Resources
Cagayan Valley or Region 02 has:
• Five provinces, namely: Batanes, Cagayan, Isabela,
Quirino and Nueva Vizcaya
• Three cities namely: Santiago and Cauayan City in
Isabela, and Tuguegarao City in Cagayan
• Ninety municipalities, 26 of which are coastal and
2,310 barangays, 190 of which are coastal
• Total land area is 26,838 square kilometers with a
population of 3,051,487 as of August 2007
• Magat Dam and Reservoir is located in region 02,
the facility is also bounded by the province of
Ifugao in the Cordillera Administrative Region. The
reservoir is a major site of fi sh cage operations.
• Cagayan River, the longest river system in the
country is found in region 02. Ludong (Cestraeus
plicatilis) can be found in its tributaries /
headwaters. Likewise, the soft-shelled shrimp
(Aramang) can also be found in its estuarine area in
Aparri, Cagayan.
• Major fi shing grounds include Babuyan Channel,
Balintang Channel, Divilacan Bay, Palanan Coast,
Pacifi c Ocean, South China Sea and Bashi Channel.

country’s fisheries and aquatic resources; alleviate poverty by providing
supplementary livelihood to the fisherfolk; improve aquaculture productivity
within ecological limits; utilize optimally the offshore and deep sea resources.
Goal
To contribute to national food security; ensure rational and judicious
development; sustainability and conservation of the country’s fisheries
resources including the EEZ and adjacent territorial waters; reduce poverty
incidence in the coastal areas; and enhance people empowerment in the
fisheries sector.

express my profuse gratitude and heartfelt commendation to the entire BFAR RO2 family
– from our contractuals to our regular personnel, offi cers and consultants, for the hard
work and dedication, enabling us to once again fulfi ll our mandate and render the service
expected of us.
I would also like to thank our LGU, NGA, media, NGO and PO partners for helping us
perform our common objectives.
After a downturn experienced last year, region 02’s annual fi sheries production rebounded
this year with 4.05% growth year-on-year. CY 2011 fi sheries production stands at 64,878
metric tons with suffi ciency level at 54%.
The growth is attributed to the good weather condition, and is also due to several
interventions like the establishment of technology demonstration projects and dissemination of
updated and industry-responsive technologies that were produced thru the various researches
held by the agency, installation of payaos or fi sh aggregating devices, dispersal fi ngerlings to
communal bodies of water, and distribution of fi shing gears to marginalized fi shermen, among
other technical interventions.
During the year, we also continued works on one of our fl agship projects which is the
mariculture park in Sta. Ana - the fi rst ever mariculture park in region 02. Further studies and
administrative work are needed before we can open up the site for commercialization.
Likewise, we also continued various work on the Oplan Sagip Ludong project. Thru the
OSL, we aim to revive the wild population and bring back abundance of Ludong – the most
expensive food fi sh in the country.
For the coming year, we shall continue with our current activities, with focus on the
introduction of technologies that can help our fi sh farmers and fi shermen cut on cost and at the
same time protect the environment.

The Bureau has increased its fi ngerlings
production and dispersal / distribution vis-à-vis
its target for the year, as enabled by good weather
condition and availability of water. The bureau
overshot its goal on tilapia fi ngerlings – the top
species being produced and dispersed by the offi ce,
by almost 15%. Production and dispersal for the
other species likewise increased (Table 1).
The above production, which came from BFAR
RO2 fi sh farms, were distributed to 93 municipalities,
3 city governments, 5 provinces, 2,230 fi sh farmers
including backyard fi shpond operators; dispersed
to communal bodies of water such as small water
impounding projects (SWIPs) small farm reservoirs
(SFRs); and allocated as stock for techno-demos,
KALAHI projects and as rehabilitation assistance
for calamity – stricken fi sherfolk.

Technology Center, Muñoz, Nueva Ecija augmented
the regional production by providing 9.153 M
improved-GET EXCEL, 0.062 M common carp, and
ornamental fi shes. The offi ce likewise purchased
African hito fi ngerlings, P. vannamei post larvae
from private suppliers, for its various projects.
All these seed inputs were provided by the
agency to recipient, free of charge. Modes of
allocation or distribution were either under the
regular dispersal program of the agency, as typhoon
or calamity rehabilitation assistance, or inputs for
demos. The fi rst two modes are coursed thru the
LGU, who then determine the fi nal recipients. In
addition, walk-in clients (backyard operators) are
given free fi ngerlings outright with maximum of
1,000 pieces per recipient. Special requests, mostly
from fi sherfolk associations or groups, are also
granted by the agency.

