ASSOCIATION 28 MINISTER CLAUDIO SCAJOLA: “YOU WILL NOT BE LEFT ALONE” “For me this is an opportunity to compare notes on the sector’s trend and on the most suitable strategies to undertake in order to face the challenges that await us,” this is how the Minister for Development Claudio Scajola began his address to the Anci Assembly. “In recent months the Government has come up with a wellstructured strategy to preserve the Italian production heritage through economic measures.” Among them, Minister Scajola lists the development of a guarantee fund, also extended to handicraft trades (up to 1.6 billion Euros); the speeding up of VAT credit refunds and provisions for tax credits on the collections’ samples. Furthermore, he announced that new subsidies would be forthcoming, finalised to the development of ‘made in Italy’ technologies, financing for the promotion of Italian footwear abroad and refunding of export credits. He also stressed the appeal made to the banking system, encouraging it to concede speedier credit to companies at lower interest rates, closer to those applied elsewhere in Europe, and reconfirmed the Government’s commitment to pressurise European institutions for mandatory labelling and to keep up the fight against fakes, thus granting Anci’s requests. “The challenges that await us are difficult and demanding,” concluded Minister Scajola, “we will not leave you to face them alone!” Nominated in Krakow on 17 June Vito Artioli: heads CEC On 17 June, Anci’s current Chairman, Vito Artioli, was nominated to the chairmanship of CEC – European Footwear Manufacturers Association – during the Annual Meeting held in Krakow. The alternation between Spanish Rafael Calvo and Italian Vito Artioli is to be read as an important sign of continuity of the Confederation’s policies. In fact, as one of the world’s main producers of footwear, Italy has always backed and quite often also promoted many of the strategic campaigns sponsored by CEC within Europe, as is the case of antidumping measures and mandatory labelling. “I am extremely honoured to be offered this prestigious appointment,” stated neo-chairman, Vito Artioli, “that I believe particularly rewards my and Anci’s commitment on two important themes: the request for introduction of a mandatory label of origin on goods coming from outside the EU and antidumping measures. Remember that the battle that Anci and Cec fought together led the European Commission to express itself favourably to the launch of a new survey on commercial practices undertaken by China and Vietnam with regards to leather footwear. This new survey automatically implicates an extension of the duties already in force for imports of these products from the two Asian countries until the end of 2009.” The initial guidelines along which Vito Artioli intends to base his term of office reconfirm the commitment to these two matters and secondly: “to all those initiatives put in place to sustain the evolution and growth of our industry: an objective that I feel cannot be achieved if we do not geographically expand our associative base and establish a dialogue between entrepreneurs and associations that represent them.” anticongiunturali strutturali”. Inoltre, ha annunciato nuovi contributi finalizzati allo sviluppo delle tecnologie del made in Italy, il finanziamento di operazioni di promozione della calzatura italiana all’estero ed il rifinanziamento del credito all’esportazione. La nomina a Cracovia, lo scorso 17 giugno Vito Artioli: alla guida di CEC Vito Artioli, già presidente Anci, è stato nominato presidente del CEC – Confederazione Europea dei Calzaturieri – lo scorso 17 giugno, nel corso dell’Assemblea Annuale che si è tenuta a Cracovia. L’avvicendamento tra lo spagnolo Rafael Calvo e l’Italiano Vito Artioli, è da leggersi come una significativa scelta di continuità della politica della Confederazione. L’Italia, infatti, come uno dei principali produttori di calzature al mondo, non solo ha da sempre appoggiato, ma spesso pure promosso, molte delle campagne strategiche promosse dal CEC in ambito europeo, è il caso della lotta antidumping e per l’etichettatura obbligatoria. “Sono molto onorato del prestigioso incarico che mi è stato conferito – ha dichiarato il neo presidente Vito Artioli – che credo premi soprattutto l’impegno mio e di Anci su due importanti temi: la richiesta dell’introduzione dell’obbligatorietà dell’etichettatura di origine per le merci di provenienza extra-UE e la lotta antidumping. La battaglia che Anci e Cec hanno condotto assieme, ricordo, ha portato la Commissione Europea ad esprimersi favorevolmente per Ha inoltre sottolineato il richiamo al sistema bancario, incoraggiato a concedere più celermente credito alle imprese e a tassi più bassi, vicini a quelli applicati altrove in Europa, e riconfermato l’impegno del Governo nelle sedi istituzionali europee per l’etichettatura obbligatoria e la lotta alla contraffazione, in questo modo accogliendo le richieste di Anci. “Le sfide che ci attendono sono difficili e impegnative – conclude il Min. Scaola – non vi lasciamo soli ad affrontarle!”. l’apertura di una nuova indagine sulle pratiche commerciali in atto da parte di Cina e Vietnam per le calzature in pelle. Questa nuova inchiesta implica automaticamente una proroga dei dazi già in vigore per le importazioni di questi prodotti dai due paesi asiatici fino alla fine del 2009”. Le linee guida sulle quali Vito Artioli intende impostare il proprio mandato, in primis riconfermano l’impegno su queste due questioni e, in seconda istanza: “per tutte le iniziative volte a sostenere l’evoluzione e la crescita della nostra industria: un obiettivo che ritengo non possa essere perseguito se non operando per l’allargamento geografico della base associativa e sviluppando il dialogo fra gli imprenditori e fra le Associazioni che li rappresentano”.
