While the instrument was to be designed as a government service, aprerequisite was that it be elaborated together with representatives from theacademic community and the productive sector. Thus, in collaboration withspecialists and representatives from the Brazilian ST&I System, CGEEdeveloped the instrument designated 'Portal Inovação' (innovation portal), agovernment electronic service in support of university-industry interaction fortechnological cooperation and innovation.During the process of monitoring and implementing the 'Portal Inovação', the lack ofa long-range strategic management dynamic was noted, one capable of orientingthe establishment of goals and the adoption of measures in the medium and long run– in other words, one that takes strategic government approaches and guidelines intoaccount and integrates them in such a way as to guarantee the favorableperformance of the portal, and of the relations established through it, over time. Onthe basis of this diagnosis, the present thesis proposes a conceptual model forthe strategic intelligence distributed via the portal, that is, a set of activitiesstructured so as to allow the decision maker to predict global and nationaltrends and the evolution of markets, as well as to detect and evaluate risks andopportunities and thus define measures better suited to the strategies adopted. Notethat, in line with this concept, the decision maker is a government entity with thepower to define policies and adopt measures to achieve its objective. In this case, theobjective is to stimulate university-industry-government interaction for the purpose ofinnovation, thereby contributing to strengthening the national innovation system,which, in turn, is an input for the economic development of the country.Keywords: Strategic Intelligence; Triple Helix; e-government; ST&I; Knowledgemanagement ; Brazil; University-industry relations; public policies.8
