MINISTER CLAUDIO SCAJOLA: “YOU WILL NOT BE LEFT ALONE”<br />

“For me this is an opportunity to compare notes on the sector’s trend and on the<br />

most suitable strategies to undertake in order to face the challenges that await<br />

us,” this is how the Minister for Development Clau<strong>di</strong>o Scajola began his address to<br />

the Anci Assembly. “In recent months the Government has come up with a wellstructured<br />

strategy to preserve the Italian production heritage through economic<br />

measures.” Among them, Minister Scajola lists the development of a guarantee<br />

fund, also extended to han<strong>di</strong>craft trades (up to 1.6 billion Euros); the spee<strong>di</strong>ng<br />

up of VAT cre<strong>di</strong>t refunds and provisions for tax cre<strong>di</strong>ts on the collections’ samples.<br />

Furthermore, he announced that new subsi<strong>di</strong>es would be forthcoming, finalised to<br />

the development of ‘made in Italy’ technologies, financing for the promotion of<br />

Italian footwear abroad and refun<strong>di</strong>ng of export cre<strong>di</strong>ts.<br />

He also stressed the appeal made to the banking system, encouraging it to<br />

concede spee<strong>di</strong>er cre<strong>di</strong>t to companies at<br />

lower interest rates, closer to those applied<br />

elsewhere in Europe, and reconfirmed the<br />

Government’s commitment to pressurise<br />

European institutions for mandatory labelling<br />

and to keep up the fight against fakes, thus<br />

granting Anci’s requests.<br />

“The challenges that await us are <strong>di</strong>fficult<br />

and deman<strong>di</strong>ng,” concluded Minister Scajola,<br />

“we will not leave you to face them alone!”<br />

Vito Artioli:<br />

heads CEC<br />

On 17 June, Anci’s current Chairman, Vito Artioli, was nominated to the<br />

chairmanship of CEC – European Footwear Manufacturers Association –<br />

during the Annual Meeting held in Krakow.<br />

The alternation between Spanish Rafael Calvo and Italian Vito Artioli is to<br />

be read as an important sign of continuity of the Confederation’s policies.<br />

In fact, as one of the world’s main producers of footwear, Italy has always<br />

backed and quite often also promoted many of the strategic campaigns<br />

sponsored by CEC within Europe, as is the case of antidumping measures<br />

and mandatory labelling.<br />

“I am extremely honoured to be offered this prestigious appointment,”<br />

stated neo-chairman, Vito Artioli, “that I believe particularly rewards my<br />

and Anci’s commitment on two important themes: the request for<br />

introduction of a mandatory label of origin on goods coming from outside<br />

the EU and antidumping measures. Remember that the battle that Anci<br />

and Cec fought together led the European Commission to express itself<br />

favourably to the launch of a new survey on commercial practices<br />

undertaken by China and Vietnam with regards to leather footwear. This<br />

new survey automatically implicates an extension of the duties already in<br />

force for imports of these products from the two Asian countries until the<br />

end of 2009.”<br />

The initial guidelines along which Vito Artioli intends to base his term of<br />

office reconfirm the commitment to these two matters and secondly: “to<br />

all those initiatives put in place to sustain the evolution and growth of our<br />

industry: an objective that I feel cannot be achieved if we do not<br />

geographically expand our associative base and establish a <strong>di</strong>alogue<br />

between entrepreneurs and associations that represent them.”<br />

garanzia, esteso anche all’artigianato<br />

(fino a 1,6 miliar<strong>di</strong> <strong>di</strong> euro);<br />

l’accelerato rimborso dei cre<strong>di</strong>ti Iva e<br />

la <strong>di</strong>sposizione del cre<strong>di</strong>to d’imposta<br />

per i campionari delle collezioni.<br />

Inoltre, ha annunciato nuovi<br />

contributi finalizzati allo sviluppo<br />

delle tecnologie del made in Italy, il<br />

finanziamento <strong>di</strong> operazioni <strong>di</strong><br />

promozione della calzatura italiana<br />

all’estero ed il rifinanziamento del<br />

cre<strong>di</strong>to all’esportazione.<br />

Vito Artioli, già presidente Anci,<br />

è stato nominato presidente del<br />

CEC – Confederazione Europea<br />

dei Calzaturieri – lo scorso 17<br />

giugno, nel corso dell’Assemblea<br />

Annuale che si è tenuta a<br />

Cracovia.<br />

L’avvicendamento tra lo spagnolo<br />

Rafael Calvo e l’Italiano Vito<br />

Artioli, è da leggersi come una<br />

significativa scelta <strong>di</strong> continuità<br />

della politica della<br />

Confederazione. L’Italia, infatti,<br />

come uno dei principali<br />

produttori <strong>di</strong> calzature al mondo,<br />

non solo ha da sempre<br />

appoggiato, ma spesso pure<br />

promosso, molte delle campagne<br />

strategiche promosse dal CEC in<br />

ambito europeo, è il caso della<br />

lotta antidumping e per<br />

l’etichettatura obbligatoria.<br />

“Sono molto onorato del<br />

prestigioso incarico che mi è<br />

stato conferito – ha <strong>di</strong>chiarato il<br />

neo presidente Vito Artioli – che<br />

credo premi soprattutto<br />

l’impegno mio e <strong>di</strong> Anci su due<br />

importanti temi: la richiesta<br />

dell’introduzione<br />

dell’obbligatorietà<br />

dell’etichettatura <strong>di</strong> origine per<br />

le merci <strong>di</strong> provenienza extra-UE<br />

e la lotta antidumping. La<br />

battaglia che Anci e Cec hanno<br />

condotto assieme, ricordo, ha<br />

portato la Commissione Europea<br />

ad esprimersi favorevolmente per<br />

imprese e a tassi più bassi, vicini a<br />

l’etichettatura obbligatoria e la lotta<br />

alla contraffazione, in questo modo<br />

accogliendo le richieste <strong>di</strong> Anci.<br />

“Le sfide che ci attendono sono<br />

<strong>di</strong>fficili e impegnative – conclude il<br />

affrontarle!”.<br />

calzature in pelle. Questa nuova<br />

inchiesta implica<br />

automaticamente una proroga<br />

dei dazi già in vigore per le<br />

importazioni <strong>di</strong> questi prodotti<br />

dai due paesi asiatici fino alla<br />

fine del 2009”.<br />

Le linee guida sulle quali Vito<br />

Artioli intende impostare il<br />

proprio mandato, in primis<br />

riconfermano l’impegno su<br />

queste due questioni e, in<br />

seconda istanza: “per tutte le<br />

iniziative volte a sostenere<br />

l’evoluzione e la crescita della<br />

nostra industria: un obiettivo che<br />

ritengo non possa essere<br />

perseguito se non operando per<br />

l’allargamento geografico della<br />

base associativa e sviluppando il<br />

<strong>di</strong>alogo fra gli impren<strong>di</strong>tori e fra<br />

le Associazioni che li<br />

rappresentano”.
