />

performance of canal committees has been poor while the project sub-committees <strong>in</strong> Sri<br />

Lanka functioned well and promoted better understand<strong>in</strong>g between farmers and officers.<br />

Mahesh M. Shreshtha (1982) expla<strong>in</strong>ed how the concept of water management was <strong>in</strong> an<br />

embryonic stage <strong>in</strong> Nepal, and how the rugged topography and abrupt variations <strong>in</strong> agroecological<br />

conditions had <strong>in</strong>fluenced the choice 25 of irrigation projects and how the choice<br />

had made the task of renovation of projects complicated.<br />

Accord<strong>in</strong>g to Shrestha, a major component of water management <strong>in</strong> Nepal was the<br />

provision of residential quarters for waterguards <strong>in</strong> the proximity of every gate control<br />

structure <strong>in</strong> the surface schemes. <strong>Irrigation</strong> problems <strong>in</strong> a 200 ha block were to be solved<br />

by a waterguard.<br />

Mass participation, <strong>in</strong> extent and magnitude, was strictly burdensome <strong>in</strong> Nepal because, the<br />

guid<strong>in</strong>g pr<strong>in</strong>ciples of renovation of old projects and <strong>in</strong>troduction of new ones were str<strong>in</strong>gent<br />

and b<strong>in</strong>d<strong>in</strong>g on the beneficiaries. <strong>The</strong> pr<strong>in</strong>ciples are listed below: (i) Projects will be <strong>in</strong>itiated<br />

only on farmers’ request made through the panchayat, (ii) WUAs will be formed for each<br />

project, and they will do repair and ma<strong>in</strong>tenance work, draw<strong>in</strong>g technical assistance from<br />

FIWUD [a government organisation] (iii) Five percent of the estimated cost will be deposited<br />

by WUAs <strong>in</strong> Agricultural Development Bank and another 20 percent will be contributed <strong>in</strong><br />

the form of voluntary labour, or ADBN group loan; when once so much is done, the<br />

rema<strong>in</strong><strong>in</strong>g 75 percent of the total cost will be deposited <strong>in</strong> the same Agricultural Development<br />

Bank by FIWUD on behalf of the government; (iv) <strong>The</strong> capital so accumulated will be<br />

jo<strong>in</strong>tly operated by WUAs and FIWUD.<br />

With the <strong>in</strong>troduction of WUAs, which were made liable to meet 25 percent of the cost, the<br />

farmers became more judicious <strong>in</strong> water use. Cropp<strong>in</strong>g <strong>in</strong>tensity <strong>in</strong>creased by 250 percent;<br />

yield of rice <strong>in</strong>creased by 57 percent, of wheat by 130 percent maize by 55 percent, and<br />

sugar by 20 percent.<br />

<strong>The</strong> details of Mahaveli <strong>Irrigation</strong> Project, the practice of irrigation <strong>in</strong> Sri Lanka both under<br />

the conventional and the newly established systems, the efforts made for and the extent<br />

achieved <strong>in</strong> beneficiary participation and the broad elements of irrigation extension were<br />

discussed by Walter Abhaye Gunawardena (1982). Be<strong>in</strong>g the largest settlement project 26 <strong>in</strong><br />

Sri Lanka it had the special objective of provid<strong>in</strong>g relief to the problem of landlessness and<br />

sett<strong>in</strong>g up of growth centres, besides the traditional objectives of <strong>in</strong>creas<strong>in</strong>g production and<br />

reduc<strong>in</strong>g rural unemployment.<br />

<strong>Beneficiary</strong> participation assumed a new form <strong>in</strong> the Mahaveli project, namely the settlement<br />

of landless agriculturists. Farmers participated <strong>in</strong> on-farm work, land development, and<br />

construction of contour bunds, but they received wages; the purpose of payment was to<br />

provide them, the settlers, with an <strong>in</strong>come to eke out their existence. Also, farmer <strong>in</strong>volvement<br />

<strong>in</strong> the management was stimulated by this UNICEF-assisted programme.<br />

Tra<strong>in</strong><strong>in</strong>g <strong>in</strong> irrigation extension, community action, and water management was given to<br />
