Sector Seven <strong>Report</strong><br />

Wow, looks like I have some really<br />

old info since our last rap sheet but I<br />

don’t want to forget anyone or leave<br />

anything out. Just an example of how<br />

long it’s been since the last report,<br />

Robert Dosh was leaving to Iraq in the<br />

last report and will be coming home in<br />

another month or so…. Time flies.<br />

Winter has come and gone, and<br />

as we move into spring we see new<br />

hires, transfers and promotions all<br />

taking place in our agency. Sector 7 is<br />

happy to recognize these accomplishments<br />

with saying howdy to Ralph<br />

Williams who comes from Sector 6 to<br />

become our new Crime Scene Tech.<br />

Congratulations to Iscandel Perez on<br />

his transfer to S.I.D.<br />

Sector 7 had a station party in<br />

February for the officers and families.<br />

We had lots of food, swimming,<br />

camaraderie, and of course volleyball<br />

!! Well I guess it was volleyball…at<br />

Sector 7 station party in February.<br />

least that’s what it started out to be,<br />

however ended up with us all in a giant<br />

sandbox. Thanks to everyone who<br />

participated as we all had fun and the<br />

party was a great time.<br />

Sector 7 also had Ms. Nancy’s<br />

children’s play group come and visit<br />

us, where the kids got to tour the station,<br />

see the Crime Scene Lab and sit<br />

in the police car. The tour ended with<br />

the girls in Records providing them<br />

juice and cookies ( it’s great to load<br />

other parents kids up with sugar, and<br />

then send them home )<br />

Key Largo was a success. Thank you<br />

to Lt. Mitch Snider from Sector 1 who<br />

came up to play the bagpipes, and I<br />

think did a good job, but I couldn’t re-<br />

through the Port Largo subdivision and<br />

ends up back at Key Largo Park.<br />

Great job by Det Jason Madnick<br />

and Dep Lance Hernandez who<br />

caught a burglar in progress while<br />

doing surveillance at Snappers<br />

Restaurant at the 95 mm. The suspect<br />

was seen on the surveillance<br />

camera where Jason was catching<br />

some zzzzz’s ( just kidding) when the<br />

suspect was spotted and the dynamic<br />

duo sprang into action apprehending<br />

the villain !! OUR HEROES. Way to go<br />

guys, great job !!<br />

Congratulations to Greg LaRochelle<br />

on transferring back to Sector 7<br />

Road Patrol. We are glad to have you<br />

back. Congrats are also in order to<br />

Gus Helago on his transfer to Criminal<br />

Investigations for Sector 6 and 7.<br />

Myself ,Dep. Kyle Page, Dep Larry<br />

O’Neill and Sgt Dave Carey all attended<br />

the Rapid Action Tactics ( RAT)<br />

course in Miami, FL in March and<br />

learned a lot. This is a great course<br />

and really helps you with searches<br />

and tactics. I recommend anyone who<br />

can go, to put in for this class. Our<br />

group did pretty good in the paintball<br />

exercise. OK, OK...we did good getting<br />

our equipment on. ( geeez) We hit<br />

the field, took a few steps and were<br />

wiped off the face of the earth. I swear<br />

it wasn’t my fault, I never heard anybody<br />

yell game on. Anyway it was cool<br />

and we made some good contacts.<br />

Our very own Ian Barnett has been<br />

spotted pedaling around town. Ian will<br />

be attending bike patrol school in April<br />

and we have been riding a bit to help<br />

him get ready for this grueling class.<br />

Oh by the way Ian, I’m 45 years old<br />

not 145 as you had embellished to<br />

Sgt. Holroyd when talking about my<br />

fine bike riding skills. I wouldn’t have<br />

fallen if my bike hadn’t been broken,<br />

or you hadn’t pushed me over or if the<br />

rocks weren’t so deep or……<br />

We say good-bye and quick return<br />

to Robert Dosh who has been called<br />

up for service with the Coast Guard,<br />

and is deploying to Iraq in May. Good<br />

luck and be careful Robert.<br />

Lyle Agins is alive and well, thank<br />

goodness, and for those of you who<br />

don’t know what happened, Lyle<br />

thought he was Parnelli Jones and<br />

was racing to the finish line of the<br />

big race. Actually, Lyle tried to stop<br />

a speeder around the 93 mm when<br />

some lunkhead thought it would be<br />

OK to pull into the same lane as Lyle.<br />

Needless to say Lyle struck this guys<br />

car and then began the journey of a<br />

pinball as he careened off another<br />

vehicle in the Elks Club parking lot.<br />

EMS had to cut Lyle’s car apart to get<br />

him out, and then realized that Lyle<br />

always drives from the back seat and<br />

that nothing was wrong with him. Anywhooo<br />

what a great time to practice<br />

using the jaws of life and to cut a car<br />

in half. Lyle who was a real trooper<br />

through it all had only very minor<br />

injuries and was ready to come back<br />

to work within a couple hours. Cooler<br />

heads prevailed and the Captain told<br />

him to just give it another hour and<br />

then get back to his shift….just kiddin.<br />

Lyle is doing good and is being well<br />

