Some of the other major conclusions drawn by Bagodion are listed below: (i) the choice of<br />
the organis<strong>in</strong>g process is crucial. <strong>The</strong> strategy for organis<strong>in</strong>g should be so designed as to<br />
<strong>in</strong>clude activities mean<strong>in</strong>gful to the farmers. (ii) <strong>The</strong> organis<strong>in</strong>g process should be l<strong>in</strong>ked to<br />
the technical process of plann<strong>in</strong>g, design, construction, operation, and ma<strong>in</strong>tenance; <strong>in</strong><br />
other words, tight co-ord<strong>in</strong>ation is needed between organisation work and the technical<br />
activities. (iii) Organis<strong>in</strong>g effective participation of farmers takes time. <strong>The</strong>refore the efforts<br />
should start well before the construction beg<strong>in</strong>s. (iv) <strong>The</strong> agencies of adm<strong>in</strong>istration and<br />
implementation of projects must be capable of respond<strong>in</strong>g positively to beneficiary<br />
participation. (v) Support to irrigation associations from the highest to the lowest levels is<br />
vital.<br />
