INVESTIŢIIInvestiţiile nete reprezintă cheltuielile destinatecreării de noi mijloace fixe, dezvoltării,modernizării şi reconstrucţiei celor existente,precum şi valoarea serviciilor legate de transferulde proprietate asupra mijloacelor fixe existente şial terenurilor preluate cu plată de la alte unităţi(taxe notariale, comisioane, cheltuieli detransport, de manipulare etc.). Nu se cuprind învolumul investiţiilor nete valoarea terenurilor, amijloacelor fixe din ţară şi din import, care au maifost înregistrate ca mijloace fixe la alte unităţi dinţară, valoarea aporturilor, sumele acordate înavans terţilor, precum şi contravaloareacumpărărilor de obiective în curs de execuţie,inclusiv de natura lucrărilor geologice(considerându-se investiţii doar sumele cheltuiteulterior cumpărării lor, pentru continuareaprocesului de investiţii).Investiţiile cuprind următoarele elemente destructură: lucrări de construcţii (inclusiv lucrări deinstalaţii şi de montaj al utilajelor tehnologice şifuncţionale); utilaje (cu şi fără montaj); mijloacede transport; alte cheltuieli de investiţii (cheltuielipentru lucrări geologice şi de foraj, pentrucumpărarea animalelor de muncă, de producţieşi reproducţie, plantaţii de viţă de vie, pomi,împăduriri, cheltuieli pentru achiziţionareaobiectelor de inventar gospodăresc de naturamijloacelor fixe, cheltuieli pentru studiile decercetare şi proiectare legate de obiectivele deinvestiţii şi pentru serviciile aferente transferuluide proprietate).Cercetarea statistică privind investiţiile este detip selectiv. Pentru extragerea eşantionului seutilizează sondajul stratificat simplu aleator încare straturile sunt definite în funcţie deactivitatea şi mărimea întreprinderii.Fac obiectul cercetării statistice operatoriieconomici, unităţile social-culturale, unităţileadministraţiei publice centrale şi locale.Pentru reîntregirea volumului de investiţii lanivelul economiei naţionale se determină volumulinvestiţiilor făcute în gospodăriile populaţiei, pebaza următorilor indicatori:• achiziţii de animale şi cumpărări de utilajeagricole;• cheltuieli pentru plantaţii de viţă de vie şi pomi.Indicii de volum se determină prin deflatareadatelor cu un indice calculat pe baza:a) indicelui de cost în construcţii pentru lucrărilede construcţii noi;b) indicilor preţurilor de producţie din industriepentru utilajele noi achiziţionate din ţară, pentrumobilier şi alte obiecte de inventar;c) indicilor de preţ pe piaţa ţărănească pentruINVESTMENTSNet investments represent the expenditure fornew fixed assets, development, modernisationand reconstruction of existent ones, as well asthe value of services related to the ownershiptransfer over the existent fixed assets and overthe lands taken over from other units withpayment (notary fees, commissions, transportexpenditure, handling etc.). The volume of netinvestments does not include the value of lands,of fixed assets from the country and from import,which have been already registered as fixedassets in the other units from the country, thevalue of contributions, the amounts granted inadvance to third parties, as well as theequivalent value of purchased objectives underexecution, including geological works (beingconsidered investment only the amounts spentafter their purchase, in order to carry on theinvestment process).Investments include the following structureelements: construction works (includinginstallation works and assembly of technologicaland functional equipment); equipment (with andwithout assembly); transport means; otherinvestment expenditure (expenditure forgeological works and drilling, for purchasinglabour, production and reproduction animals,vineyards, tree plantations, afforestations,expenditure for purchasing household inventoryobjects such as fixed assets, expenditure forresearch and design studies related toinvestment objectives and for services related toownership transfer).The statistical survey on investments is selective.In order to take over the sample, a simplestratified survey is used, where strata are definedaccording to the enterprise activity and size.Economic operators, social-cultural units, public,central and local administration units are subjectto the statistical survey.In order to complete the investment volume atthe level of national economy, the investmentvolume in population households is determinedbased on the following indicators:• purchases of animals and agriculturalequipment;• expenditure for vineyards and fruit treeplantations.Volume indices are determined by deflating thedata with an index calculated based on:a) the construction cost index for newconstruction works;b) industrial production cost indices for newequipment purchased in the country, for furnitureand other inventory objects;c) price indices on the peasant market for184