taken care of by his lovely fiancé,<br />

Heather !<br />

Congratulations are in order for<br />

Ryan Cowart on his completion of<br />

Drug Recognition Expert school ( this<br />

should be really helpful if you are ever<br />

rolling a doooobie) but seriously I understand<br />

the school was very hard and<br />

Ryan was a star pupil and did very<br />

well. Good Job !!<br />

Sector 7 continued...<br />

I understand Kyle Page has<br />

completed the Israeli Ground Fighting<br />

Techniques course up in Sweetwater,<br />

and did very well. I’m glad you didn’t<br />

quit after the first day Kyle, when you<br />

saw the instructors beat each other<br />

up. Congrats and good job !<br />

Mary Mullen in our Records Division<br />

has discovered that cameras can<br />

take pictures after having a discussion<br />

with our little Haydee about using her<br />

camera. The conversation went like<br />

this.<br />

Little Haydee: ? huuhhhhhhhh<br />

Corey: yep it’s something new they<br />

discovered cameras can do, it’s all the<br />

rage !!! (wise guy)<br />

Our new Crime Scene Tech Ralph<br />

Williams is a star! Ralph was featured<br />

in the Miami Herald newspaper as<br />

the “pastor with a gun.” A great article<br />

and very informative, but the “children<br />

of the corn” look has got to go Ralph.<br />

beast. The food was great, the drinks<br />

and the deserts were excellent. (that’s<br />

what I brought, but Peg made it for<br />

me) A great idea and Capt. Don was<br />

even hot on the grill !<br />

CIU position. You all did very well in<br />

the interviews, and don’t be discouraged,<br />

keep working hard and obtaining<br />

training, and you will reach your<br />

goal.<br />

7 and know you are going to do<br />

great here. Thanks for helping out on<br />

covering the different shifts without<br />

complaining at all.<br />

Welcome back to John E. Perez<br />

who was called away for military service,<br />

but is back now and working for<br />

us in Sector 7.<br />

Memorial Day was a gas with the<br />

Sector staying steady but not overly<br />

busy. The bridge over Jewfish Creek<br />

was opened just a few days before<br />

Memorial Day, but you sure couldn’t<br />

tell with traffic backed up to the 97 mm<br />

for hours. D.O.T opened up the 2nd<br />

lane heading north a week after Memorial<br />

Day, so hopefully that will take<br />

some strain off of us for the 4th of<br />

July. Thank you to the Traffic guys for<br />

helping out and trying to keep things<br />

flowing.<br />

GREAT JOB by Sgt . Mike Digiovanni<br />

and his squad along with all<br />

the follow-up by CIU. Mike arrested<br />

a subject who had a bolo out for him<br />

and hit the mother load of stolen items<br />

being discovered and solving about<br />

9 cases from Marathon up to Key<br />

Largo. Detectives began assisting and<br />

have made even more cases on this<br />

guy and his girlfriend who were on a<br />

Bonnie and Clyde burglary /theft crime<br />

spree. Great team work and excellent<br />

follow up.<br />

The 4th of July Parade for Key<br />

Largo was a great time and one of the<br />

biggest in years. Thank you to all the<br />

patrol folks who assisted the Captain<br />

and I on this venture. The traffic officers<br />

were as always, very efficient and<br />

helped keep the whole thing flowing<br />

smoothly. Julio Alvarez, while trying to<br />

participate as a Shriner with his motorcycle,<br />

learned that Don Hiller can<br />

be lethal with a squirt gun, strange he<br />

quit pestering Don and I after a couple<br />

shots.<br />

We made it through another<br />

lobster mini-season with the help of<br />

Deputy Ryan Cowart and his sidekick<br />

Ian Barnett. The fellas did pretty good<br />

on their contacts and patrolling the<br />

area and kept the boating public very<br />

happy.<br />

National Night Out was a huge<br />

success for us here in Sector 7. We<br />

Lobster mini-season in Sector 7<br />

had a great band excellent cooking<br />

for our hamburgers and hotdogs with<br />

about 10 Crime Watches supplying<br />

drinks, condiments, deserts etc. The<br />

event had numerous booths showing<br />

Sheriff names Employees of the Second Quarter<br />

SWORN: Deputy Francisco<br />

Gaete began his career with the<br />

MCSO in June 2005. On March 28,<br />

2008 Deputy Gaete responded to an<br />

address in Key Largo to take a supplemental<br />

report on a burglary/grand theft<br />

case initially reported on the previous<br />

shift. Upon arrival, Deputy Gaete met<br />

with the victim and began collecting<br />

information. The victim told Deputy<br />

Gaete that a neighbor witnessed two<br />

Hispanic males riding a blue scooter<br />

in the neighborhood the day before his<br />

house was burglarized. Deputy Gaete<br />

saw a scooter matching the witness’<br />

description while patrolling the Taylor<br />

Creek Sub-Division in Key Largo. Deputy<br />

Gaete took the initiative to conduct<br />

a consensual “knock and talk” at the<br />

residence. Deputy Gaete was able<br />

