The<strong>Plan</strong>wascreatedusingparticipatoryplanningmethodsandtechniques,thusenabling<br />

interactive participation of local stakeholders in the process of drafting the strategy of<br />

developmentandultimatelyprovidingasenseofownershipoftheproject,includingthe<br />

responsibilityforitsimplementation.<br />
