Gender <strong>and</strong> Development<br />

Gender refers to the specific set <strong>of</strong> characteristics<br />

that identifies the social behavior <strong>of</strong> women <strong>and</strong> men<br />

<strong>and</strong> the relationship between them. Gender alludes<br />

not simply to women or men but to the relationship<br />

between them <strong>and</strong> the way it is socially constructed.<br />

Since gender biases exist <strong>and</strong> these biases prevent<br />

people from attaining their full potentials, development<br />

is impeded. To ensure that explicit, implicit, actual <strong>and</strong><br />

potential gender biases are removed, the government<br />

embarked on Gender <strong>and</strong> Development (GAD) as one<br />

<strong>of</strong> its priority programs. (www.csc.gov.ph)<br />

Pursuant to this, the bureau has conducted<br />

activities with the aim to address GAD issues mainly<br />

lack <strong>of</strong> awareness on the reproductive rights <strong>of</strong><br />

women, increasing malnutrition <strong>and</strong> undernourished<br />

children <strong>and</strong> women, low contribution <strong>of</strong> women<br />

in the income <strong>of</strong> the family, gender disparities on<br />

access to income, capital <strong>and</strong> high value technology,<br />

insufficient awareness on gender mainstreaming, <strong>and</strong><br />

gender bias in the workplace.<br />

Most <strong>of</strong> the GAD activities conducted by the<br />

<strong>Bureau</strong> to address said issues are already integrated in<br />

its regular programs <strong>and</strong> projects. Activities / projects<br />

conducted include the following:<br />

• Distribution <strong>of</strong> information materials on GAD<br />

• Promotion <strong>of</strong> seaweed as food to fight nutritional<br />

deficiencies<br />

• Provision <strong>of</strong> livelihood projects (value-added<br />

products preparation, post-harvest equipment,<br />

techno-demo projects, credit facilitation,<br />

aquaculture training)<br />

• Participation to GAD related activities<br />

• Conduct Gender Sensitivity Training<br />

• Creation <strong>of</strong> Women’s Desk<br />

• <strong>and</strong> Provision <strong>of</strong> breastfeeding area in the<br />

workplace<br />