to establish a rapport with the tenant<br />

at the residence and gained consent<br />

to search his property. Deputy Gaete<br />

located one of the stolen boat motors<br />

from the aforementioned burglary in<br />

the tenant’s backyard. Several other<br />

items that matched items stolen in<br />

recent marine related thefts were also<br />

recovered as well as documents that<br />

provided valuable information on a<br />

marine theft ring. The tenant provided<br />

information that lead to a search warrant<br />

in Miami-Dade <strong>County</strong> resulting<br />

in the recovery of several stolen boat<br />

motors and arrests. He was eventually<br />

charged with burglary/grand theft and<br />

several other persons of interest were<br />

identified.<br />

If it wasn’t for Deputy Gaete’s<br />

knowledge of his patrol zone and<br />

quick thinking, this case would likely<br />

go unsolved and the stolen property<br />

would not have been recovered. Following<br />

this case Sector 7 experienced<br />

a reduction in marine related burglaries<br />

and thefts.<br />

CORRECTIONS: Detention Deputy<br />

Burney Stafford began his career<br />

with the MCSO in May 1995. On June<br />

30 an inmate tried to stab another<br />

inmate with a “shank”. The attempt<br />

fell short when <strong>Office</strong>r Stafford unselfishly<br />

placed himself in harm’s way and<br />

grabbed the attacker before the shank<br />

connected with the other inmate.<br />

<strong>Office</strong>r Stafford bravely faced an<br />

inmate armed with a toothbrush sharpened<br />

on one end. The inmate was<br />

determined to make another inmate<br />

“pay” for a disagreement over a game<br />

of ping pong. <strong>Office</strong>r Stafford noticed<br />

that inmates were gathering around<br />

the ping pong table. He watched the<br />

attacker (Guitterez) rush toward the<br />

victim (Cabrera). He called for back-up<br />

and intervened as the inmates started<br />

throwing punches at each other.<br />

<strong>Office</strong>r Stafford separated the two<br />

inmates when he noticed that Guitterez<br />

had a shank in his hand and was<br />

lunging at Cabrera. <strong>Office</strong>r Stafford<br />

grabbed Guitterez’s arm and pushed<br />

him into an open cell to get him away<br />

from the victim. When Guitterez got<br />

into the cell, he threw the shank into<br />

the toilet and tried flushing it down the<br />

toilet. <strong>Office</strong>r Stafford ran into the cell<br />

and stuck his hand into the toilet and<br />

was able to grab the shank before it<br />

went down the toilet.<br />

Other officers arrived to help <strong>Office</strong>r<br />

Stafford and placed the Unit in<br />

lockdown. The incident was thoroughly<br />

investigated and <strong>Office</strong>r Stafford prepared<br />

a thorough, well written report.<br />

SUPPORT: Brenda Winegarden<br />

has been with the <strong>Monroe</strong> <strong>County</strong><br />

Sheriff’s <strong>Office</strong> since March 1987<br />

where she started working in the<br />

Finance Department. In 2004, Brenda<br />

left the Finance Division in order to<br />

take a position as the Administrative<br />

Assistant in Sector One. For the past<br />

four years Sector I has had the ex-<br />

treme pleasure of working with Brenda<br />

and found her to be one of the most<br />

reliable, knowledgeable, dedicated<br />

and positive people we have had the<br />

pleasure of working with. Brenda is<br />

an employers’ dream employee. She<br />

comes to work every day with a smile<br />

on her face and a positive attitude.<br />

She knows what her job duties and<br />

responsibilities are. She completes<br />

these in a timely manner without fail.<br />

Brenda’s work product is at such a<br />

high standard, if she says she did<br />

it, asked to do it, or she sees that it<br />

needs to be done, you can count on<br />

the fact that it is done and done to an<br />

exemplary level. You never have to<br />

check on any work she does. If you<br />

know that Brenda took care of it, you<br />

can rest assured it was done, done on<br />

time and is of the highest quality.<br />

While Brenda’s work product alone<br />

distinguishes her, her positive attitude<br />

and friendly demeanor set her far<br />

ahead of the rest. Brenda is one of<br />

those people who always has a smile<br />

on her face, greets you with a cheer<br />

and is willing to do what ever she can<br />

to help. You can’t say enough about<br />

her positive friendly attitude as it becomes<br />

contagious and spreads from<br />

one person to another throughout the<br />

station creating a happier, more positive<br />

place for everyone to work.<br />

An example of Brenda’s work ethics<br />

and attitude is when she transferred<br />

from the Finance Division to<br />

Sector One, it left a vacancy in the<br />

finance function. There were several<br />

occasions when the Finance Director<br />

would call upon Brenda and ask<br />

her to assist them so certain finance<br />

functions could be completed on<br />

time. Whenever asked, Brenda would<br />

