C H A R A C T E R • R É P U T A T I O N E T B O N N E S M OE U R SAn applicant may not meet the definition of good characterwhen:• the applicant obtains or attempts to obtain a licence byfraudulent means. This may involve providing forged/fraudulent documentation, cheating on examinations,or making or causing to be made false statement(s) inthe application process;• the applicant has committed an act or acts that areinconsistent with the Code of Ethics and the applicanthas not been rehabilitated or has not made adequatereparation; or• the applicant has been convicted of a criminal offenceor found to be at fault in a civil action, which may beconstrued as impacting on the applicant’s ability topractise engineering in a professional manner.Constituent Associations/Ordre assess good characterthrough self-disclosure questions in the application form,direct contact during the application process, and thecomments of referees. The Associations/Ordre should havein place appropriate means of respecting the confidentialityof disclosures by applicants and their referees in accordancewith freedom of information and protection of privacylegislation.Un candidat peut enfreindre la définition des bonnesmœurs :• s’il obtient ou tente d’obtenir un permis d’exercer pardes moyens frauduleux, y compris la production dedocuments contrefaits ou falsifiés, la tricherie auxexamens, le fait de présenter ou de faire présenter desfausses déclarations au cours des démarches de candidature,etc.;• si, après avoir commis un ou des actes contraires auCode de déontologie, il n’a pas été réhabilité ou n’a pasadéquatement fourni de compensation pour sa faute;• s’il a été reconnu coupable d’un délit criminel ou trouvéfautif dans le cadre d’une poursuite civile susceptiblede remettre en doute sa capacité d’exercer l’ingénieried’une façon professionnelle.Les associations/ordre évaluent les bonnes mœurs descandidats d’après leurs réponses aux questions sur leformulaire de candidature, les contacts directs dans lecadre du processus de candidature et les commentairesdes répondants. 6- PROFESSIONAL PRACTICE EXAMINATION6- EXAMEN DE PRATIQUE PROFESSIONNELLEApplicants for licensure are required to pass an examinationto confirm that they have sufficient knowledge ofthe ethical considerations and obligations that accompanythe privileges of professional status, and the legal conceptsrelevant to professional engineering practice. This examinationis called the Professional Practice Examination(PPE). It should be consistent with the CCPE <strong>Guideline</strong>“Professional Practice Examination.” A national ProfessionalPractice Examination program is available.Les candidats au droit d’exercer doivent se soumettre àun examen visant à confirmer qu’ils connaissent suffisammentles aspects éthiques et les obligations assortiesaux privilèges d’un tel statut professionnel ainsi que lesconcepts juridiques pertinents à l’exercice de la professiond’ingénieur. Cet examen, qui porte le nom d’Examen depratique professionnelle (EPP), doit être conforme auguide du CCI intitulée Examen de pratique professionnelle.Il existe un programme national d’Examens de pratiqueprofessionnelle auquel les associations/ordre peuventadhérer.7- CITIZENSHIP AND RESIDENCY REQUIREMENTS7- CITOYENNETÉ ET EXIGENCES DE RÉSIDENCEMost Associations/Ordre do not have citizenship or residencyrequirements for the granting of licences to practiseengineering in their jurisdictions. Citizenship, permanentresidency status, and Canadian or provincial/territorialresidency requirements are considered impediments tothe inter-provincial and international mobility of engineers,which are not related to competence, character, or theability to practise engineering. Where such barriers exist,Associations/Ordre are encouraged to remove them at theearliest possible opportunity.All Associations/Ordre should have special licensing provisionsfor persons resident outside of Canada until theyare able to satisfy the Canadian environment requirementfor licensure.These provisions may include licenses for supervised/partnered practice, special licences for specific projects, etc.La plupart des associations et ordre n’exigent pas unstatut de citoyen ou de résident pour accorder le droit depratique sur leur territoire.
