must be read in conjunction with the later acts, which exp<strong>and</strong> the purpose <strong>and</strong><br />

uses <strong>of</strong> the national forests.<br />

National Park Service Act (16 U.S.C. §§ 1-18f-1m August 25, 1961 as<br />

amended 1920-1996)<br />

This act created the National Park Service within the <strong>Department</strong> <strong>of</strong> the Interior<br />

<strong>and</strong> established the NPS as the agency in charge <strong>of</strong> national parks, monuments,<br />

<strong>and</strong> reservations.<br />

Reorganization Plan No. 3 <strong>of</strong> 1946 (§§ 403, July 16, 1946)<br />

Established the Bureau <strong>of</strong> L<strong>and</strong> Management (BLM) by joining the General L<strong>and</strong><br />

Office <strong>and</strong> Grazing Service agencies through a governmental reorganization.<br />

The Wilderness Act <strong>of</strong> 1964 (16 U.S.C. §§ 1131-1136, September 3, 1964 as<br />

amended 1978)<br />

This Act established the National Wilderness Preservation System (NWPS). The<br />

Secretary <strong>of</strong> the Interior was directed to review every roadless area <strong>of</strong> 5,000<br />

acres or more <strong>and</strong> every roadless isl<strong>and</strong> within the national wildlife refuge <strong>and</strong><br />

national park systems for possible inclusion in the NWPS. The Act also included<br />

some national forest l<strong>and</strong>s in the NWPS <strong>and</strong> directed the Secretary <strong>of</strong> Agriculture<br />

to recommend others.<br />

43 U.S.C. 1715<br />

Provides the Secretary <strong>of</strong> the Interior authorization to acquire, by purchase,<br />

exchange, donation, or eminent domain (for access to public l<strong>and</strong>s only), l<strong>and</strong><br />

<strong>and</strong> interests in l<strong>and</strong>s. Applies primarily to federally-owned <strong>and</strong> federally-funded<br />

l<strong>and</strong>s <strong>and</strong> projects under the jurisdiction <strong>of</strong> the <strong>Department</strong> <strong>of</strong> the Interior,<br />

including National Park Service <strong>and</strong> Bureau <strong>of</strong> L<strong>and</strong> Management l<strong>and</strong>s.<br />
