11.1 MITIGATION<br />

The information presented in this assessment has been provided by NatMIRC. The spatial<br />
assessment provided here is a first attempt, based on the information provided, to assess the risk<br />
associated with the proposed dredging for phosphates. We advise that there is a need for the<br />
establishment of a baseline for the MLA. This can be based on the available data, but where<br />
considered critical, additional data collected for a baseline prior to mining commencing.<br />
To mitigate loss of fishing grounds there are no realistic options in our view. The only possible<br />
exception is the accommodation of the needs of the monk fishery through a mutually agreed<br />
access operational plan.<br />
For mammals and seabirds protocols for minimising deck light intensity should be introduced as<br />
well as following JNCC standards for minimising interactions with marine mammals (similar to<br />
those followed by seismic survey vessels).<br />
11.2 MONITORING<br />
Due to the small scale of the proposed dredging operations in the context of the larger ecosystem<br />
and extent of the marine resources it is unlikely to be able to discriminate a clear signal relating<br />
to ecosystem change as a result of dredging (primarily due to variability within the ecosystem).<br />
In the short term both MFMR and the mining lease operator should establish appropriate<br />
monitoring line (s) through the Mining Licence Area to monitor the effects of dredging on a realtime<br />
basis (possibly coinciding with established surveys).<br />
Given the number of industrial mineral EPLs that have been granted in the area between Walvis<br />
Bay and Lüderitz consideration should be given to requesting that the Benguela Current<br />
Commission incorporate into their Strategic <strong>Enviro</strong>nmental Assessment of the mineral sector of<br />
the Benguela ecosystem a study of the potential impacts of dredging.<br />