always answer with a smile, “I would<br />

be glad to.” During these times Brenda<br />

would take on the workload of two<br />

people always maintaining a positive<br />

attitude and producing the highest<br />

quality work.<br />

Another example is as our agency<br />

was transitioning from paper time<br />

sheets to the new computerized time<br />

sheets. During this time, Brenda spent<br />

several months duplicating her work<br />

by completing and processing the<br />

paper time sheets for the entire station,<br />

only to then enter this data into<br />

the computer time system so Finance<br />

could run duplicate payroll processes<br />

in order to iron the system out. This<br />

process took a lot of Brenda’s time as<br />

well as communication and coordination<br />

with the Finance Division. As is<br />

Sector 7 continued...<br />

our tools of the trade, and incorporated<br />

other agencies into the program<br />

for the community to see how they<br />

function also. The community was very<br />

happy and spoke very highly about the<br />

Sheriff’s <strong>Office</strong> and all that we do. We<br />

recognized all who participated and<br />

thanked them for helping to make the<br />

community a great and safe place to<br />

the Brenda way, when she was done<br />

she would share a smile with you and<br />

say, “Glad I could help. If you need<br />

anything else, just let me know.”<br />

These are just a few examples<br />

of the positive attitude, superior work<br />

product and desire to help that Brenda<br />

brings with her to work everyday.<br />

RESERVE: Reserve Deputy Emil<br />

La Vache has been with the <strong>Monroe</strong><br />

<strong>County</strong> Sheriff’s <strong>Office</strong> as a Reserve<br />

Deputy since December 2007. Reserve<br />

Deputy Emil La Vache has been<br />

dedicating many volunteer hours<br />

toward the community as a Reserve.<br />

He has put in countless hours with the<br />

Crime Watch Program, children’s safety<br />

programs and doing an outstanding<br />

job of representing the <strong>Monroe</strong> <strong>County</strong><br />

Sheriff’s <strong>Office</strong>.<br />

In the past quarter he has spent<br />

over 270 hours in which time he has<br />

held 10 Crime Watch meetings, 4 residential<br />

security surveys, attended 9<br />

civic/community events, and organized<br />

a new Crime Watch on Sombrero<br />

Blvd.<br />

Deputy La Vache has also conducted<br />

Children’s Safety Presentations<br />

to over 320 children in the county. He<br />

has been a guest speaker at the Mara-<br />

More National Night Out in Sector<br />

7.<br />

with hurricanes missing us…<br />

Thank God. I understand many of the<br />

businesses are stressed out and frustrated<br />

with the evacuation procedures,<br />

but we try to explain the vulnerability<br />

that can happen and does happen if<br />

people don’t evacuate… i.e Texas and<br />

Louisiana.<br />

Power Squadron, and has dedicated<br />

time to the Key West Convalescent<br />

Center.<br />

EXPLORER: During this past<br />

quarter John “Bud” Hummelsine<br />

has been observed on several training<br />

sessions along with the D.A.R.E<br />

Graduation and his efforts should be<br />

recognized.<br />

On May 14, 2008 The Key Largo<br />

School D.A.R.E Graduation Ceremony<br />

was held. Bud provided substantial assistance<br />

with the set up of the decorations,<br />

gift bags and T-shirts. Afterwards<br />

he assisted with the cleanup.<br />

Throughout the month of June<br />

2008 Bud participated in three weapons<br />

training sessions. These training<br />

State Delegates Competition to be<br />

held the week of July 7, 2008. During<br />

these sessions Bud demonstrated outstanding<br />

attention to detail, safety and<br />

discipline. He listened intently to the<br />

safety instruction and swept up brass<br />

without ever being asked to do so.<br />

When it came time to clean weapons<br />

once again Bud’s attention to detail<br />

was outstanding. The weapons were<br />

inspection ready.<br />

October is upon us and things<br />

are getting pretty spooky. I’m not just<br />

talking about politics and the economy,<br />

I mean Halloween! I understand the<br />

girls in our Records Unit are pretty<br />

excited about the pumpkin decorating<br />

contest and were very impressed with<br />

Peggy and my pumpkin submission<br />

from last year. Guess what girls, it will<br />

be even more spookier than before, so<br />

get ready !!!!<br />

Things have been very busy<br />

for our units...The Narcotics Division<br />

has been keeping busy with the<br />

many search warrants with recovery<br />

of illegal narcotics, Stolen property<br />

and firearms! On that note we have<br />

noticed an increase in firearms when<br />

conducting these searches, and we<br />

want to thank all the <strong>Office</strong>rs for all the<br />

intelligence they continue to provide<br />

us on these targets with guns and<br />

video cameras. We would also like<br />

to thank Dep. Jason Keith, Dep. Nick<br />