Assistance to capture fisheries
The bureau renders assistance to the coastal
areas / for capture fishermen in the form of
technical advisory services which include fish
sanctuary establishment, fishing gear design
and construction, and CRM-related capability –
building and livelihood trainings.
For 2011, the Bureau has dramatically increased
the distribution of fishing gears as assistance
to marginal fishermen. Table 2 shows the type,
quantity, and places where the fishing gears were
distributed.

Technology demonstration Projects
As major part of its extension activities, the
bureau conducts technology demonstration
projects at farmers level as means to expedite
the dissemination of new or old-but-still relevant
fishery technologies (Table 3).
The technologies are intended not only to
increase production, but more so, to increase
fish farmers income, lower their production cost
in view of continued rise in the price of inputs,
and at the same time safeguard the environment
and make aquaculture operations a sustainable
venture.
Demo projects are usually established at the
farmers’ level, in order to bring the technology at
the very doorsteps of the end users – the farmers
themselves.
The demo projects are implemented either
with full-support from the agency or under
counterparting scheme with the LGUs. These
demo projects are also means to jumpstart small
fish culture ventures in the countryside, being
dole-out in nature.

Fish Cages in SWIPs
One major techno-demo and livelihood project
established by BFAR this year is the Tilapia Fish
Cage Livelihood project. A total of 45 units were
established in small water impounding projects
(SWIPs) in various towns of Cagayan. SWIPs are
water holding facilities intended primarily for
irrigation. Minimum catchment area is 3 hectares
with embankment of not more than 15 meters.
Installing fi sh cages in SWIPs offer advantages
as these are free from fl oods and are protected
from strong winds and excessive water movement
given the semi-confi ned nature of the water body.
Some irrigators associations to whom these projects
were awarded, have constructed additional units to
supplement their income from farming
The project is a collaborative undertaking between
the provincial government of Cagayan and BFAR
RO2. It was designed to maximize use of SWIPs,
which aside from irrigation purposes, can also be
used for fi sh production.
Each fi sh cage measures 5 x 10 x 2.5 and was stocked
with 2,500 fi ngerlings. Production is estimated at 425
kilos after four months culture period.

Marine fi sh cages are fi sh cages established in
either marine or brackishwater environment. This
are used to culture saline species such as saline
tolerant tilapia, milkfi sh (bangus), grouper (lapulapu),
siganid (malaga), and caranx (talakitok).

Upland aquaculture connotes location of the
fi sh production enterprise in mountainous rolling
areas where water is abundant for the culture of
cold tolerant freshwater fi sh species. Because of
limited space the culture systems basically consist
of dug-out pond, fi sh terraces, small cages and fi sh
condo. The technology is basically the same with
traditional culture systems in the lowland. The
only differences are lower water temperature and
smaller area utilized, hence cold tolerant species
are used, stocking densities higher, feeding
regiment adjusted and the culture period is longer.

Aquasilvi allows the culture of fi sh
and other aquatic species in a mangrove
ecosystem without signifi cantly altering
its natural state. Mudcrabs are promoted
for culture in aquasilvi systems given
availability of seed materials in the coastal
areas.

Polyculture is the combined culture
of various species with stratifi ed and
complementary feeding habit to maximize
the production potential of the water body
by the vertical utilization of the fi shpond
and the maximum utilization of natural
food.
Polyculture takes advantage of the
different feeding characteristics of the
species to be cultured such that feed
competition is eliminated or minimized.
Optimal stock combination under this
type of polyculture is 85% tilapia, 10%
African catfi sh and 5% common carp.

While it is relatively new in the Philippines, production of vannamei
worldwide, especially Asia, has seen rapid increases in recent years.
Its popularity is due to its fast growth, high yield and low production
cost. Post larvae can be purchased from hatcheries in Zambales. The
rule, however, provides that potential grow-out operators must fi rst
secure permit from BFAR, as part of biosecurity measures.

The offi ce continued the promotion of pangasius as alternative
aquaculture species. This fast growing species can reach almost a
kilo per piece within 6-month culture period in pond culture, as per
previous demos held by BFAR RO2.

Ulang is a high value commodity but has a
lesser production cost versus tilapia due to lower
feed requirement. Main constraint in region 02,
however, is the lack of ulang hatchery as source
of post larvae.
Likewise, one major post-harvest activity held
this year is the promotion of seaweed particularly
Gracilaria as an ingredient in everyday dishes. This
is to promote the utilization of said seaweed and also
to address the high prevalence of iron-defi ciency
anemia and other nutritional gaps of the populace.
Held in collaboration with the National Nutrition
Council – 02 and the local government units, the
seaweed promotion group visited several towns as
listed below.

