Energy sector of Russian
economy gives 54 % of
state budget. State program

2020 provides the financing
in the amount of US $ 1.4
billion. That is why its security
is in priority. Energy sector
security is strictly regulated
by the current legislation. On
July 21, 2011 special Federal
Law No. 256 On Security
of Energy Facilities entered
into force.
The Law to enhance
the antiterrorist protection
of nuclear facilities entered
into force on January 1,
2017. According to this
document, a security zone
around these facilities with
restrictions for entry will be
established. Such security
zones will be equipped
modern security equipment
and systems.
All-Russian Research
Institute for Nuclear Power
Plants Operation started
developing standards for
cyber security of automated
process control systems
of nuclear power plants.

Terms and Definitions basic
standard has been prepared
both in Russian as
well as in English (see www.

Nowadays the largest
industrial enterprises realize
huge investments projects,
therefore they invest considerable
funds to ensure security
and safety of own facilities,
among them:
Gazprom is a global
energy company focused
on geological exploration,
production, transportation,
storage, processing and
sales of gas, gas condensate
and oil, sales of gas
as a vehicle fuel, as well as
generation and marketing
of heat and electric power.
At present time Gazprom
is taking extensive countrywide
efforts to set up new
gas production, transmission
and processing
facilities and develop the
existing capacities. One of
the Company’s focus areas
in terms of investments is
the execution of the Eastern
Gas Program. Also Gazprom
is building the Amur
gas processing plant, the
biggest plant in Russia and
one of the world’s largest.
In the Arctic, Gazprom is
focused on exploring the
Yamal Peninsula. Substantial
efforts have been made to
develop the gas transmission
system in southwestern
Russia. Another important
investment area for Gazprom
is the creation of
Company-owned liquefied
natural gas (LNG) production
capacities.
Nornickel Group is the
world’s largest producer of
nickel and palladium one of
the world’s leading producers
of platinum and copper.
According to Head of Facility
Security of Group there is
process of transition from
physical security services to
the introduction and exploitation
of modern security systems
and equipment during
the fulfillment of Federal Law
No. 256.
BRICS Bank allocated US
$ 100 million for the construction
of hydroelectric power
station in Karelia region.
