There are several institutions responsible for the implementation of
development programs and strategies. Institutions and strategies are
divided into three levels: national, county and local. Programs and
strategies of lower order are resulting from and are in line with the
strategies and programs of higher order. Although the development
programs specify the priorities and measures which relate to the
development of eco and rural tourism, the analysis of individual
institutions, through questionnaires, found that their activities, in most
cases,arenotrelevanttothedevelopmentofthesame.Themainproblem
thatappearsistheamountoftimeneededforrealizationofcertainprojects
(suchastouristzones)andthereforeitisnotrealistictoexpectrealizationof
significantpartoftouristcapacities,specifiedin thespatialplans,inthe
next 5 years, while in the framework of existing spatial planning and
legislativeframework,therealizationofother,differentandrevisedtourist
attractionscanbedifficulteveniftheallegedactivitiesareenvisagedinthe
spatialplanofZadarCounty.
Naturalandculturalresourcesoftheprojectarearepresentthebasisof
resources and attractions. The analysis included beaches, caves, holes,
protectedpartsofnatureandculturalheritage.Geographicalpositionand
listedresourcesintheprojectareaenablethedevelopmentofadditional
servicesinthefieldofgreen,ruralandecotourism.Someofthemost
important destinations with the potential of eco and rural tourism
developmentare:NovigradandKarinSea,BayofPag,Šestakovci,locality
CrnikaandGreenoak LatinIslam. Anumberofchurches,monasteries,
palaces,archaeologicalsites,protectedgoodsandtradition,representthe
main characteristics of cultural resource basis. Among them the most
significant are: Church of St. Juraj and the Ducal Palace on Pag, salt
Magazine,Paglace,theChurchofSt.NicholasinPovljane,archaeological
sitesinthemunicipalityKolan,NovigradtowncenterandthecityofNin.
Theclimate(Mediterraneantypeklime)characterizedbyveryhotsummers,
mild winters, long springs and pleasant autumns goes in favor of the
developmentofecoandruraltourism.

Assessmentof
sustainability
DataonregisteredtouristvillagehouseholdsinEuropeancountriesspeak
ofthepresenceofthetrendinecoandruraltourism,whichhasadifferent
concept in different countries of Europe. That confirms that the
developmentofthistypeoftouristservicesdependsonmarketneeds,the
specific characteristics of rural economies, the sale and promotion, the
tourist traffic of these economies, present tourism experiences and
conditionsthatareimportantforitsdevelopment.
In the Plan area (northwestern part of the Zadar County) significant
landscapesandseveralsitesthatareproposedforprotectioneitherasa
strictnaturereserve,specialreserve,parkforest,animportantlandscapeor
naturalmonument.Thereare63sitesofnaturalvalue,24protectedcultural
goods,18preventivelyprotectedmonumentsandsitesand3othersitesof
significant cultural and historical value. The final goal of making the
assessmentsmentionedaboveistoachieveoptimaluseofresourcesina
waythatitseconomicvalorizationissufficientforlongtermmaintenanceof
resourceswithpositiveeffectsonthesocialenvironment.