Who could ever think that gracilaria locally known
as guraman can be cooked like your typical pancit
guisado? The dish is not just as savory as your
favorite pansit but way more nutritious. Gracilaria
like many other edible seaweeds, are packed with

Agribusiness
BFAR
activities
Under agribusiness and marketing, the bureau
has assisted the San Jose Fisherfolk Association of
San Jose, Gonzaga, in the preparation of feasibility
study relative to their payao (2 units) project from
the Department of Labor and Employment.
In addition, the bureau has also held 12 market
matching activities, matching 21 producers to
prospective buyers or market. The market matching
activity, include the search for buyers of rice eels,
which has been wreaking havoc in rice farms and
fi shponds mainly in the province of Quirino and
some parts of Nueva Vizcaya.
The agency, thru its agribusiness section, renders
free assistance to loan applicants, specifi cally in the
preparation of the technical (fi shery) aspects in a
project proposal or full blown feasibility study, if
need be. Loans for fi shery projects can be accessed
at government credit facilities like Agricultural
Credit Enhancement Facility (ACEF), and Fisheries
Financing Program (FFP), aside from those offered
by private lending institutions.
The agency has also participated in several agriaqua
fairs and festivals as part of agribusiness and
promotions, as follows:

Information activities
Main Information activities of the agency
implemented thru its Fisheries Information
Section include preparation of news and feature
articles for dissemination to print, broadcast, TV
and other media partners, hosting of a regular
radio program in DWPE Radyo ng Bayan,
Tuguegarao City (10:00 – 11:00 am every Tuesday
and 11:00 – 12:00nn Sunday on 729kHz AM
band), preparation / update and distribution of
technology fl yers and information materials and
preparation of multimedia presentations.
The news and feature articles are compiled
at the end of each semester, to come up with a
newsletter called Kalap. An Annual Report is also
prepared for distribution to other government
agencies and private sector partners.
In addition to the routinary information
activities, personnel of the agency also acted as
guests in various radio and TV programs and
rendered interview for print media.
For 2011, the agency produced 5 types of IEC
materials and distributed 5,000 copies of IEC
materials to trainees and walk-in clients. IT and
FIS staff of the agency likewise updated the BFAR
RO2 website: http://region2.bfar.da.gov.ph. The
website is linked with the BFAR Central Offi ce
website www.bfar.da.gov.ph.
One major information activity conducted this
year is advocacy campaign in 63 high schools
regionwide. Programs and services of the agency,
as well as information on the Oplan Sagip Ludong
project were discussed.

Now on its seventh year of implementation, the
FRD Noli Tamayo (center) leads the planting of mangrove
seedlings, as part of his activities during his month-long
stay at BFAR RO2.
Bureau has been installing a Fisherfolk Regional
Director during the Farmers and Fisherfolk
Month in May as means to further dramatize
and popularize the government’s fi sherfolk
empowerment, and the fi sherfolk participation
as government partners in poverty alleviation
and food security program. The designation
of a Fisherfolk Regional Director is pursuant to
DA Special Order No. 88. The FRD acts as BFAR
Regional Director during the entire month, except
on policy-determining, personnel and fi nancial
matters. During the same time, the regular
Regional Director embarks on an immersion in
depressed areas of the region.
For 2011, Mr. Noli Tamayo of Luna, Isabela
was chosen as FRD.
Highlights of his month-long stay include:
• Attendance to Provincial Fisherfolk Assembly
and Regional Fisherfolk Congress wherein
the PALOS in the provinces of Isabela, Nueva
Vizcaya and Quirino, and the SAMARAL 02

Program Management Center
The formation of the Fisheries and Aquatic
Resources Management Council is mandated
under Sec. 69 to 79 of RA 8550, with implementing
guidelines spelled-out under FAO 196 and DILG
Memorandum Circular Nos. 99 – 142 & 2001 – 131.
FARMCs are formed in the national, municipal
and barangay levels. Municipal FARMC consists
of representatives from fi sherfolk, MLGU (SB
Chair on Agriculture and Fisheries, MPDO, and
representative from the Municipal Development
Council), private sector, accredited NGO and the
DA. MFARMCs are intended to fulfi ll ideals of
participatory governance, and are mandated to
provide recommendation prior to the enactment
of municipal fi shery ordinances, assist in
the enforcement of fi shery laws within their
jurisdiction, assist in the preparation of Municipal
Fishery Development Plan, advise the Sanggunian
Bayan on fi shery matters and perform other
functions which may be assigned by the SB.
The agency, thru the ICRM Project, rendered
capability building training for MFARMCs, which
were formed, strengthened and revitalized in the
previous year. The capability building training
included topics like proper conduct of business,
composition of the FARMC, documentation of
activities, sourcing-out of funds, and preparation
of action plan.

