While an objective describes ‘what’ we expect learners to achieve, competencies identify<br />

‘how’ learners can achieve that objective. Competencies are specific activities used to<br />

measure whether or not learners have mastered the objective. In Table 1 below, the<br />

learner must master competencies 2.1 and 2.2 (taupe boxes) to demonstrate mastery of<br />

the objective. Where objectives demonstrate the end result, competencies are a means<br />

to that end.<br />

Competencies provide a framework for selecting instructional materials and<br />

techniques and provide a basis for determining when instruction has been<br />

successful.<br />
