to consumers and families, rather than simply payers and
traditional referral sources; cost and quality management
will become paramount, and fee-for-service payment systems
will all but disappear. This session reviews the four
newcompetencies that community behavioral health or-
ganizations need — offering tech-enabled consumer
services and supports; creating consumer-preferred services;
and using process engineering and process metrics
management to manage costs, improve operations, and
develop successful P4P contracts.
