Welcome to the Council on Foreign Relations’ Studies
Program. We are the Council’s “think tank.” We are a key
part of the Council’s mission to produce and disseminate
ideas so that individual and corporate members, as well as
policymakers, journalists, students, and interested citizens in
the United States and other countries, can better understand
the world and the foreign-policy choices facing the United
States and other governments. We do that by thinking,
writing, and speaking about a broad range of foreign-policy
issues.

The Studies Department
The Studies Department, the “think tank,” is the central
element in achieving the Council’s goal of adding value to
the foreign policy debate. Studies does this primarily by
conducting research on and writing about U.S. foreign policy
challenges whether long term or more immediate. For more
