<strong>The</strong> CADA activities like field channel l<strong>in</strong><strong>in</strong>g, its construction, and m<strong>in</strong>or repair of the canal net work were then hurriedly pushed through <strong>in</strong> order to achieve full utilisation of the allotted funds. <strong>The</strong> m<strong>in</strong>utes of CC meet<strong>in</strong>gs show that attendance was the highest <strong>in</strong> meet<strong>in</strong>gs <strong>in</strong> which CC Chairman and PAC member were elected. <strong>The</strong> practice of hold<strong>in</strong>g monthly meet<strong>in</strong>gs of canal committees on fixed dates, places, and time already decided upon, i.e., the second friday of every month, enabled members to plan <strong>in</strong> advance for participat<strong>in</strong>g <strong>in</strong> the meet<strong>in</strong>gs. Yet, it was found that attendance of BFA members <strong>in</strong> CC meet<strong>in</strong>gs was th<strong>in</strong>. It is observed that the <strong>in</strong>terest on the part of members to participate <strong>in</strong> CC meet<strong>in</strong>gs has decl<strong>in</strong>ed over time. Attendance was the highest <strong>in</strong> the CC meet<strong>in</strong>g <strong>in</strong> which election of CC Chairman and PAC member was conducted. <strong>The</strong>reafter, after a few CC meet<strong>in</strong>gs their <strong>in</strong>terest is found to have withered most of them tend<strong>in</strong>g not to respond to <strong>in</strong>vitations from eng<strong>in</strong>eers. Differ<strong>in</strong>g explanations are offered for the wither<strong>in</strong>g of <strong>in</strong>terest which we shall exam<strong>in</strong>e presently. <strong>The</strong>re are, at the same time, <strong>in</strong>dications to suggest that the BFAs would participate <strong>in</strong> CCs, which they feel are of vital <strong>in</strong>terest to them, meet<strong>in</strong>gs which deliberate on th<strong>in</strong>gs that would yield some benefits directly 39 . Twenty-n<strong>in</strong>e out of the total of 57 CC meet<strong>in</strong>gs were those summoned by Kottayi-Per<strong>in</strong>gottu Kurissi Committee. Only three meet<strong>in</strong>gs of this committee had the quorum for transact<strong>in</strong>g bus<strong>in</strong>ess; two meet<strong>in</strong>gs were held without quorum and 24 with zero-attendance of non-official members. As regards Kannadi-Odannur CC and Kannannur-Pul<strong>in</strong>elli CC only four committee meet<strong>in</strong>gs each were held dur<strong>in</strong>g a span of seven years, whereas Erimayur CC and Kunnisseri CC had seven CC meet<strong>in</strong>gs each to their credit dur<strong>in</strong>g the span of two years. In terms of zeroattendance, these committees scored, however, fewer po<strong>in</strong>ts than Kottayi-Per<strong>in</strong>gottu Kurissi committee. CCs formed after 1994, for the right bank canal, have done better than those formed prior to 1994. This is because government gave considerable stress to the formation and successful function<strong>in</strong>g of BFAs, as a major measure of decentralisation, from 1994 onwards. Reportedly, better awareness has been created among the irrigation officials and other CADA personnel on the necessity of enlist<strong>in</strong>g better beneficiary <strong>in</strong>volvement <strong>in</strong> the every day operation and management of irrigation projects, major, medium, and m<strong>in</strong>or. Table 4.8 gives details of the decisions, taken by canal committees. <strong>The</strong>y are broadly grouped <strong>in</strong>to five categories. We have noted earlier that 43 CC meet<strong>in</strong>gs out of 57 were held without the necessary quorum to take any valid and mean<strong>in</strong>gful decisions. Yet, it is seen from the m<strong>in</strong>utes of the CC meet<strong>in</strong>gs that major decisions like fix<strong>in</strong>g the dates for releas<strong>in</strong>g canal water for irrigation, and action to be taken for rectify<strong>in</strong>g structural defects, were taken. This evidence illustrates the extent to which the canal committees rema<strong>in</strong>ed, <strong>in</strong> fact, paralysed and <strong>in</strong>active. Altogether 29 decisions were found to have been taken <strong>in</strong> these CC meet<strong>in</strong>gs. Most decisions related to commencement and duration of water supply (<strong>in</strong> the majority of cases regard<strong>in</strong>g extension of the period of water supply) followed by “rectifications of structural defects” and action aga<strong>in</strong>st malpractices, <strong>in</strong> that order. <strong>The</strong>re were only three decisions on crop 37
