Subject: Israel, Qatar natural gas deal in doubt<br />

TEL AVIV, Israel (Reuter) - Israel has informed Enron Corp.<br />

that it no longer has an exclusive agreement to negotiate<br />

with Qatar for natural gas supplies for Israel, a National<br />

Infrastructure Ministry spokesman said Thursday.<br />

``A letter to this effect was sent to Enron in late September<br />

informing the company of our decision,'' the spokesman said.<br />

Enron and Israel signed a memorandum of understanding in<br />

October 1995 at an economic conference in Amman, Jordan<br />

granting the Houston-based company 180 days to finalize an<br />

agreement with Qatar for the supply of at least two million<br />

tons a year of natural gas. The agreement, signed by former<br />

Israeli energy minister Gonen Segev and Enron<br />

Development Corp. Chief Executive Rebecca Mark, gave<br />

Enron exclusivity in negotiations with Qatar during this 180day<br />

period.<br />

Power in Palestine<br />

Enron International, in partnership with the Palestine Electric<br />

Co., has signed a 20-year power purchase agreement with<br />

the Palestine Energy Authority. The<br />

partnership is developing a 136 megawatt combined cycle<br />

power plant to be located south of Gaza City in the Gaza<br />

Strip. The $140 million power plant will be the first major U.S.<br />

private infrastructure investment and first independent power<br />

project in Palestine.<br />
