Environmental Requirements for State<br />

Funded Projects<br />

The <strong>Virginia</strong> <strong>Department</strong> <strong>of</strong> Transportation (VDOT) assists Localities by providing state<br />

funds for various access roads to qualifying airports, industrial sites <strong>and</strong> rail sites through<br />

the Industrial, Airport, <strong>and</strong> Rail Access Fund program. In addition, state funds are<br />

available to Localities to provide access to recreational <strong>and</strong> historical sites through the<br />

<strong>Recreation</strong>al Access Fund program. The revenue share program also provides Localities<br />

with state funds for eligible projects.<br />

If a state funded construction project is estimated to cost more than $500,000, VDOT<br />

must comply with the State Environmental Review Process (SERP). If VDOT<br />

determines that a SERP Preliminary Environmental Inventory (PEI) is required, that<br />

documentation will be provided to the Locality. The Locality is solely responsible for<br />

compliance required by any state <strong>and</strong>/or federal regulations, laws, etc.<br />

If a state funded project is estimated to cost less than $500, 000, the SERP is not required<br />

<strong>and</strong> no further documentation will be forthcoming from VDOT on environmental<br />

requirements. The Locality is solely responsible for compliance required by any state<br />

<strong>and</strong>/or federal regulations, laws, etc.<br />

The Locality will complete a Project Certification form <strong>and</strong> provide a copy to the VDOT<br />

Project Coordinator. VDOT will periodically perform Quality Assurance audits <strong>of</strong><br />

Localities project documentation files.<br />