MARKETS di Barbara Solini 30 Anci presents the sector’s economic situation Italian footwear within the general crisis scenario falling consumption and a slowdown in international trading following the financial crisis that began in the last quarter of 2008 have had a significant impact on the Italian footwear manufacturing industry that exports some 80% of its production. Fortunately, in the case of footwear, it is not a total collapse: in fact in recent years the sectors’ companies have focused on repositioning their product in the top bracket and on internationalisation/diversification of market outlets, a strategic choice that has enabled many to withstand the impact of the crisis and limit damages. Thus 2008 came to a close “browbeaten” by the sharp drop of the last quarter but not completely flattened. According to Anci’s interpretation of Istat figures, in 2008 production dropped by 6.9% in volume and 2% in value, settling at 225.2 million pairs for a total of 7.3 billion Euros. These figures were affected by the drop in exports: -9.6% in quantity (221.8 million pairs) on an annual basis, with a still positive value of 6.9 billion Euros (+0.5%), due to the effect of the – certainly not marginal – increase in average price (+11.2%). However, if we look at data regarding the last quarter only, we can see the dramatic entity of the crisis: -18% in quantity. This falling trend also hailed the beginning of 2009: -14.25% in quantity and –7.35% in value (42.3 million pairs for 1,273.19 million Euros) less in the first two-month period, compared with the same period of 2008. It should be noticed that, in spite of the +8.04% increase in the average price, the value of exports remain negative. A negative performance was also registered on many of the Italian product’s traditional markets. Whilst there was a resounding fall in the United States (-22.42% in quantity and –17.10% in value) and in England (-27% and –15.21), the two countries hardest hit by the financial crisis, Germany too showed negative signs (-17.35 and –5.95) as did France (-12.14% but +1.91% in value). Spain (+8.96% and +18.50%), Switzerland (+9.47% and +14.7%), and Greece (+12.16% and +17.18%) showed positive signs, as did East European and CIS countries (+11.6% in value), particularly Russia (+2.96% and +15.18%). In 2008, a drop was also seen in Italian imports, further confirmation of falling domestic consumption: -9.59% in quantity and +4.62% in value for a total of 352.6 million pairs (37 less than in 2007). In the list of importing countries, China and Vietnam, respectively with –18% and +12.5% in quantity, remained the top supplier countries. The 2008 trade balance shows negative signs in quantity: -130.9 million pairs (-13.8%) and a drop in value: 3,564.72 million Euros (- 3.08%). In this context, 187 companies closed (-2.90%) and 2,750 employees lost their jobs (-3.10): a situation of suffering that is confirmed by the increased use of the redundancy fund (+36.03%). Fortunatamente, nel caso della calzatura, non si tratta di un tracollo: negli anni scorsi, infatti, le aziende del settore avevano già puntato su un riposizionamento sull’alta gamma e sull’internazionalizzazione/diversificazione dei mercati di sbocco, una scelta strategica che ha permesso a molti di sopportare l’urto della crisi e contenerne i danni. Così il 2008 esce “abbacchiato” dalla brusca frenata del quarto trimestre, ma non a terra. Secondo i dati elaborati da Anci su base Istat, la produzione nel 2008 cala del 6,9% in volume e del 2% in valore, assestandosi a 225,2 milioni di paia per un totale di 7,3 miliardi di euro. Un dato sul quale ha inciso il calo dell’export: - 9,6% in quantità (221,8 milioni di paia) su base annua, con un valore ancora positivo di 6,9 miliardi di euro (+0,5%), per effetto dell’aumento – certamente non marginale - del prezzo medio (+11,2%). Ma, se vediamo il dato relativo al solo ultimo trimestre, si comprende la drammatica entità della crisi: -18% in quantità. Un trend in calo che segna di rosso anche l’inizio del 2009: -14,25% in quantità e -7,35% in valore (42,3 milioni di paia, per 1.273,19 milioni di euro) in meno nel primo bimestre, rispetto allo stesso periodo del 2008. Si rileva che, nonostante l’aumento del prezzo medio del +8,04%, il valore dell’export resta comunque negativo. Negative la performance in molti mercati di sbocco tradizionali del made in Italy. Se è clamoroso il calo in Usa (-22,42% in quantità e -17,10% in valore) e in Inghilterra (-27% e -15,21), i due Paesi che hanno risentito maggiormente il peso della crisi finanziaria, si registrano con segno negativo anche Germania (-17,35 e -5,95), Francia (-12,14%, ma +1,91% in valore). In positivo, Spagna (+8,96% e +18,50%), Svizzera (+9,47% e +14,7%), Grecia (+12,16% e +17,18%) oltre nei paesi dell’Est Europa e della CSI (+11,6% in valore), in particolare Russia (+2,96% e +15,18%). Cala anche l’import in Italia nel 2008, un segno dell’ulteriore contrazione dei consumi interni: -9,59% in quantità e +4,62% in valore, per un totale di 352,6 milioni di paia (37 in meno rispetto al 2007). Nella lista dei paesi importatori, Cina e Vietnam, rispettivamente con -18% e +12,5% in quantità, restano in cima alla lista dei fornitori. Il saldo della bilancia commerciale del 2008 presenta un saldo negativo in quantità: -130,9 milioni di paia (-13,8%), e in calo per il valore: 3.564,72 milioni di euro (-3,08%). In questo quadro, chiudono 187 aziende (-2,90%) e perdono il posto di lavoro 2750 addetti (-3,10): un quadro si sofferenza che si vede confermato nell’aumento del ricorso alla Cassa Integrazione (+36,03%).