Pham and Dep. Keith Albert and Dep.<br />

Ken Fricke (K9) Tracer for assisting us<br />

consistently on traffic stops and search<br />

warrants! You guys have been a great<br />

help to us! (And don’t worry Ken, I will<br />

NEVER move your car again!!!)<br />

HIDTA <strong>Report</strong><br />

Things continue to be busy in the<br />

world of narcotics and money laundering<br />

and HIDTA continues to be in hot<br />

pursuit of the proverbial bad guy. We<br />

are still awaiting the arrival of foreign<br />

monies. Anxiously awaiting is an<br />

understatement. When working with<br />

foreign judicial systems, the wheels<br />

turn so very slowly.<br />

The <strong>Office</strong> has gained a new<br />

member with the arrival of Caber<br />

Bausmith. He was born on February<br />

18, 2008 to Phissamay Heng and<br />

Steven Bausmith. Phissamay is a<br />

Special Agent with ICE, Key West.<br />

She is assigned to the HIDTA <strong>Office</strong><br />

in Marathon and is an integral part of<br />

our task force. Steve is a CBP <strong>Office</strong>r<br />

in Key West. They both returned this<br />

summer and what a relief. We depend<br />

on Steve for advice on US entry and<br />

inspection laws. Of course, having<br />

Phissamay back is great. As we know,<br />

when we are gone, the work just piles<br />

up. I think that we left enough work<br />

for Phissamay to know how much she<br />

was missed. We are looking forward<br />

to visits from the little man pictured<br />

We are also taking a county<br />

wide initiative enforcement by working<br />

with the <strong>Monroe</strong> <strong>County</strong> Coalition<br />

Inc, to ensure local establishments<br />

and businesses are in compliance<br />

with licensing and prohibiting underage<br />

drinking. Crime Analyst Bonnie<br />

Randolph has been attending these<br />

meetings and has provided us some<br />

new tools to make us more effective.<br />

For those that do not know, Bonnie is<br />

also our Crimestoppers representative<br />

for MCSO which continues to keep her<br />

very busy!<br />

The Homicide guys are busy following<br />

up leads and tips .....Fantasy<br />

Fest brought the CAWACU and Victim<br />

Advocate units many "interesting" calls<br />

and complaints. Det. Mixon is keeping<br />

busy with her “Safety day /Stranger<br />

danger” demo day at Montessori<br />

School.... and lastly, we would also like<br />

to welcome Det. Kim Trullender to the<br />

below.<br />

On a more serious note we are actively<br />

working several new cases with<br />

FBI Homestead and Key West. We<br />

enjoy a very good working relationship<br />

with the FBI, due largely to the mutual<br />

respect between our Administration<br />

and the FBI field offices. I would<br />

encourage you to refer cases to our<br />

local offices if you and your supervisor<br />

deem them appropriate for FBI<br />

involvement. We are in the process of<br />

looking for some pre-approved overtime,<br />

from a Federal source, related to<br />

these cases. I will keep you informed<br />

as we progress.<br />

I was recently approached<br />

about a temporary duty assignment to<br />

our office and am working on presenting<br />

this to the Sector. I know that<br />

staffing is an issue and of course will<br />

always take precedence. This is a<br />

great way to get a look at the Federal<br />

Judicial System and work with the<br />

United States Attorney’s <strong>Office</strong> prosecuting<br />

individuals for Federal Crimes.<br />

Always good to learn something new<br />

and work with different agencies. The<br />

CAWACU Unit!<br />

We also participated in a CART<br />

(Child Abduction Reaction Team) table<br />

top exercise that FDLE hosted. Hopefully<br />

we will never have to be utilized<br />

but this is a team within the <strong>Sheriff's</strong><br />

<strong>Office</strong> that has been designated to<br />

rapidly respond to a missing or abducted<br />

person.<br />

Reminder there is a Statement<br />

Analysis Course December 8th and<br />

9th at Key Colony Beach City Hall.<br />

This is a 2 day course and the last attendees<br />

said it was great! It includes<br />

how to analyze statements and detect<br />

deception, and how vital it is for the<br />

primary officer to obtain written statements!<br />

I highly recommend anyone<br />

interested in Detectives or Investigations<br />

attend this course! Seats are<br />

filling fast!<br />

experience is incredibly valuable.<br />

Just ask Sergeant Donnie Elomina,<br />

he learned quickly how to work in<br />

the Federal System and how to bring<br />

cases to the point of prosecution. I<br />

am still asked by other agencies about<br />

him. He earned quite a reputation<br />

working with the Feds. Because of the<br />

hard work of Sgt. Elomina, one of his<br />

cases is coming to a close and assets<br />

are forth coming.<br />

We will continue working on<br />

retrieving our foreign assets for use in<br />

our agency and community. Remember,<br />

the smallest tip you receive could<br />

be the beginning of another BIG case.

