5.0 Conclusion <strong>of</strong> the Committee<br />
CHAPTER-5<br />
We should build on the strengths <strong>of</strong> existing regulations <strong>and</strong> institutional structures,<br />
eliminate weaknesses in regulatory procedures <strong>and</strong> fill gaps in core areas, such as ecological<br />
economics <strong>and</strong> social <strong>and</strong> gender audit, where our national competence is inadequate.<br />
Our goal should not be just conservation but also enhancement <strong>of</strong> the living <strong>and</strong> nonliving<br />
resources <strong>of</strong> the coastal zone. This is our duty to the generations yet to be born. For<br />
example, we should rehabilitate all damaged mangrove wetl<strong>and</strong>s <strong>and</strong> involve local youth in<br />
preserving coral reefs <strong>and</strong> promoting the creation <strong>of</strong> artificial coral reefs. The coastal<br />
ecological literacy movement should place emphasis on both conservation <strong>and</strong> natural<br />
resources enhancement.<br />
Above all, we should create structures for generating coordinated <strong>and</strong> cooperative<br />
action among the different Central <strong>and</strong> State Government agencies. The absence <strong>of</strong> interdepartmental<br />
<strong>and</strong> Centre-State coordination is the biggest obstacle to fostering a Sustainable<br />
Coastal Zone Management Strategy. We hope that the proposed National Board will help to<br />
fill this void.<br />
