There are several institutions responsible for the implementation of<br />
development programs and strategies. Institutions and strategies are<br />
divided into three levels: national, county and local. Programs and<br />
strategies of lower order are resulting from and are in line with the<br />
strategies and programs of higher order. Although the development<br />
programs specify the priorities and measures which relate to the<br />
development of eco and rural tourism, the analysis of individual<br />
institutions, through questionnaires, found that their activities, in most<br />
cases,arenotrelevanttothedevelopmentofthesame.Themainproblem<br />
thatappearsistheamountoftimeneededforrealizationofcertainprojects<br />
(suchastouristzones)andthereforeitisnotrealistictoexpectrealizationof<br />
significantpartoftouristcapacities,specifiedin thespatialplans,inthe<br />
next 5 years, while in the framework of existing spatial planning and<br />
legislativeframework,therealizationofother,differentandrevisedtourist<br />
attractionscanbedifficulteveniftheallegedactivitiesareenvisagedinthe<br />
spatialplanofZadarCounty.<br />
Naturalandculturalresourcesoftheprojectarearepresentthebasisof<br />
resources and attractions. The analysis included beaches, caves, holes,<br />
protectedpartsofnatureandculturalheritage.Geographicalpositionand<br />
listedresourcesintheprojectareaenablethedevelopmentofadditional<br />
servicesinthefieldofgreen,ruralandecotourism.Someofthemost<br />
important destinations with the potential of eco and rural tourism<br />
developmentare:NovigradandKarinSea,BayofPag,Šestakovci,locality<br />
CrnikaandGreenoak LatinIslam. Anumberofchurches,monasteries,<br />
palaces,archaeologicalsites,protectedgoodsandtradition,representthe<br />
main characteristics of cultural resource basis. Among them the most<br />
significant are: Church of St. Juraj and the Ducal Palace on Pag, salt<br />
Magazine,Paglace,theChurchofSt.NicholasinPovljane,archaeological<br />
sitesinthemunicipalityKolan,NovigradtowncenterandthecityofNin.<br />
Theclimate(Mediterraneantypeklime)characterizedbyveryhotsummers,<br />
mild winters, long springs and pleasant autumns goes in favor of the<br />
developmentofecoandruraltourism.<br />

<br />
DataonregisteredtouristvillagehouseholdsinEuropeancountriesspeak<br />
ofthepresenceofthetrendinecoandruraltourism,whichhasadifferent<br />
concept in different countries of Europe. That confirms that the<br />
developmentofthistypeoftouristservicesdependsonmarketneeds,the<br />
specific characteristics of rural economies, the sale and promotion, the<br />
tourist traffic of these economies, present tourism experiences and<br />
conditionsthatareimportantforitsdevelopment.<br />
In the <strong>Plan</strong> area (northwestern part of the Zadar County) significant<br />
landscapesandseveralsitesthatareproposedforprotectioneitherasa<br />
strictnaturereserve,specialreserve,parkforest,animportantlandscapeor<br />
naturalmonument.Thereare63sitesofnaturalvalue,24protectedcultural<br />
goods,18preventivelyprotectedmonumentsandsitesand3othersitesof<br />
significant cultural and historical value. The final goal of making the<br />
assessmentsmentionedaboveistoachieveoptimaluseofresourcesina<br />
waythatitseconomicvalorizationissufficientforlongtermmaintenanceof<br />
resourceswithpositiveeffectsonthesocialenvironment.<br />