Sector Six <strong>Report</strong><br />

A hearty hello from Sector 6.<br />

It’s been so long since the last<br />

RAP Sheet I forgot more than I remember.<br />

That problem also comes<br />

with age.<br />

I would like to start out welcoming<br />

Deputy Barney Sajdak to our team.<br />

Barney worked as a transport officer<br />

for our agency some time ago, left the<br />

area, and returned to his career here<br />

in <strong>Monroe</strong> <strong>County</strong>. He has recently<br />

completed field training and has been<br />

doing very well here in the Village.<br />

Det. Lee Cowart now holds a new<br />

title of Sergeant as he now commands<br />

the night shift in Sector 6. Lee<br />

Congratulations to Sgt. Lee<br />

Cowart.<br />

was chosen to fill that vacancy after a<br />

grueling interview process in front of a<br />

board which included the new Islamorada<br />

Village Manager, Mr. Ken Fields.<br />

All the candidates were well qualified<br />

and the choice was not an easy one to<br />

make. We are looking for great things<br />

from Lee and his shift.<br />

And finally, as far as personnel,<br />

my new Administrative Assistant Leah<br />

Zimmerman is the pleasant voice you<br />

here when you call our office. She<br />

transferred over from Village Hall. To<br />

fine tune her skills and keep both Sectors<br />

in synchronization she spent the<br />

first few weeks with the Records staff<br />

of Sector 7. Thank you Mary, Hadee<br />

and Peggy for your help. I appreciate<br />

both Sectors working so well together.<br />

Speaking of Sectors, we have also<br />

joined forces with patrol from Sector<br />

4 & 5 to assure more unified patrol<br />

coverage of the South end of Sector<br />

6 and the North end of Sector 5. With<br />

that, we have seen a decline in auto<br />

burglaries and an increase in resource<br />

enforcement. Thank you all from Sector<br />

4 & 5 for all your help.<br />

Since the last RAP Sheet we have<br />

had numerous projects and community<br />

events. We had one of the most<br />

National Night Out was a success.<br />

successful National Nights Out ever.<br />

The attendance really astonished<br />

me. I owe thanks to Sgt. Roy Bogue,<br />

Debbie Shepherd, SWAT, Traffic Unit,<br />

Bomb Unit, Sector Six Marine Unit,<br />

Chief Paulie and Islamorada Fire Rescue.<br />

If I left anyone out I apologize, oh,<br />

and of course the citizens that made<br />

the event such a success.<br />

Sgt. Dennis Coleman continues<br />

to be a pillar of our community<br />

involvement. His work with Wesley<br />

House and his mentoring continuously<br />

receives him recognition. He has<br />

taken troubled children and successfully<br />

guided them away from crime and<br />

fostered a new interest into school<br />

and extra curricular activities for the<br />

children. He recently taught a home<br />

safety course to children at Wesley<br />

House. At Montessori School Dennis<br />

routinely spear heads safety days<br />

along with Det. Linda Mixon and Victim<br />

Advocate Debbie Shepherd. Dennis<br />

exemplifies the meaning of community<br />

involvement.<br />

Currently our Marine Deputies<br />

will be performing duel roles. During<br />

inclement whether and down time from<br />

the grueling life as a Marine <strong>Office</strong>r<br />

our Marine Deputies will be patrolling<br />

the Greenways and bridges by<br />

bicycle. We are looking to decrease<br />

the violations along the Greenways<br />

and increase enforcement of marine<br />

resource violations.<br />

Best news of all, we survived<br />

another Memorial Day at the Sandbar.<br />

There was a high law enforcement<br />

presence and the crowd was about the<br />

same as pass years. In short…it was a<br />

busy few days! Labor Day was about<br />

the same.<br />

On a personal note, it has been<br />

just over a year since I have come to<br />

Sector 6. Time has sure gone by fast.<br />

I have to pass on my thanks to everyone<br />

here In Islamorada, both civilian<br />

and law enforcement, who have made<br />

my transition so successful. As Commanders,<br />

we often hear of issues in<br />

other areas of the Sheriff’s <strong>Office</strong> and<br />

really never have a clear understanding<br />

of specific differences that make<br />

each division unique. I found many of<br />

the rumors of Sector Six were erroneous.<br />

When a new Commander takes<br />

over there are always changes he or<br />

she envisions and for the most part<br />

I have had a great deal of cooperation<br />

in accomplishing those changes.<br />

Overall, the officers assigned to<br />

Islamorada, while tailoring services to<br />

Islamorada needs, function no differently<br />

than any other Sector in the<br />

<strong>County</strong>. I am proud to serve with the<br />

men and woman of Sector 6.<br />

Congratulations Employees of the Third Quarter<br />

SWORN: Deputy Kenneth Baker<br />

responded to a residential burglary<br />

in Key Largo. Upon arrival, he discovered<br />

a large amount of blood on<br />

the scene. Deputy Baker collected<br />

samples of the blood and lifted latent<br />

prints from the scene. Later the same<br />

day, Deputy Baker was dispatched to<br />

a second residential burglary in the<br />

same neighborhood. He quickly determined<br />

the same method of entry was<br />

used and surmised the two burglaries<br />

were related. He conducted an extensive<br />

neighborhood canvass and was<br />

able to locate a witness, who observed<br />

four young white males walking in the<br />

area earlier in the day. Deputy Baker<br />

obtained a detailed description of the<br />

suspects and relayed this information<br />

to other deputies. As a result of Deputy<br />

Baker’s effort in finding a witness, the<br />