The BFAR Fisheries Scholarship Program
(Fsp)
The BFAR Fisheries Scholarship Program
offers undergraduate scholarships to
deserving students (Fisheries Scholarship
Progam) and also to children of small-scale
fisherfolk (Fisherfolk Children Educational
Grant) who are interested to pursue a fouryear
BS Fisheries course.
The FSP is open to High School students
and graduates who belong to the top ten of
their class. While the FCEG is open to high
school graduate who is a son or daughter of
a bonafide small-scale fisherfolk. (for details

A. Conducted Research Proposal review and
evaluation
The BFAR-RFRDC 02 initiated the evaluation
of research proposals on February 21 – 22, 2011
prior to implementation for CY 2011.
Experts from the fisheries sector and academe
were invited as evaluators to include Dr. Esterlita
Calanoga, Dr. Eunice Layugan, and Ms. Perla
A. Visorro. Likewise, BFAR Reg.02 Assistant
Regional Director Severina Bueno and Chief of
Research Division Dr. Evelyn C. Ame assisted
in the evaluation. A total of 18 studies were
presented by staff of BFAR Reg. 02 at the MIS
Hall, BFAR R02.
B. Conducted Meetings with the Network
members
One meeting was held on October 28, 2011 at
BFAR R02, Conference Hall, Carig, Tuguegarao
City following R & D In-House Review, the
Regional Integrated Research Development and
Extension Agenda Program (RIRDEAP) of Region
02 was validated and updated, among other
research concerns.
C. Conducted Refresher Course on Statistical
Analysis
The refresher course was conducted on
September 21 – 22, 2011 at BFAR R02 Malcolm
Hall, Tuguegarao City and was participated
by technical staff from Extension and Research
Division, Commodity leaders, PFAO’s, and BFAR
Stations, as measure to enhance the processing
and interpretation of data being derived from
various research and demo projects.
D. Conducted R & D In-House Review and
Evaluation Workshop
The in-house review and evaluation workshop
was conducted on October 27-28, 2011 at MIS Hall,
BFAR R02. There were 15 researches presented, of
which 3 were from CSU-A, 1 from ISU-Roxas and
11 were from BFAR. The winning papers were the

• “Seedbank Development: Preliminary Trial
on Induced Spawning of Batissa violacea
Using Different Levels of Serotonin” – Dr.
Eunice Layugan (CSU Aparri)
The paper discussed the induced spawning
of Batissa violacea using different levels of
serotonin that was studied from December 19,
2010 to January 28, 2011. Specifically, it aimed
to determine the optimum levels of serotonin
in inducing Batissa violacea to spawn, monitor
stages of egg development percentage survival of
B. violacea breeders injected with serotonin. The
study is an attempt to establish breeding technique
to be able to produce seeds for stock enhancement
purposes. Batissa violacea is the scientific name of a
popular shellfish locally known as cabibi.

• “Exposure of Batissa violacea to Different
Concentrations of Mercuric Chloride in
Laboratory Condition” - Dr. Eunice Layugan
(CSU Aparri)
Annual Report 2011
This paper discussed the study of heavy metals
using Mercuric chloride at different concentrations
which was conducted in B. violacea using two
sizes. It aimed to determine percentage survival,
physical coloration of the tissue and levels of
uptake of Mercuric chloride within the species.
The toxicity test was done at the laboratory for the
period of 18 days in two runs in January 2011. The
study will serve as benchmark information for a
more comprehensive monitoring and planning
management that may redound to improve local
and regional environmental management in aquatic
habitat.

Annual Technology Caravan
Personnel of BFAR RO2 and the Regional
Fisheries Training Center visited the province of
Batanes last March 28 to April 4, 2011, in line with
the annual technology caravan of the agency.
Conducted were trainings on Package of
Technology (POT) for Fishery Implementors;
Design, Construction, Operation and Maintenance
of Fishing Gears; Skills Training on Handling,
Processing and Packaging/Labeling of Fishery
Products; Shellcraft; and Deputy Fish Warden
Course.
The POT was attended by fi shery technicians
from the provincial and municipal governments
and dealt mainly on the salient provisions of the
Philippine Fisheries Code (RA 8550), integrated
coastal resource management, municipal fi shing
technologies and various aquaculture technologies
such as ulang and tilapia grow-out, tilapia hatchery
operation, use of duckweeds as supplemental fi sh
feeds and organic aquaculture.
The fi shing gear design and construction on the
other hand, was attended by around 30 fi sherfolk
coming from various towns of the province.
The training tackled topics on the design and
construction of environment-friendly fi shing gears
mainly multiple handline, hook and line and drift
gill net.
After the training, the bureau awarded 90 units
of said fi shing gears as livelihood assistance to the
fi sherfolk.
Fish processing experts likewise, rendered skills
training on handling, processing and packaging of
fi shery products. This was attended by the newly
organized fi sh processors association in Mahatao
town. The training focused on the preparation
of bottled fi sh and tocino with fl ying fi sh as raw

material.
The last training conducted was a deputy fi sh
warden course attended by around 20 barangay
offi cials and Sanggunian Bayan members. The
trainees were oriented on the salient provisions of
RA 8550.

