LES ATELIERS DE MAITRISE D’ŒUVRE URBAINE EN ASIE L'EXPOSITION D'HORTICULTURE DE KUN- NING (1999) par M. Guo Fang Ming Rapporteur : Francis Ampe 1. Recommandations pour l'Exposition Universelle de Shanghai 2010. 1.1. Une exposition se doit d'avoir une série de thèmes remarquables et contribuer à mettre en scène l'avenir de l'humanité. Pour cela, elle doit s'appuyer sur l'histoire, la culture et les technologies avancées. Elle doit présenter des pavillons de qualité supérieure. Cette qualité concerne autant le projet lui-même que sa réalisation concrète et sa mise en œuvre, notamment la qualité des constructions. 1.2. Par définition, une exposition universelle doit réunir le maximum de pays et d'organisations internationales afin d'attirer le plus grand nombre de visiteurs possibles. Pour cela les thèmes traités doivent à la fois être ciblés et mélangés "rêve" et "spécialisation". Ils doivent intégrer une mixité des fonctions et des cultures afin que toute la société contemporaine puisse s'y engager totalement. Il est très important que ces objectifs soient clairement fixés au départ. 2. L'exposition d'horticulture de Kun-ming 1999. 2.1. Elle a rassemblé 95 pays ou organisation internationales ainsi que 34 provinces y compris Hong-Kong et Macao. Chaque province chinoise a cherché à présenter son génie propre. 2.2. Au-delà de la diversité des pavillons nationaux, des pavillons à thème ont été présentés : le vent, l'homme et la nature, la science et la technologie, la médecine chinoise, le thé……. 2.3. Les cinq continents ont été représentés par 5 piliers de fleurs, le tourisme chinois par une statue ; une longue avenue de 40 m de largeur regroupait une série d'évènements. 2.4. A signaler le grand succès rencontré par l'horloge de fleurs de 21 m de diamètre ainsi que par les différentes pépinières et le jardin des arbres. Une fois l'exposition terminée, tous les espaces construits sont et seront utilisés de manière permanente. "Je vous invite tous à venir visiter cette exposition". In the reforming opening processus, Shanghai has achieved great progress in the architecture past back we have ten golden awards and ten silver awards and I will show you some slides with some features. In the last twenty years, we have constructed more than 3000 high buildings which are more than 12 floors higher and we have constructed about 10 millions m² every years in housing. On this map, you can see the ten classic buildings who were awarded golden awards. (il montre des diapos) This is Zhi Mao tower, Orenzo Peal TV tower, great theatre, Pudong international airport, Shanghai exhibition hall, Shanghai museum, 80 000 people stadium, Shanghai library, New Jiang Jian Hotel, International convention center. The following are ten silver awards : Portman Ritz-Carlton hotel, Hotel garden, Shanghai stock exchange and Shanghai TV tower, New century plaza, Hilton hotel, Shanghai television and radio Mansion, ? ? ? ? Muslim. Those works that we have achieved already are not enough. The chairman for the BIE once said that for the 2010 world expo the impact by the holding of the world expo is in the first ten years and the next ten years before ? ? ? the world expo is very important. I think these two ten years are very important for us. In terms of the city functions and architecture levels, we should impulse the taste of our city. That is to say that we have to think and to develop in terms of the overall planning of our city the spacing environment of our city and the architecture technologies. We cannot rely on what we have achieved, we have to think more. For example, the development of the old cities : how can we protect those historical relics and how build more new buildings ? And what should we do to intensify the development in the original development zones ? And how to improve people living standards along the Huang Pu river ? And we have to consider the improvement of the quality of commerce and services in people’s life. Also we have to introduce more new technologies to Shanghai. For example, should we have more new high buildings around the Pearl TV tower ? Actually we should not, and we should make a use of the space and reflect the old art block of Shanghai city and for the infrastructures we should make greater efforts. Secondly, is the extension from the classical architecture to modern architecture and future architecture….. ? So we are confident that if Shanghai succeeds in biding for the world expo, there will be more signal buildings rising in Shanghai. These are the interesting buildings but we want to have more because these are not sufficient. Actually