Chapter 8: FDI Data Report<strong>in</strong>g <strong>and</strong><br />

Classification<br />

8.1 Backdrop<br />

The diverse nature <strong>and</strong> geographical spread of mult<strong>in</strong>ational enterprises with<strong>in</strong> the economic territory of India has<br />

generated <strong>in</strong>terest among policy makers <strong>and</strong> researchers <strong>in</strong> us<strong>in</strong>g FDI statistics for various purposes. This necessitates<br />

compil<strong>in</strong>g FDI statistics accord<strong>in</strong>g to a st<strong>and</strong>ard <strong>in</strong>dustrial classification that enables users to compare data across<br />

<strong>in</strong>dustry groups. Further, the regular analysis of <strong>in</strong>vestment trends, <strong>and</strong> identify<strong>in</strong>g partner countries <strong>and</strong> <strong>in</strong>dustries<br />

should be part of macroeconomic policy plann<strong>in</strong>g. The timely availability of data helps <strong>in</strong> monitor<strong>in</strong>g economic<br />

developments. In this context, the present chapter looks at the report<strong>in</strong>g <strong>and</strong> classification of FDI data <strong>in</strong> India.<br />

8.2 Current System of FDI Classification <strong>in</strong> India<br />

The <strong>Department</strong> of <strong>Industrial</strong> <strong>Policy</strong> <strong>and</strong> Promotion (DIPP) compiles FDI data. The data is collected <strong>and</strong> reported by<br />

the Reserve Bank of India (RBI) as unit records of various FDI <strong>in</strong>flow transactions. These unit records provide<br />

<strong>in</strong>formation about the name of the Indian company, name of the foreign <strong>in</strong>vestor, amount of foreign direct <strong>in</strong>vestment,<br />

route of <strong>in</strong>flow <strong>and</strong> the receiv<strong>in</strong>g sector. DIPP processes these unit records <strong>in</strong>to a usable form <strong>and</strong> presents them <strong>in</strong><br />

different ways. In general, FDI <strong>in</strong>flows are presented by route (RBI Automatic, FIPB <strong>and</strong> acquisition of shares), by<br />

country of orig<strong>in</strong> <strong>and</strong> by sector.<br />

DIPP follows the modified sectoral classification furnished <strong>in</strong> the Industries (Development <strong>and</strong> Regulation) Act, 1951<br />

to present the FDI data by sector. The sectors of production/economic activity are classified <strong>in</strong>to 43 ma<strong>in</strong> categories <strong>and</strong><br />

92 sub-categories (which <strong>in</strong>clude some of the ma<strong>in</strong> categories that do not have further sub-divisions). However, this<br />

classification constra<strong>in</strong>s the effective use of FDI statistics <strong>in</strong> underst<strong>and</strong><strong>in</strong>g the <strong>in</strong>vestment patterns by various <strong>in</strong>dustry<br />

groups, because the DIPP classification differs from the widely followed st<strong>and</strong>ard, namely, the National <strong>Industrial</strong><br />

Classification (NIC), the latest one be<strong>in</strong>g NIC-2008. Some of the NIC categories are not <strong>in</strong>cluded <strong>in</strong> DIPP 92 4-digit<br />

categories. It is, thus, desirable that FDI statistics should be presented accord<strong>in</strong>g to a st<strong>and</strong>ard classification, which<br />

covers all fields of economic activity.<br />

To compile FDI statistics, the Government of India follows the methodology proposed by the Technical Monitor<strong>in</strong>g<br />

Group (TMG) on Foreign Direct Investment. TMG (2003) submitted <strong>its</strong> First Action Taken Report <strong>in</strong> October 2002,<br />

which laid down the procedures for compil<strong>in</strong>g FDI statistics that are comparable with <strong>in</strong>ternational best practices.<br />

TMG identified 14 components to be <strong>in</strong>cluded under three broader categories of FDI statistics: equity capital,<br />

re<strong>in</strong>vested earn<strong>in</strong>gs <strong>and</strong> other capital. Equity capital comprises equity <strong>in</strong> un<strong>in</strong>corporated entities; non-cash acquisition<br />

aga<strong>in</strong>st technology transfer, plant <strong>and</strong> mach<strong>in</strong>ery, goodwill, bus<strong>in</strong>ess development <strong>and</strong> similar considerations, control<br />

premium <strong>and</strong> non-competition fee. Re<strong>in</strong>vested earn<strong>in</strong>gs <strong>in</strong>clude re<strong>in</strong>vested earn<strong>in</strong>gs of <strong>in</strong>corporated <strong>and</strong> un<strong>in</strong>corporated<br />

entities as well as re<strong>in</strong>vested earn<strong>in</strong>gs of <strong>in</strong>directly held direct <strong>in</strong>vestment enterprises. Other capital comprises short-term<br />

<strong>and</strong> long-term borrow<strong>in</strong>gs, trade credit, suppliers’ credit, f<strong>in</strong>ancial leas<strong>in</strong>g, f<strong>in</strong>ancial derivatives, debt securities, <strong>and</strong> l<strong>and</strong><br />

<strong>and</strong> build<strong>in</strong>gs.<br />

The structure <strong>and</strong> function<strong>in</strong>g of mult<strong>in</strong>ational enterprises have changed with the <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>ternationalisation of<br />

operations. This may impact the allocation of FDI <strong>in</strong> a particular economy or where FDI transactions tak<strong>in</strong>g place with<br />
