<strong>The</strong> failure <strong>in</strong> the work<strong>in</strong>g of BFAs does not mean that CADA was unsuccessful <strong>in</strong> every<br />
front. Farmers are almost unanimous <strong>in</strong> their op<strong>in</strong>ion that canal l<strong>in</strong><strong>in</strong>g improved efficiency<br />
of irrigation <strong>in</strong> the study area.<br />
To conclude: <strong>The</strong> organisational and adm<strong>in</strong>istrative pattern of the CADA agency <strong>in</strong> <strong>Kerala</strong><br />
is found appropriate. Inadequate beneficiary participation is, however, an obvious fact due<br />
ma<strong>in</strong>ly to the understand<strong>in</strong>g on the part of the farm<strong>in</strong>g community <strong>in</strong> the area that BFAs are<br />
temporary agencies with very limited scope for conferr<strong>in</strong>g any substantial benefit. <strong>The</strong>ir<br />
role as an <strong>in</strong>strument of decentralisation <strong>in</strong> the adm<strong>in</strong>istration, f<strong>in</strong>anc<strong>in</strong>g, and management<br />
of irrigation system was almost unknown to the beneficiaries. BFAs <strong>in</strong> the study area were<br />
not effective as a conflict-resolv<strong>in</strong>g mechanism. <strong>The</strong> manner <strong>in</strong> which they were constituted,<br />
and the conditions under which they were made to function turned BFA leadership <strong>in</strong>to one<br />
which wasted its own time, energy, and funds and got frustrated <strong>in</strong> the process. <strong>The</strong> CADA<br />
guidel<strong>in</strong>e that civil works of m<strong>in</strong>or nature like field channel l<strong>in</strong><strong>in</strong>g, should not be given on<br />
contract was never strictly followed. Adm<strong>in</strong>istrative lapses such as the canal operators/<br />
water guards not stay<strong>in</strong>g <strong>in</strong> the area of their operation and eng<strong>in</strong>eers at different levels not<br />
supervis<strong>in</strong>g the work of their subord<strong>in</strong>ates regularly and <strong>in</strong> time, also contributed to the<br />
paralysis of BFAs. Inter-departmental conflicts, lack of co-ord<strong>in</strong>ation of personnel drawn<br />
from departments of irrigation, agriculture, and co-operation, the factional feuds between<br />
eng<strong>in</strong>eers <strong>in</strong> CADA and <strong>in</strong> the irrigation department who control the operation of the system<br />
up to the sluice level, their differ<strong>in</strong>g view po<strong>in</strong>ts on BFA activities - all these acted as<br />
dis<strong>in</strong>centives to the farm<strong>in</strong>g community and resulted <strong>in</strong> low levels of beneficiary participation<br />
<strong>in</strong> the study area.<br />
