FORUM CIVIL EUROMED Nap<strong>le</strong>s, 28-30/11/2004 11/72- What common agenda? How to <strong>de</strong>ci<strong>de</strong> about participants? What space and time will be given tothe P<strong>la</strong>tform within the civil forum?As an introductory word, Michael Webb expresses the wish of the Commission to open the dialogue b<strong>et</strong>weenthe P<strong>la</strong>tform and the organiser of the next civil forum, Miche<strong>le</strong> Capasso, who <strong>de</strong>c<strong>la</strong>red himself ready toreconsi<strong>de</strong>r his draft project. The main aim of the me<strong>et</strong>ing is to see wh<strong>et</strong>her we may come to an agreement ona possib<strong>le</strong> constructive scenario for co-operation, as the P<strong>la</strong>tform may p<strong>la</strong>y a vital ro<strong>le</strong> to re-<strong>la</strong>unch the civilforum, and as we have to take account of the <strong>de</strong>cision already taken by the Italian government. We all agree,said Mr Webb, that the Civil Forums have to be organised differently. He asks Mr Capasso to answer to theP<strong>la</strong>tform's questions re<strong>la</strong>ting to the agenda, the participants, the space <strong>de</strong>dicated to the P<strong>la</strong>tform during thecivil forum, the links b<strong>et</strong>ween the P<strong>la</strong>tform and the national committee.A first part of the discussion focussed on basic princip<strong>le</strong>s re<strong>la</strong>ted to a possib<strong>le</strong> co-operation. Mr Capassosaid that he shares and supports the content of the P<strong>la</strong>tform strategy paper, but he remin<strong>de</strong>d the participantsof the me<strong>et</strong>ing that voices were raised against it at a working group that morning concerning the way theP<strong>la</strong>tform is being composed. He said that he is open for discussion, but he insisted on the fact that civilsoci<strong>et</strong>y inclu<strong>de</strong>s the "professional organisations" (architects, tra<strong>de</strong>rs, <strong>la</strong>wyers, <strong>et</strong>c,) and that the Foundationis in contact with thousands of NGOs that may be interested by the P<strong>la</strong>tform. He said that his Foundationhas to be open to every one, even to peop<strong>le</strong> who do not respect the freedom of expression.This <strong>la</strong>st point ("to be open to peop<strong>le</strong> who do not respect the freedom of expression) was strongly contestedby the P<strong>la</strong>tform members. They exp<strong>la</strong>ined that a precondition for working tog<strong>et</strong>her was to refuse invitingpeop<strong>le</strong> who do not respect the freedom of expression, association and creation, and to refuse to inclu<strong>de</strong> the"very governmental NGOs". Mr Amato and Mr C<strong>la</strong>r<strong>et</strong> agreed.Another precondition is that Mr Capasso should not interfere with the P<strong>la</strong>tform's <strong>de</strong>bates or composition.The <strong>la</strong>st precondition is that the Civil Forum should not be put at the service of one individual or oneorganisation (Michael Webb), but serves the purpose of strengthening the civil soci<strong>et</strong>y dynamics, both inItaly and in the other countries, and ref<strong>le</strong>ct a col<strong>le</strong>ctive effort.Proposals resulting from the <strong>de</strong>bate1. Creation of a "Comité <strong>de</strong> pilotage" (proposal of Mr Amato) in charge of the agenda, content, participants,m<strong>et</strong>hodology, visibility of the Civil Forum. It could be composed of 12 persons:4 "former organisers" of the Civil Forum (including Mr C<strong>la</strong>r<strong>et</strong>)4 P<strong>la</strong>tform members (with a majority from the south med.)4 Italian members (incl. Mr Capasso and Mr Amato), but the Italian members could <strong>de</strong>ci<strong>de</strong> to giv<strong>et</strong>wo sieges to partners from the SouthContentMiche<strong>le</strong> Capasso suggested that the next civil forum should not repeat the same topics as the Greek one, andhe announced that he was ready to renounce to the "dialogue of cultures" issue.The main priorities, proposed by Mr Amato, could be the following:Sustainab<strong>le</strong> <strong>de</strong>velopment (including the issue of employment);"Good governance" or "empowering of civil soci<strong>et</strong>y"The P<strong>la</strong>tform insisted on having a third topic, "civil soci<strong>et</strong>ies of the Euro-Mediterranean area after the warin Iraq". Either this theme can be the headline of the who<strong>le</strong> Civil Forum, being transversal to all the <strong>de</strong>bates,or it can be a separated third priority. The P<strong>la</strong>tform representatives insisted on the need for <strong>de</strong>bating aboutthe consequences of the war on all the components of \soci<strong>et</strong>y.It seems that all the participants to the me<strong>et</strong>ing agreed on the need for the Civil Forum to <strong>de</strong>velop a crosssectorapproach (human rights, culture, environment, women, tra<strong>de</strong> unions, <strong>et</strong>c). The different sectors wouldof course have a period of time for working among themselves, but the general objectives would be theinteraction on the thematic priorities.The En<strong>la</strong>rgement process should be a transversal priority of the Civil Forum in Nap<strong>le</strong>s.The participantsAgain, the P<strong>la</strong>tform insisted on the fact that the organiser must resist governmental pressures to impose"official" "very governmental" NGOs. It is a matter of princip<strong>le</strong>, and the <strong>la</strong>ck of attention on this point wil<strong>le</strong>ndanger the who<strong>le</strong> process of the Civil Forum.The P<strong>la</strong>tform insists on two other major points:- Parity b<strong>et</strong>ween men and women participants;
