4. Organisational Structure and <strong>Beneficiary</strong> <strong>Participation</strong><br />
In this section we discuss the organisational structure for beneficiary participation of irrigators<br />
and participation <strong>in</strong> and performance of <strong>Beneficiary</strong> Farmers’ Associations, <strong>in</strong> <strong>Kerala</strong>. <strong>The</strong><br />
discussion is conf<strong>in</strong>ed to the Malampuzha <strong>Irrigation</strong> Project (MIP). This project consisted<br />
of the construction of a masonry dam across Malampuzha River, a tributary of Bharathapuzha.<br />
<strong>The</strong> dam and its reservoir are located at 8 km north-east of Olavakode railway station. Its<br />
construction, which began <strong>in</strong> 1949 was completed <strong>in</strong> 1966; it has an estimated ayacut of 21,<br />
045 hectares spread over the taluks of Alathur, Chittoor, and Palakkad of the Palakkad<br />
district. Dr<strong>in</strong>k<strong>in</strong>g water requirements of the Palakkad town are also met from the Malampuzha<br />
reservoir.<br />
Organisational Structure<br />
<strong>The</strong> Command Area Development Authority (CADA) came <strong>in</strong>to force by an act of Parliament<br />
<strong>in</strong> 1986. Accord<strong>in</strong>g to Chapter VI, section 17, sub section (1) of CADA Act, farmers<br />
com<strong>in</strong>g under one or more sluices form<strong>in</strong>g part of the canal system of major, medium or<br />
m<strong>in</strong>or irrigation projects are eligible to become members of <strong>Beneficiary</strong> Farmers’ Associations<br />
(BFAs). BFAs, com<strong>in</strong>g <strong>in</strong> ayacuts <strong>in</strong> the region of the erstwhile Malabar district of Madras<br />
presidency are registered under the Central Registration Act of 1860, while those <strong>in</strong> the<br />
erstwhile Travancore-Coch<strong>in</strong> area are registered under Travancore-Coch<strong>in</strong> Literary, Scientific,<br />
and Charitable Societies Act. It is stipulated that <strong>in</strong> the event of any amendment to the above<br />
acts, BFAs may be registered under the act <strong>in</strong> force <strong>in</strong> the State.<br />
<strong>The</strong> presumption is that CADA activities will be organised adher<strong>in</strong>g to the recommendations<br />
of the BFAs, or the felt needs arrived at, dur<strong>in</strong>g the discussions between BFA members and<br />
officials.<br />
<strong>The</strong> CADA Act envisages a three-tier system consist<strong>in</strong>g of (i) the project advisory committee<br />
at the project level, (ii) canal committee at the branch/distributory level, and (iii) beneficiary<br />
farmers’ associations (BFAs), at the sluice/sluices level. Each of them has well-def<strong>in</strong>ed<br />
functions.<br />
Project Advisory Committee (PAC)<br />
It is the apex body of the three-tier system constituted for every CADA irrigation project.<br />
<strong>The</strong> ex-officio members of PAC are the District Collector (Chairman), the Executive<br />
Eng<strong>in</strong>eer (Convenor), MPs, and MLAs com<strong>in</strong>g under the ayacut of the irrigation project,<br />
one official each of the departments of Agriculture and Co-operation, one representative<br />
each of the Canal Committees elected for the purpose and up to five other members<br />
consist<strong>in</strong>g of knowledgeable persons <strong>in</strong> agriculture and irrigation. <strong>The</strong> major functions<br />
of the PAC are ensur<strong>in</strong>g adequate water supply, equitable distribution among different<br />
parts of the command area <strong>in</strong> accordance with the water requirement of crops and coord<strong>in</strong>at<strong>in</strong>g<br />
the activities of the Canal Committees. Also, it is the Project Advisory<br />
Committee which is responsible for discharg<strong>in</strong>g any other residuary function laid down<br />
<strong>in</strong> the statute.<br />