Monitoring, control and Surveillance
Pursuant to its special focus to eradicate
poaching in waters within the jurisdiction of Region
02, fi shery law enforcers of the Bureau and the
Philippine Coast Guard were able to apprehend
one local Commercial Fishing Vessel, but with
Taiwanese on board.
The vessel, F/V JV PHIL 5, was apprehended
by the BFAR Patrol Vessel MCS 3007, on May 31,
2011 at around 24 nautical miles east of Divinisia Pt.,
Palanan, Isabela.
The Taiwanese, identifi ed as Hsu Hung Tse and
Chen Fu Nan, were apprehended with seven Filipino
crewmembers, namely Pedeto Manungbaga, Pablo
Sanchez, Jonathan Abarquez, Asterio Velasco,
Roger Sazo, Noel Lomberio, & Nisiforo Omela.
The Taiwanese fi shers have, however, paid a
compromise fi ne amounting to 1.05 million pesos
thereby settling their administrative case before the
Bureau of Fisheries and Aquatic Resources.

3007, testifi ed that upon inspection, the crew of JV
PHIL5 failed to show their Commercial Fishing
Vessel and Gear License. CFVGL is a permit for local
commercial fi shing vessels to fi sh within Philippine
waters except in municipal waters.
The dismissal of the administrative case,
nevertheless, has no effect on a similar case fi led
before the Regional Trial Court of Isabela, which
was still pending as of end of December 2011.
Aside from JV PHIL 5, BFAR RO2 is also
monitoring 3 cases appealed before the Department
of Justice and Supreme Court, and 8 pending
criminal and 3 administrative cases on poaching as
of end of December 2011. The said cases were fi led
the previous years.

To further strengthen the enforcement of
fishery laws particularly in the local front, the
Bureau has deputized 253 Fish Warden in the
towns of Ballesteros, Pamplona, Sta. Praxedes,
Claveria, Calayan, Sta. Ana and Sanchez Mira, all
in the province of Cagayan.
The Bureau likewise maintained two Bantay
Dagat Hotlines where fishery law violations can
be reported 24/7. Lastly, the Bureau has transfered
fund to the provincial govenment of Batanes for
the construction of MCS Office in Basco.
Coastal Resource Management

Tapel and San Jose, Gonzaga.
• Initiated Mangrove Planting as measure to
BFAR
restore mangrove and coastal areas. A total
of 8,750 seedlings were planted as of end of
December out of 300,000 seedlings target
for 2011. The balance will be planted in the
succeeding year since this is a continuing
activity.
• Spearheaded coastal clean-up in Sta. Ana,
Cagayan.

The agency, thru its Coastal Resource
Management section and the externally-funded
Integrated Coastal Resource Management Project
rendered services as follows:
• Conducted Participatory Coastal Resource
Assessment in Babuyan Claro, Calayan,
Cagayan. PCRA is the process of gathering
and analyzing information involving the
participation of local resource users in
CRM planning and implementation (PCRA
Training Guide). Results from the PCRA
were included as input to the Municipal
Coastal Environment Profile, which on the
other hand, is used in the preparation of the
Integrated Coastal Resource Management
Newly deputized Fish Wardens in Sta. Ana, Cagayan.
Inland Resource Management
The agency has assessed communal bodies
of water regionwide, which included small farm
reservoirs (SFRs), small water impounding projects
(SWIPs) and dispersed these fingerlings as part of
inland resource management. The dispersal in said
bodies of water is intended to increase / restore
productivity and provide additional source of food
for the communities nearby.
Elvers dispersal
Also part of resource enhancement, the agency
has dispersed around 200,000 pieces of elvers
(young eel) in key water areas of region 02 except
in Batanes. This is to increase abundance and
distribution of eel, particularly Anguilla species, and
thus facilitate regeneration. Ultimately, the seeding
activity is intended to ensure sustainability of elver
gathering industry at the mouth of the Cagayan
river in Aparri, Cagayan.
Now on its fourth year of implementation, the
agency has seeded important water bodies in the
towns of Aglipay, Cabarroguis, and Maddela in
Quirino; Kasibu, Diadi, Dupax del Norte, Kayapa,
Ambaguio and Sta. Fe in Nueva Vizcaya; Delfin
Albano, San Mariano, Jones and San Mateo, Isabela.

