migration to Palestine (see e.g. FNA 1921e, FNA 1922). The concern <strong>of</strong> one French envoy to<br />

<strong>the</strong> British push to include Metullah on <strong>the</strong> basis <strong>of</strong> including more Jewish communities in<br />

Palestine was succinctly expressed (but o<strong>the</strong>rwise consigned to a footnote in <strong>the</strong> archives):<br />

“Le motif invoqué par l’Angleterre pour faire attribuer le Houlé à la Palestine (existence<br />

d’une colonie juive à Metellah) manque de logique et marque d’autres projets que<br />

celui de rattacher à l’Etat sioniste un des meilleurs parties de la Syrie qui par [sic] plus<br />

au point de vue ethnique qu’au point de vue géographique ne fait partie de la Palestine.<br />

La colonie juive de Metulla est dotée d’une superficie de terre cultivable d’environ 550<br />

Ha, dont une très faible partie, 80 à 90 Ha, est sur les côteaux situés au Nord de Houlé<br />

et est rattachée au territoire palestinien par la Convention du 23 Décembre; le reste<br />

est situé dans le Merdayoun [Marjayoun] qui demeure en territoire syrien" (FNA<br />

1921e: 6).<br />

The Chief <strong>of</strong> Public Works <strong>of</strong> French Mandate Palestine expressed similar concerns over <strong>the</strong><br />

motives and potential human effects <strong>of</strong> <strong>the</strong> artificial border:<br />

“Comme il ressort des considérations ci-­‐dessus en admettant la frontière Metelli, <strong>El</strong><br />

Ghadjar, Banias, nous séparons les 2/3 des propriétaires du Houlé de leurs terres,<br />

nous créons une frontière entre leurs maisons et leurs propriétés, nous contraignons<br />

pour une village israelite venu par hasard à Metelli, une masse de population<br />

musulmane et chrétienne à faire partie de la nouvelle patrie créee [sic] pour les<br />

Israélites. En plus on admettra une frontière tout ce qu’il y a de moins naturelle… On<br />

ne pourra certainement pas obtenir une frontière normale." (FNA 1921d: 5 (emphasis<br />

added)).<br />

As <strong>the</strong> French concern over <strong>the</strong> dispossession <strong>of</strong> two-­‐thirds <strong>of</strong> <strong>the</strong> inhabitants from <strong>the</strong>ir<br />

land indicated, a ‘normal border’ (‘frontière normale‘) was decidedly not to develop.<br />

Criticism <strong>of</strong> <strong>the</strong> borders created by <strong>the</strong> 1920 Convention notwithstanding, definition <strong>of</strong> <strong>the</strong><br />

rest <strong>of</strong> <strong>the</strong> Lebanon-­‐Palestine border was left to French and British geographers. French and<br />

British archives detail <strong>the</strong> interesting and extensive debate, discussion and surveying that<br />

went into <strong>the</strong> effort (e.g. FNA 1922, FNA 1940, see also Blanford 2009), and which concluded<br />

with <strong>the</strong> 3 February 1922 ‘Paulet-­‐Newcombe’ agreement. A number <strong>of</strong> border issues (such<br />

as <strong>the</strong> ‘seven villages’ located in Palestine that were later agreed as Lebanese in 1995)<br />

remained unresolved at <strong>the</strong> time <strong>of</strong> <strong>the</strong> colonial withdrawals from <strong>the</strong>ir mandates (from<br />

Lebanon in 1943, Syria in 1946, and Palestine in 1947).<br />

Following <strong>the</strong> aborted British attempt to implement a Partition Plan between Jewish and<br />

Arab communities in Palestine in 1947, <strong>the</strong> Lebanon-­‐Syria-­‐Israel border was to change<br />

drastically once again. The ensuing 1947 war between Palestinian Arab residents and Zionist<br />

forces led to <strong>the</strong> Nakba, and <strong>the</strong> eviction and dispossession <strong>of</strong> hundreds <strong>of</strong> thousands <strong>of</strong><br />

Palestinian people. The declaration <strong>of</strong> <strong>the</strong> establishment <strong>of</strong> a state <strong>of</strong> Israel in 1948 led to a<br />

war fought between Zionist forces and <strong>the</strong> armies <strong>of</strong> Syria, Lebanon, <strong>Jordan</strong>, Iraq and Egypt.<br />