suspects were located still in the area.<br />

Deputy Baker used outstanding interview<br />

skills to obtain full confessions<br />

from all four suspects. He determined<br />

the blood originated from a cut on one<br />

of the suspect’s hands. The suspects<br />

provided Deputy Baker with information<br />

that lead to the discovery of three<br />

additional unreported residential<br />

burglaries and the recovery of nearly<br />

all stolen property valued at several<br />

thousand dollars.<br />

CORRECTIONS: Detention<br />

Deputy Debra Brown was assigned<br />

to Intake and Release. She heard another<br />

officer calmly ask for a rover to<br />

come to his location because he had<br />

an inmate he needed escorted to Unit<br />

Alpha. Out of curiosity, <strong>Office</strong>r Brown<br />

accessed the camera in the officer’s<br />

assigned dorm using the control panel<br />

in Intake. She saw the inmate beating<br />

the officer about the face and shoulders<br />

with the officer’s assigned radio.<br />

The officer was defending himself<br />

from the attack, but was unable to call<br />

for help because the inmate had the<br />

radio.<br />

<strong>Office</strong>r Brown notified everyone in<br />

the facility of the need to immediately<br />

respond to the officer’s location. Within<br />

seconds, several officers were able<br />

to stop the vicious attack upon the<br />

officer.<br />

<strong>Office</strong>r Brown’s actions exemplify<br />

her conscientious work ethic. She<br />

regularly conducts cell inspections,<br />

cell searches and inmate searches.<br />

Her diligence in monitoring her work<br />

surroundings results in the discovery<br />

and confiscation of contraband on a<br />

routine basis.<br />

SUPPORT: Work Release Specialist<br />

Myron (Mike) Schwartz has<br />

a unique job vital to the rehabilitation<br />

process of inmates sentenced to the<br />

<strong>Monroe</strong> <strong>County</strong> Detention Center.<br />

Sentenced inmates who have the option<br />

for the Work Release Program are<br />

given jobs at participating businesses<br />

in the community with the purpose of<br />

making these individuals an asset to<br />

the community instead of a detriment.<br />

The program gives them a second<br />

chance to make something of themselves<br />

and they leave jail not only with<br />

a good job, but also with money in<br />

their pocket.<br />

The connections Mike has made<br />

in the community have been extremely<br />

important. Mike drives a hard bargain<br />

to make sure they are paid a decent<br />

rate and not taken advantage of. Many<br />

times, the companies participating in<br />

the program call Mike to see if he has<br />

anyone available before placing an ad<br />

in the paper. At the same time, inmates<br />

have such faith in the program<br />

they participate in protecting its integrity<br />

by letting Mike know if there are<br />

participants abusing their privileges by<br />

bringing contraband in to the facility.<br />

Mike likes the cell phone that<br />

comes with the job. It is constantly<br />

ringing, even during the night. Mike<br />

has a dedication to his job that cannot<br />

be questioned. This is truly a 24<br />

hour job and Mike cannot be thanked<br />

enough for his dedication to the program<br />

and the <strong>Monroe</strong> <strong>County</strong> Sheriffs<br />

<strong>Office</strong>. For the first seven months of<br />

the year, Mike and the Work Release<br />

Program generated over $27,000.00<br />

dollars into the inmate welfare fund.<br />

More importantly businesses are able<br />

to operate and stay running because<br />

of the employees Mike provides. He<br />

also helps these individuals become<br />

a positive influence in the community<br />

and have that second chance in life<br />

that everyone deserves.<br />

RESERVE: Frank Delgado has<br />

earned this recognition as Reserve<br />

<strong>Office</strong>r of the Third Quarter because<br />

of his devotion to the Reserve program,<br />

taking on the task of attending<br />

and completing the night time Basic<br />

Law Enforcement Academy besides<br />

maintaining a full-time job as a Code<br />

Enforcement <strong>Office</strong>r for the Village of<br />

Islamorada. Frank started the Academy<br />

in October of 2007 and graduated<br />

in August of 2008. Frank attended<br />

classes every Monday thru Thursday<br />

night 6:30 to 10:30 and every other<br />

Saturday from 9:00 to 5:00, driving<br />

from Islamorada after work then back<br />

to his home at the 106 mm.<br />

During the week of June 16-June<br />

21, 2008- we participated at the Florida<br />

Law Enforcement Games. This<br />

was the 11th year for Dorothy Child<br />

and the 9th for me.<br />

Along with our husbands, Larry<br />

and Greg, we bowled as a team and<br />

picked up a gold medal for our efforts.<br />

Since we are not certified officers,<br />

we don’t get the points for <strong>Monroe</strong><br />

<strong>County</strong> Sheriffs <strong>Office</strong>, but MCSO<br />

guest team was a force to be reckoned<br />

with this year. Though we cannot<br />

keep a certified team from getting<br />

a medal, the only way for a guest team<br />

to get gold is to beat all teams certified<br />

and guest in that Division and we did!!<br />

Dorothy and I also competed as<br />

doubles partners (again) and we captured<br />

a silver medal in the women’s<br />

C Division as Guest Team <strong>Monroe</strong><br />

<strong>County</strong> Sheriffs <strong>Office</strong>.<br />

Dorothy is retired and I have been<br />

up in Miami at HIDTA<br />

since 2000- but we<br />

continue to be proud<br />

EXPLORER: Andrea Ranier<br />

worked her way up to the rank of<br />

Captain of Post 904 through diligence<br />

and dedication to the program. During<br />