Quarantine and Inspection Services
RO2
The agency maintains fi sh quarantine checkpoints
in Sta. Praxedes, Cagayan, Aritao, Nueva Vizcaya,
Tuguegarao City International Airport and also
has on-call quarantine offi cer for foreign vessels
docking at Port Irene, Sta. Ana, Cagayan and at the
Cauayan Airport in Cauayan City, Isabela.
For 2011, quarantine offi cers of the agency were
able to conduct 2,326 inspection of incoming and
outgoing aircrafts, boarded / inspected 52 sea crafts
and issued of 478 permits for the movement of
fi shery product for the domestic market. Likewise,
the agency issued permit for 4 metric tons of fi sh for
export.
Fishpond Lease Agreements
FLA areas are public lands such as tidal swamps,
mangroves, marshes, foreshore lands and ponds
suitable for fi shery operations but by virtue of the
law, are inalienable. FLA areas can be leased for a
maximum of 25 years and can be renewed, with
maximum area of 50 hectares for individuals and
250 hectares for fi sherfolk associations, pursuant to
Sec. 45 and 46 of RA 8550.
For the year in review, the bureau conducted
16 inventory / inspection activity covering 78.71
hectares of Fishpond Lease Agreements (FLA)
areas.
Issuance of Commercial Fishing Vessels
License / Commercial Fishing Vessel & Gear
license (cFvl / cFvgl)
The agency, for 2011, issued 26 CFVL and
CFVGL for commercial vessels operating in region
02. Commercial fi shing vessels are fi shing vessels 3.1
gross tons and above, and generally, are designated
to operate beyond municipal waters.
Fish Health Management
BFAR RO2 renders fi sh health services such as
various diagnostic and treatment services to diseaseaffected
fi sh culture areas, analysis of water and
specimen, dissemination of appropriate information
to pre-empt the occurrence of fi sh diseases, and
ensure safer fi shery products for consumers,
thru Fish Health Laboratories located at BFAR-

Highlights of Accomplishment
January-December 2011
Narrative Report
The National Stock Assessment Program (NSAP)
of the bureau with focus on Marine Fisheries Stock
Assessment in major fi shing grounds of the country
maintained its twenty-two (22) observation sites in
the region -- twelve (12) in Batanes, and ten (10) in
Cagayan, covering Batanes Waters and Babuyan
Channel, respectively. This program primarily
aims to develop capabilities of BFAR Regional Staff
to undertake stock assessment together with the
Local Government Units in the study areas and to
evaluate exploitation level of the marine fi sheries
resources, specifi cally marine fi shes, as basis in
fi sheries policy formulation.
Three meetings were conducted in Batanes (2)
and Cagayan (1) to thresh-out issues and concerns
of the major actors of the program – enumerators
assigned in strategic observation sites in the two
provinces.
NSAP enumerators assisted Japanese
representatives from the Western Central Pacifi c
Fisheries Commission (WCPFC) in the conduct of
tuna survey along the observation sites covering
Babuyan Channel, to check for landings of bluefi n
tuna (Thunnus orientalis). Several allegations
have been raised in the international community
that bluefi n tuna is now threatened, hence the
clamor to include this species in the Convention
on International Trade of Endangered Species
(CITES). To confi rm/oppose these allegations,
representatives from the WCPFC were tasked to
document alleged bluefi n tuna sightings in several
BFAR
identifi ed landing centers in the Philippines,
including sightings along Babuyan Channel.
Fisherfolk interviewed from the area informed
the team that this species is most abundant during
summer – peak of tuna landings, but is not yet fully
documented.
NSAP technical paper entitled “Status of
Fisheries Resources at the Babuyan Channel (1999-
2010)” co-authored by Ms. Maureen A. Aragon,
Dr. Evelyn C. Ame, Mr. Venchito B. Villarao, and
Dr. Jovita P. Ayson, was presented and awarded
the First Best Research Paper during the Regional
Fisheries Research and Development In-house
Review. Same paper was presented during
the 16th Annual Zonal Commodity Research
and Development Symposium for Fisheries in
Bulwagan 2, Balanga, Bataan, and during the DOST
CRM Training on “Strengthening Governance and
Sustainability of Small-Scale Fisheries Management
in the Philippines: An Ecosystem-Based Fisheries
Management Approach (Phase 2)”. This paper
discussed results of the marine fi sheries stock

assessment conducted from 1999 to 2010 in ten
landing centers covering Babuyan Channel with
the objective of determining the fi shing ground’s
status as basis for the sustainable management and
conservation of its marine resources.
Two NSAP technical papers entitled - 1) Status
of fi sheries resources at the Babuyan Channel (1999-
2010), and 2) Status of fi sheries resources at the
Batanes Waters (1998-2010) were presented during
the National NSAP conference. This conference
primarily aims to present results of the NSAP to the
public, primarily fi sheries stakeholders, both from
the municipal and commercial sector. The results
presented will be released to LGUs concerned as
their basis in fi sheries policy formulation.
Ms. Aragon, NSAP Project Leader, also coauthored
the published “First Report of the Taiwan
Sardinella (Sardinella hualiensis) (Clupeiformes:
Clupeidae) in the Philippines”. Specimens of
Sardinella hualiensis were collected from Palauig,
Sta. Ana, Cagayan, one of the NSAP observation
sites along Babuyan Channel. The present report
confi rms the presence of a sixth species of Sardinella
in the Philippines and ranks the Philippines,
alongside Taiwan and Indonesia, as second only to
India for highest diversity of Sardinella species in
the world.

