In support of <strong>the</strong> new adoption of CUBE <strong>and</strong> <strong>the</strong> Navigation Surface <strong>in</strong>to NOAA <strong>and</strong><br />

NAVO process<strong>in</strong>g protocols, <strong>the</strong> Center has organized <strong>and</strong> hosted two workshops with<br />

<strong>in</strong>dustry, government <strong>and</strong> academic researchers to def<strong>in</strong>e <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong> an open format for<br />

Navigation Surface products that will ensure <strong>in</strong>teroperability amongst <strong>the</strong> various vendors<br />

<strong>and</strong> agencies. The first workshop (<strong>in</strong> 2004) workshop def<strong>in</strong>ed <strong>the</strong> specifications for <strong>the</strong><br />

Bathymetric Attributed Grid (BAG) Object, <strong>and</strong> obta<strong>in</strong>ed <strong>the</strong> commitment of many of<br />

those attend<strong>in</strong>g (NOAA, NAVO, CARIS, IVS, SAIC, 7C’s) to provide source code <strong>and</strong><br />

adopt <strong>the</strong> approach. Cross platform libraries for digital signatures have been built <strong>and</strong><br />

tested <strong>and</strong> an example certificate construction <strong>and</strong> management scheme (based on HASP<br />

network dongles) has been implemented. In 2005, a DLL version of <strong>the</strong> Open Navigation<br />

Surface (ONS) library was created along with a Visual Basic support application to allow<br />

demonstration of <strong>the</strong> security pr<strong>in</strong>ciples of <strong>the</strong> ONS project <strong>in</strong> a graphical context. A<br />

second meet<strong>in</strong>g of <strong>the</strong> Open Navigation Surface Work<strong>in</strong>g Group (ONSWG) took place <strong>in</strong><br />

July 2005 result<strong>in</strong>g <strong>in</strong> a build-out of <strong>the</strong> source tree for <strong>the</strong> BAG <strong>and</strong> <strong>the</strong> l<strong>in</strong>k<strong>in</strong>g of st<strong>and</strong>alone<br />

applications to read <strong>and</strong> write BAG-format files. In addition this meet<strong>in</strong>g adopted<br />

<strong>the</strong> digital signature system for BAG’s (which supports simple XML files) us<strong>in</strong>g both<br />

private <strong>and</strong> public keys, with encryption <strong>and</strong> thus avoid<strong>in</strong>g <strong>the</strong> need for hardware tokens.<br />

The BAG library was demonstrated at <strong>the</strong> Shallow Survey 2005 Conference <strong>in</strong> Plymouth<br />

Engl<strong>and</strong> with trial <strong>in</strong>tegrations <strong>in</strong>to IVS Fledermaus, CARIS HIPS, <strong>and</strong> SAIC SABER<br />

software packages. ESRI has now expressed <strong>in</strong>terest <strong>in</strong> <strong>in</strong>tegrat<strong>in</strong>g <strong>the</strong> BAG format <strong>in</strong>to<br />

<strong>the</strong>ir software (<strong>and</strong> becom<strong>in</strong>g a member of our Industrial Consortium – see below) <strong>and</strong><br />

NOAA OCS has recommended <strong>the</strong> BAG as <strong>the</strong> transmission form of data from OCS to<br />

NGDC. A website for <strong>the</strong> ONSWG has been established: http://www.opennavsurf.org.<br />

This past year, <strong>the</strong> Calder, who has taken <strong>the</strong> lead <strong>in</strong> <strong>the</strong> ONS development, has<br />

completed code development, documentation <strong>and</strong> a File Specification Document for <strong>the</strong><br />

ONS project. He also chaired several ONS work<strong>in</strong>g group meet<strong>in</strong>gs to generate <strong>the</strong> codebase<br />

for a beta-test C<strong>and</strong>idate Release (CR) <strong>and</strong> Full Release (FR), established<br />

SubVersion software management environment, <strong>and</strong> updated project website to support<br />

this. He also managed CR/FR process, with full source-code be<strong>in</strong>g released to <strong>the</strong> website<br />

on 14 April 2006 <strong>and</strong> <strong>the</strong> <strong>in</strong>itial version 1.0.1 on 2 May 2006. ONS work<strong>in</strong>g group<br />

members met; with download participants <strong>and</strong> <strong>in</strong>terested government representatives at<br />

<strong>the</strong> CHC06 meet<strong>in</strong>g on ONS/BAG, chaired by Dave Wells. Calder also presented work<br />

on ONS to <strong>the</strong> IHO Technical St<strong>and</strong>ards Ma<strong>in</strong>tenance <strong>and</strong> Development (TSMAD)<br />

work<strong>in</strong>g group; BAG has been proposed for adoption as part of <strong>the</strong> International<br />

Hydrographic Organization S-100 suite of st<strong>and</strong>ards for hydrographic products (i.e., <strong>the</strong><br />

successor to S-57).<br />

As a focal po<strong>in</strong>t for <strong>the</strong> broad <strong>in</strong>terest <strong>in</strong> CUBE <strong>and</strong> <strong>the</strong> Navigation Surface amongst <strong>the</strong><br />

government <strong>and</strong> <strong>the</strong> private sector, <strong>the</strong> Center is fulfill<strong>in</strong>g one of its prime m<strong>and</strong>ates of<br />

serv<strong>in</strong>g as a national center of focus for ocean mapp<strong>in</strong>g activities. In br<strong>in</strong>g<strong>in</strong>g <strong>the</strong>se<br />

groups toge<strong>the</strong>r we facilitate more efficient <strong>and</strong> collaborative research efforts aimed at<br />

solv<strong>in</strong>g a national need.<br />
