ENTREVISTA qual a AFOA, em colaboração com a UATRE, foi designada como: Organismo Certificador de Trabalhadores Florestais. Uma tarefa que ambas as entidades realizam atualmente em todo o país de forma incessante, na qual já foram avaliadas e certificadas mais de 7 mil pessoas por competências, dando maior segurança e empregabilidade aos trabalhadores do setor. A favor da sustentabilidade, destacam-se a colaboração no desenvolvimento do sistema argentino de certificação florestal para a gestão sustentável (CERFOAR) e o apoio à criação do escritório nacional do sistema de certificação florestal FSC. Mas não é só isso, desde 1946, a AFOA tem participado ativamente em todos os espaços de diálogo público-privado, tanto a nível nacional como provincial, representando o setor florestal. Atualmente faz parte do CONFIAR (Conselho <strong>Florestal</strong>-Industrial Argentino), que reúne as entidades representativas da cadeia de valor florestal-industrial, aquelas que participaram da elaboração do Plano Estratégico <strong>Florestal</strong>-Industrial 2030, juntamente com representantes do setor público e entidades da sociedade civil, o que marca o trabalho a ser realizado nos próximos anos (disponível em http:// www.AFOA.org.ar/web/PublicacionForestales-11Dic2019.pdf). No referido contexto, a primeira preocupação é aumentar as taxas de plantação florestal e enriquecimento de florestas nativas para cumprir o objetivo de atingir 2 milhões de ha até 2030. Este tem sido o compromisso do país no Acordo de Paris e o objetivo estabelecido no Plano Estratégico <strong>Florestal</strong>-Industrial 2030. Isto implica aumentar a atual taxa de reflorestamento de cerca de 35 mil ha (menos que a taxa de substituição) para cerca de 100 mil ha anualmente durante os próximos 10 anos. >> O que mais a AFOA inclui em sua agenda? Inclui, além da promoção florestal, a promoção da pecuária florestal com modelos que melhorem a produtividade, o bem-estar animal e permitam a produção de carne neutra em carbono; uma forte aposta nos trabalhadores florestais, promovendo a certificação de competências e a formação contínua com programas específicos com o MTEySS; apoio à certificação florestal para a gestão sustentável, como ferramenta fundamental para a sustentabilidade e possibilidades de exportação e, em particular, o acompanhamento do Plano Estratégico 2030. Para tal, as associações representativas desta cadeia de valor (AFOA, AFCP, FAIMA, ASORA e SRA) se uniram no CONFIAR e trabalham juntas. >> Quais as principais diretrizes do plano florestal e industrial 2030? Este Plano Estratégico <strong>Florestal</strong> e <strong>Florestal</strong>-Industrial Argentina 2030 é um marco histórico para o setor, produto da articulação alcançada entre o setor público, a sociedade civil e o setor privado no contexto da Mesa Redonda de Competitividade <strong>Florestal</strong>- -Industrial (que retornará em breve a se encontrar). Seus objetivos incluem conservar e valorizar as florestas nativas; aumentar a área de florestas cultivadas para 2 milhões de ha, conseguir investimentos de US$ 7 bilhões em indústrias da cadeia de valor: biorrefinarias; papéis; construção com madeira; energia; móveis com uma importante agenda de inovação ali estabelecida. Isto geraria quase 187 mil novos empregos e reverteria o histórico déficit comercial do setor graças à exportação de mais de US$ 2,5 bilhões. Estes objetivos são especialmente importantes which AFOA, in collaboration with UATRE, was designated as the Certification Body for Forestry Workers. This is a task that both entities currently carry out throughout the Country incessantly, and more than seven thousand workers have already been evaluated and certified for skills, giving greater security and employability to workers in the forestry segment. In favor of sustainability, we highlight the collaboration in the development of the Argentine forest certification system for sustainable management (CERFOAR) and the support for the creation of the national office of the FSC forest certification system. Not only that, since 1946, AFOA has actively participated in all public-private dialogue spaces, both at national and provincial levels, representing the Forest-based Sector. It is currently part of the Argentine Forest-Industrial Council (CONFIAR), which brings together the representative entities of the forest product value chain, those that participated in the preparation of the Forest-Industrial Strategic Plan 2030, together with representatives of the Public Sector and Civil Society entities, which marks the work to be carried out in the coming years (available on http://www.AFOA.org.ar/web/ PublicacionForestales-11Dic2019.pdf.) In this context, the first concern is to increase forest planting rates and enrichment of native forests to meet the goal of reaching two million ha by 2030. This has been the Country’s commitment to the Paris Agreement and the objective set out in the strategic plan, Forest-Industrial Plan 2030. This entails increasing the current reforestation rate from about 35 thousand (less than the replacement rate) to about one hundred thousand ha annually over the next ten years. What else does AFOA have on its agenda? Included, in addition to the promotion of forestry, are the promotion of forest livestock with models that improve productivity and animal welfare and promote the production of carbon-neutral meat; a strong focus on forestry workers, promoting the certification of skills and continuous training with specific programs such as MTEySS; support for forest certification for Sustainable Management, as a fundamental tool for sustainability and export possibilities and, in particular, the monitoring of the 2030 Strategic Plan. To this end, the associations representing this value chain (AFOA, AFCP, FAIMA, ASORA, and SRA) have joined CONFI and work together. What are the main guidelines of the 2030 forest-based plan? This Argentine Forest-based Strategic Plan 2030 is a historic milestone for the Sector, the product of the articulation achieved between the Public Sector, Civil Society, and the Private Sector in the context of the Roundtable on Forest Product Competitiveness (which will meet again shortly). Its objectives include conserving and enhancing native forests, increasing the area of planted forests to two million hectares, achieve investments of US$ 7 billion in industries in the value chain: biorefineries, paper making, construction with wood, and energy, with an important innovation agenda established there. This would generate almost 187 thousand new jobs and reverse the Sector’s historic trade deficit thanks to exports of more than US$ 2.5 billion.