The Region 02 Chapter of the Philippine Marine
Found near death, a team of veterinarians led by Dr. Earnst
Duque of the DA RFU2 and wife Lillian, were able to revive
“Charlie” back to a condition where it can control its own
body. The team were planning to release the animal back to
the wild, regrettably, it perished early morningof August 26.
Mammal Stranding Network, had a busy year as it
responded to three stranding incidents involving 3
dolphins.
The fi rst incident was a heart-rending experience
as Network members led by Dr. Earnst Duque of the
DA – RFU2 tried to revive a 2.3-meter male Frasers
dolphin found near-death along the beach of Brgy.
Taggat in Claveria, Cagayan. The rescue team members
tried their very best to revive the dolphin (whom
they named as Charlie) and were about to achieve
success after more than a week of intensive care, sadly
perished a couple of days before its scheduled release.
Although not successful, the rescue effort offered
a wealth of experience and knowledge, that the team

submitted rehabilitation plan worth Php
3,210,414.00, outlining the provision of tilapia
and bangus fi ngerlings as assistance to fi sh
farmers and various types of fi shing gears
and bancas (motorized and non-motorized)
for capture fi shermen.

The second incident involved a Dwarf Sperm
Whale found beached again at Taggat, Claveria.
The last incident was at Casambalangan, Sta. Ana
involving a Rough-toothed dolphin 2.15 meters in
length. The rescue team tried to save the dolphin but
unsuccessful.
The BFAR RO2 led PMMSN -02 also embarked
on an Educational Trip to Ocean Adventure, Subic,
Zambales last Nov. 16-19, 2011. About 90 participants
who came from BFAR RO2, media, PNP Maritime,
government and private veterinarians attended the
activity.

Gender and Development
Gender refers to the specific set of characteristics
that identifies the social behavior of women and men
and the relationship between them. Gender alludes
not simply to women or men but to the relationship
between them and the way it is socially constructed.
Since gender biases exist and these biases prevent
people from attaining their full potentials, development
is impeded. To ensure that explicit, implicit, actual and
potential gender biases are removed, the government
embarked on Gender and Development (GAD) as one
of its priority programs. (www.csc.gov.ph)
Pursuant to this, the bureau has conducted
activities with the aim to address GAD issues mainly
lack of awareness on the reproductive rights of
women, increasing malnutrition and undernourished
children and women, low contribution of women
in the income of the family, gender disparities on
access to income, capital and high value technology,
insufficient awareness on gender mainstreaming, and
gender bias in the workplace.
Most of the GAD activities conducted by the
Bureau to address said issues are already integrated in
its regular programs and projects. Activities / projects
conducted include the following:
• Distribution of information materials on GAD
• Promotion of seaweed as food to fight nutritional
deficiencies
• Provision of livelihood projects (value-added
products preparation, post-harvest equipment,
techno-demo projects, credit facilitation,
aquaculture training)
• Participation to GAD related activities

• Creation of Women’s Desk
• and Provision of breastfeeding area in the
workplace

OPLAN: Sagip Ludong

Launched in October 2010 by DA Secretary
Proceso Alcala, the Oplan Sagip Ludong project,
which is spearheaded by BFAR RO2, went full-blast
this year with several notable accomplishments as
follows:
1. Completion of Ludong Facility – a ludong facility
primarily intended for experimental breeding as
well as other researches was constructed in the
RFTC Fish Farm in Punta, Aparri, Cagayan. The
facility has components such as holding tanks,
larval tanks and phycology laboratory.
2. Capture of live ludong – following exploratory
fi shing in the main Cagayan river body as well as
suspected habitats in the hinterlands of Isabela,
Quirino and Nueva Vizcaya, the expedition
teams with the help of indigenous people, were
able to capture one live ludong in Lallo, Cagayan
and three other suspected ludong juveniles in
Palanan, Isabela. The said specimen are currently
being reared in the ludong facility in Aparri.
3. Fishing expedition in Cagayan River and
tributaries – expedition teams held camps
in various towns within the lower Cagayan
River and its headwaters in Isabela, Quirino
and Nueva Vizcaya not only to capture live
ludong for experimental breeding purposes but
also to conduct environmental scanning and