we are still at part of low level in the variant building and we should make more efforts in this regard in the future. We are making progress in increasing the green space area in Shanghai and I think if Shanghai can hold the world expo, we will make greater changements in this aspect. This is the Central Park in Pudong area which covers an area about 140 acres and it is actually one of the driving process behind Pudong’s development. In the down town area of Shanghai more green areas will also be constructed. This is the science and technology city which is under construction in Pudong. We will make more efforts to utilize new materials. Architects from all over the world work on Shanghai to join us in our efforts because for example this science and technology city is the cooperative efforts by us and a U.S. company. We should increase the quality of people living standards. The architecture culture will be in? ? ? in his technology and artistic aspect. The modern level of architecture technologies and artistic features will be presented at the world expo and we have to think more and make more progress from the Chinese architect side in holding the world expo because the world expo will have a great impact on the philosophy and style of our architecture. It is actually a exhibition and chance of commnication full of challenges and competitions and it will have great impact on China, Asia and all of the world. After visiting the ? ? ? in Korea, Lisbon in Portugal, Hannover in Germany, we feel even more urgent to hold our own world expo. The Bund of Shanghai is used to be called the exhibition of world architecture, I think we should have a real exhibition of world architecture in Shanghai. These are some buildings presented in the ? ? ? ? expo in Korea. This is the future of the outside surroundings of the world expo site, even now they are very beautiful. This is a picture of the city park which used to be wasted industrial land. These are some of the buildings of the Lisbon’s world expo. It’s also in Lisbon. People who participate in the world expo will also increase in their quality. If Shanghai can hold the world expo, then Shanghai will let the world know more about China and China will know more about the world. These pictures are different designs by different countries. What I want to say here is that, when holding a world expo we can know more from foreign countries. And the introduction of these designs will enhance the taste of Shanghai city and it will also help us to communicate and to cooperate with our foreign colleagues. When I told about the taste of the city is actually the combination of the variant environments, the architecture arts, the architecture technology in the 21 st century. The taste of the city should be able to ? ? ? the tasting of the history and it is actually a process of comparison between different choices. Cultural architecture will be turned into architecture culture after comparison and the holding of the world expo in Shanghai will provide us with a good opportunity to test our taste in Shanghai. It is also an opportunity for us to registered in competition and it will give us a high taste of city. We are looking forward to the world expo in Shanghai and I hope that we will succeed. LE QUARTIER DE LA DEFENSE Rémi Masson President of Kunnming Exhibition Bureau Le Quartier d’Affaires de La Défense, aujourd’hui presque achevé, constitue incontestablement un événement urbain et architectural majeur dans la région parisienne et son impact économique, culturel, sociologique sur les deux communes de Courbevoie et de Puteaux, sur les communes riveraines, le Département des Hauts de Seine et la région Ile de France est considérable. Les retombées pour les collectivités locales, impliquées depuis de longues années dans cette opération, en termes d’amélioration de la qualité de la vie sont difficiles à cerner tant la Défense a métamorphosé à la fois le périmètre d’intervention du Quartier d’Affaires (170 hectares) mais aussi, indirectement, une partie de l’Ouest parisien. La Ville de Paris, elle-même, doit largement à la Défense le fait d’avoir sauvegardé en grande partie son maillage urbain et son gabarit historique. 1 - LA DEFENSE UN GRAND PROJET - UN OUTIL SPECIFIQUE ET PERFORMANT L’idée d’un quartier regroupant des immeubles de bureaux prend forme après la deuxième guerre mondiale, à une époque où Paris manque de bureaux. Les Sociétés s’installent dans les immeubles haussmaniens avec le double inconvénient de chasser les habitants du centre de la capitale et de produire des bureaux mal adaptés à leurs besoins.
