RELAZIONE V Italiana; e che un sistema prescelto mediante concorso, acquista necessariamente indiscutibile autorità anche di fronte a coloro i quali in parte ne dissentono, sicchè si potrà sperare che abbiano termine le polemiche fra i partigiani ed i sostenitori di diverse scuole, polemiche rilevate dal Ministero stesso, e certamente nocive al saldo impianto di un'unica scuola in Italia >>. Preso in attento esame il dispaccio ministeriale in tutte le sue parti, la detta Commissione, dopo avere risposto ai precedenti quesiti, si è trovata concorde nel ritenere che . E aggiungeva:
VI RELAZIONE Il concorso, le condizioni del quale si leggono nel manifesto pubblicato nella Gazzetta Ufficiale del Regno del 21 settembre 1882, regolava la cosa per modo da togliere nella Commissione ogni dubbio intorno alla natura ed estensione del proprio mandato. Esso infatti escludeva l'idea comunque di limitare l'estensione che i singoli autori intendessero dare alla parte tecnica del trattato, il quale doveva inoltre contenere un breve cenno storico sulla scherma presso le nazioni civili, e specialmente in Italia, ed una esatta, per quanto succinta, esposizione delle principali norme da seguirsi dalle parti contendenti e dai loro rispettivi rappresentanti nelle partite d'onore.