4. Assessment for the possible construction of fi sh
ladder – following directive from Sec. Alcala, a
composite team from BFAR RO2, NIA RO2 and
the CE Casecnan energy company, conducted
assessment in Casecnan and Taan dams in
Alfonso Castañeda, Nueva Vizcaya to predetermine
the feasibility of constructing fi sh
ladders in said irrigation facilities as measure to
help conserve ludong and other fi sh species in
the area. Result indicate that constructing fi sh
ladder is not feasible due to insuffi cient volume
of fl ow of water. BFAR RO2 has proposed
alternative measure to attain same purpose such
as stock enhancement and intensifi ed fi shery law
enforcement.
5. Completed / held R & D projects, as follows:
a) Spawning Ludong in captivity – the team
failed to capture / procure live gravid ludong
hence, this study was not completed
b) Assessment of fi shing technologies
c) Ontogenetic Characterization of Larval
Mugillids in the “ipon” Fisheries
d) Identifi cation of Ludong and Ludong-like
species – initial result as determined by Dr.
Mudjeekeewis Santos of the National Fisheries
Research and Development Institute indicate
the presence of at least three species of ludong
in region 02. These are Cestraeus plicatilis, C.
goldiei and C. oxyrynchus.
e) Reproductive Biology of Ludong
f) Growth Performance of Mullet fed with
Duckweeds and Commercial Feeds
6. Regulatory component – the bureau continued
its lobby at the local government units for their
support to the proposed amendment of FAO 31,
a 1952 law banning the catching of ludong. Public
forum was also conducted in major ludong
fi shing areas.
7. Information, Education and Communication /
Advocacy – the bureau conducted IEC campaign
focusing on ludong as well as the programs of the
agency in 63 high schools regionwide in addition
to traditional IEC tools such as dissemination of
information to the quad-media.

• Conducted Strategic Planning with
Emphasis on Community Organizing and
Enterprise Development for ICRMP. The
training/workshop was designed to level
off the activities that need to be prioritized
and give directions to every concerned staff
of their role in the on-going implementation
of the ICRMP-Component C. EDA Leo F.
Mendoza gave a briefing on basic Enterprise
Development Strategies. The Workplan
of EDU & LGU on the establishment
& processes of business demonstration
process were finalized during the activity.
• Submitted 9 RTWG approved project
proposals for funding. A Regional
Technical Working Group under the
ICRMP Component C was created for
the Modified Project Evaluation Process.
Likewise, BFAR RO2 Regional Director had
issued Special Order No. 22, Amendment
to Special Order No. 08 on the Creation
of Project Management Office of the
Integrated Coastal Resource Management

the PMT of the SRGs particularly the entire

CVROSFR is a satellite station of the central
GET EXCEL tilapia hatchery of the country
which is the BFAR National Freshwater
Fisheries Technology Center in Muñoz, Nueva Ecija,
and is also the prime fi ngerling production facility
of BFAR RO2.
Production of the station can be seen in the table
above (Table 5).
For 2011, the station, in addition to regular work,
also assisted in or conducted major activities to
include market surveillance for double dead fi sh,
Magat Dam and IFARMC activities, open-water
stocking in Magat reservoir, induced spawning of
pangasius and African hito, and in Daloy Magat.
The market surveillance was held during the height
of the milkfi sh scare as result of the massive fi shkills
in Batangas and Pangasinan. Daloy Magat, on the
other hand, is an initiative of the SN Aboitiz power
company and NIA to conserve water and maximize
use of irrigation water from the Magat Reservoir.
Accomplishment of the fi sh health laboratory
located within the fi sh farm, can be seen on Table 6.

The station maintains a 2.8 hectare oyster
production site located within the Buguey
Lagoon, where the oyster spats are produced.
Oyster spats are young oyster, akin to fi ngerlings
in fi sh. Attached to their growing medium, the
oyster spats are distributed to oyster farmers for
grow-out purposes.
For 2011, the farm was able to serve 360
farmers.
In addition to oyster spat production and
distribution, the facility also accomplished other
activities such as the establishment of oyster
culture demo using plot method (3 sites), training
on oyster farming and rendered technical
assistance to oyster farmers.

civilian volunteers relative to the enforcement of

The BFAR RO2 in partnership with the Civil
Service Commission and Department of Health,
has opened last November the Botika Para
sa Taumbayan (BpT) with the aim to provide
affordable medicines to BFAR employees as well
as residents nearby. The drugstore is located
within the compound of the BFAR RO2. The
BpT as the drugstore is called aims to promote
equity in health by ensuring the availability and
accessibility of affordable, safe and effective
quality drugs to all.
