Personnel:<br />

The success of any organization will be dependent on <strong>the</strong> skills <strong>and</strong> talents of <strong>the</strong><br />

<strong>in</strong>dividuals that make it up. Thus <strong>the</strong> primary task <strong>in</strong> establish<strong>in</strong>g <strong>the</strong> Jo<strong>in</strong>t Hydrographic<br />

Center was to ensure that an appropriate team of people would be brought to <strong>the</strong><br />

University of New Hampshire. This has been accomplished, <strong>and</strong> with <strong>the</strong> arrival of Dr.<br />

Christian de Moustier <strong>in</strong> January 2002, all positions outl<strong>in</strong>ed <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al Center<br />

proposal have been filled. In 2003 Dr. James V. Gardner, a world-renowned mar<strong>in</strong>e<br />

geologist <strong>and</strong> leader of <strong>the</strong> USGS Pacific Mapp<strong>in</strong>g Group, retired from <strong>the</strong> U.S.G.S. <strong>and</strong><br />

jo<strong>in</strong>ed <strong>the</strong> Center as a research faculty member. In 2004 Nathan Paqu<strong>in</strong> began a fulltime<br />

position as our com<strong>put</strong>er system manager <strong>and</strong> Jim Case jo<strong>in</strong>ed our staff as a<br />

database specialist. Follow<strong>in</strong>g his retirement from NOAA, Dr. Lloyd Huff jo<strong>in</strong>ed our<br />

research faculty <strong>and</strong> David Monahan jo<strong>in</strong>ed our faculty as Program Director for <strong>the</strong><br />

GEBCO Bathymetric Tra<strong>in</strong><strong>in</strong>g Program (funded by <strong>the</strong> Nippon Foundation). In 2005,<br />

additions to our staff <strong>in</strong>cluded Brian Locke as a programmer/<strong>in</strong>formation technologist,<br />

Briana Sullivan as a programmer <strong>and</strong> outreach specialist, Shachak Pe’eri as a postdoctoral<br />

scholar focus<strong>in</strong>g on LIDAR issues, <strong>and</strong> Will Fessenden as our assistant system<br />

manager. New to <strong>the</strong> Center <strong>in</strong> 2006 is Glenn McGillicuddy <strong>in</strong> <strong>the</strong> capacity of a<br />

research eng<strong>in</strong>eer, Dr. Tom Weber as a research faculty member specializ<strong>in</strong>g <strong>in</strong><br />

acoustics <strong>and</strong> Dr. Kurt Schwehr as a research scientist with our data visualization team.<br />

In 2006 we also saw <strong>the</strong> re-classification of Drs. Barbara Kraft <strong>and</strong> Luciano Fonseca<br />

from Research Scientists to Research Professors.<br />

Faculty:<br />

Lee Alex<strong>and</strong>er is a Research Associate Professor actively <strong>in</strong>volved <strong>in</strong> applied research,<br />

development, test <strong>and</strong> evaluation (RDT&E) projects related to <strong>the</strong> implementation of<br />

electronic chart-related technologies. Lee chairs or participates on a number of<br />

<strong>in</strong>ternational committees def<strong>in</strong><strong>in</strong>g electronic chart st<strong>and</strong>ards, <strong>and</strong> serves as a technical<br />

advisor to U.S. Navy, U.S. Army, U.S. Coast Guard, <strong>and</strong> Coast Survey-NOAA.<br />

Brian Calder has a PhD <strong>in</strong> Com<strong>put</strong><strong>in</strong>g <strong>and</strong> Electrical Eng<strong>in</strong>eer<strong>in</strong>g, complet<strong>in</strong>g his <strong>the</strong>sis<br />

on Bayesian methods <strong>in</strong> sidescan sonar process<strong>in</strong>g <strong>in</strong> 1997. S<strong>in</strong>ce <strong>the</strong>n he has worked on<br />

a number of signal process<strong>in</strong>g problems, <strong>in</strong>clud<strong>in</strong>g real-time gra<strong>in</strong> size analysis, seismic<br />

process<strong>in</strong>g, <strong>and</strong> wave-field model<strong>in</strong>g for shallow seismic applications. His research<br />

<strong>in</strong>terests <strong>in</strong>clude methods for error model<strong>in</strong>g, propagation <strong>and</strong> visualization, <strong>and</strong> adaptive<br />

sonar backscatter model<strong>in</strong>g. His work has focused on develop<strong>in</strong>g methods for textural<br />

analysis of seafloor sonar data, as well as explor<strong>in</strong>g <strong>in</strong>novative approaches to target<br />

detection <strong>and</strong> seafloor property extraction. Dr. Calder is an Associate Research Professor<br />

with <strong>the</strong> Center <strong>and</strong> <strong>the</strong> Dept. of Electrical Eng<strong>in</strong>eer<strong>in</strong>g focus<strong>in</strong>g on statistically robust<br />

automated data clean<strong>in</strong>g approaches <strong>and</strong> trac<strong>in</strong>g uncerta<strong>in</strong>ty <strong>in</strong> hydrographic data (<strong>the</strong><br />

CUBE algorithm) <strong>and</strong> new approaches for precise tim<strong>in</strong>g of measurements.<br />

Luciano Fonseca received an undergraduate degree <strong>in</strong> University of Brasilia <strong>and</strong> his<br />

Ph.D. from <strong>the</strong> University of New Hampshire (he was <strong>the</strong> first PhD produced by <strong>the</strong><br />

Center). Luciano’s research is focused on develop<strong>in</strong>g tools for extract<strong>in</strong>g quantitative<br />