the past six years Andrea maintained<br />

an impeccable attendance record at<br />

meetings and Post details. Andrea has<br />

always been willing to go the extra<br />

mile, take charge, and ensure details<br />

are a success. Her ability to lead has<br />

been recognized here on the local<br />

level, and while at various State-wide<br />

functions. During this years’ Delegate<br />

competition in Jacksonville, she led<br />

the MCSO Explorers to a fifth place in<br />

Crime Scene Investigation, an award<br />

for team work, and they achieved first<br />

place in the tug of war during the field<br />

day competition. Andrea’s efforts were<br />

also noticed by Advisors from other<br />

counties. Lake <strong>County</strong> S.O. Explorers<br />

went to the National competition<br />

in Colorado in July, but a key member<br />

cancelled last minute. The lead<br />

Advisor from Lake <strong>County</strong> chose to<br />

invite MCSO Explorer Andrea Rainer,<br />

as opposed to filling the vacancy with<br />

another member from their own post.<br />

Always willing to help out fellow<br />

Explorers, Andrea has proven she is<br />

a leader and a team player through<br />

her dedication to her Post, the <strong>Monroe</strong><br />

<strong>County</strong> Sheriff’s <strong>Office</strong>, and her ability<br />

in the other instance, she was<br />

instrumental in locating a missing teen<br />

through her extensive knowledge of<br />

the student population and the upper<br />

Keys community as a whole.<br />

Farmer Jeanne Selander wrote to<br />

thank Sheriff’s Aide Val Marinello<br />

for taking care of the Sheriff’s Animal<br />

Farm and the grounds around the Jail<br />

and Headquarters Building while she<br />

was on vacation. She said, in part, “Val<br />

is an angel and she always gets the<br />

job done. We are lucky to have her.”<br />

Sgt. Jake Brady wrote to commend<br />

Deputies Paul Bean and<br />

Jacek Szymanski for their lifesaving<br />

efforts after a man fell off his boat, hit<br />

his head and stopped breathing. They,<br />

along with two civilians, pulled the man<br />

from the water and performed CPR<br />

until paramedics arrived. The man<br />

later recovered fully from the incident<br />

due to their efforts to save him.<br />

Edward Thompson, Resident<br />

Agent in Charge if Immigration and<br />

Customs Enforcement (ICE) wrote to<br />

commend Colonel Rick Ramsay, Lt.<br />

Nancy Alvarez and Deputies Perez<br />

and Thomas for their help in July with<br />

a search for a federal fugitive. During<br />

the search, they found two ounces<br />

of cocaine and made one arrest in<br />

addition to the search for the wanted<br />

man. He says the office “demonstrated<br />

a high degree of professionalism and<br />

their dedication to duty reflects favorably”<br />

on the office.<br />

Thomas Wiley, Jr. of Fort Myers<br />

wrote to thank Sgt. Dennis Coleman<br />

for his help when his rental property<br />

was accidentally double booked. He<br />

said Sgt. Coleman arrived quickly<br />

and defused what could have been<br />

a difficult situation between the two<br />

scheduled tenants.<br />

Deputy Ryan Cowart wrote a letter<br />

of appreciation to Deputy Ian Barnett<br />

for his help working on the water<br />

during Lobster Mini-Season in Sector<br />

7. He said, “He was able to make<br />

almost everyone smile, even if we<br />

were writing them a citation or a notice<br />

to appear.”<br />

Sandi Roth wrote to commend<br />

Deputy John Perez for being a “nice<br />

guy”. She was in a convenience store<br />

when she saw him in line to make a<br />

purchase. She was impressed, she<br />

said, when he stepped aside to allow<br />

others to go before him. “He was smiling<br />

and just being a really good guy….<br />

There’s just not enough of the good<br />

guys out there and when we meet one<br />

like Deputy Perez, I think he should<br />

get a great big attaboy.”<br />

Police Chief Donie Lee wrote to<br />

give his thanks to employees Paco<br />

Broussard and Jeff Brown for their<br />

assistance with the city’s Mounted Patrol<br />

Unit. He says, “Over the past two<br />

months they have volunteered many<br />

hours of their personal time and tools<br />

to facilitate the completion of the new<br />

Key West Police and Police Athletic<br />

League Equestrian Facility.”<br />

Sgt. Tom Walker wrote to commend<br />

Deputy Walter Kirchner for his<br />

“solid police work and personal training”<br />

which contributed to the apprehension<br />

of an escaped prisoner who<br />

was being escorted to the DJJ building<br />

from the main jail. According to the<br />

letter, Dep. Kirchner’s “exceptional<br />

physical capabilities allowed you to<br />

gain significant ground on the escapee<br />

at which point you apprehended him…<br />

Johnson for his work on a DUI trial.<br />

She said she was impressed because<br />

he videotaped the defendant for an<br />

hour and a a half in the DUI DUI room, all<br />

the time time being verbally abused and<br />

harangued. She said “Throughout this<br />

panicky victim of the handgun he was<br />

brandishing, but….you pulled it off….I<br />

deputies showed the kids<br />

from Montessori School just how<br />

fast an abduction can happen -<br />

and what to do if someone tries to<br />

grab you.<br />

When they can’t be on marine patrol,<br />

Islamorada Marine Deputies Nelson Sanchez<br />

and Paul Kupke ride bikes, patrolling<br />

bridges and green areas for violations.<br />

As part of Clean Keys Month and the Keep the Keys Clean<br />

Campaign, <strong>Sheriff's</strong> <strong>Office</strong> employees assigned to the Sector<br />

7 area in Key Largo spent time cleaning up the sides of<br />

the road and the median strip from mile marker 104 to 106.
