DE PUBLIC SECTOR AUDITOR 2 Wat is public sector auditing? 2 .1 He t spe l: public se ctor auditin g Public sector auditing kan worden omschreven als het verrichten van auditwerkzaamheden in de publieke sector. Dat bepaalt ons in de eerste plaats bij de vraag wat onder ‘auditing’ moet worden verstaan. Het woord auditing is afgeleid van het Latijnse ‘audire’, dat ‘luisteren’ betekent. Een wijze man – de ‘auditor’ – luisterde goed naar een hem mondeling voorgelegde situatie, paste daarop zijn wijsheid, zijn ‘professional judgement’ toe, en kwam tot een oordeel (Kocks, 2003, p.2). In de loop van de tijd heeft auditing zich ontwikkeld tot een systematische activiteit die zowel in de private als in de publieke sector en zowel intern als extern wordt uitgevoerd, en waarvan de essentie is gelegen in het toetsen van realiteiten aan normen. Enkele voorbeelden van in de literatuur aangetroffen definities ervan zijn: ‘Review of a body’s activities and operations to ensure that these are being performed or are functioning in accordance with objectives, budget, rules and standards. The aim of this review is to identify, at regular intervals, deviations which might require corrective action.’ (Everard and Wolter, 1989). ‘A procedure in which an independent third party systematically examines the evidence of adherence of some practice to a set of norms or standards for that practice and issues a professional opinion.’ (Mathison, 2005, p. 23). 9
