BFAR Region 02 ICRMP COMPONENT A: POLICY AND INSTITUTIONAL STRENGTHENING AND DEVELOPMENT BFAR 24 Narrative Project Progress Report Annual Report 2011 Project Title: Integrated Coastal Resources Management Project Region 02 Project Start: 2008 Project End: 2012 Funding Agency: ADB - DENR Loan/Grant No.: Project Number: 33276; Loan Number: 2311-PHI; Grant Number: 0071-PHI 1. Overall Progress COMPONENT B: ICRM & BIODIVERSITY CONSERVATION 1. Integrated Coastal Resource Management • Conducted Participatory Coastal Resource Assessment at Fuga Island, Aparri, Cagayan and Babuyan Claro, Calayan, Cagayan thus 100 % accomplishment was achieved by the RPUI vis-à-vis its target of 145 barangays. • Updated the Participatory Coastal Resource Assessment of the twelve coastal municipalities. However, some data included in the reports need to be reviewed and consulted to respective LGUs. Data reported in their Municipal Coastal Environment profile should also be updated to conform to the present status of each barangay. • Conducted Deputy Fish Warden Training for the Municipalities of Sta. Ana, Ballesteros, Sanchez Mira, Pamplona & Sta. Praxedes Claveria and Calayan, thus, completing the deputation of fishery law enforcers for the 12 ICRMP covered municipalities. There are 223 DFW licenses released for the fisherfolk and LGU representatives. COMPONENT C: ENTERPRISE DEVELOPMENT AND INCOME DIVERSIFICATION • Organized and strengthened 116 self reliant groups in the 12 Coastal Municipalities. Membership of women was strongly encouraged for all associations. Planning of project proposals were discussed during the organizational meetings. • There are 60 SRGs organized under ICRMP which are registered with DOLE. This represents 100% accomplishment on the total project life target in setting up beneficiaries of business demonstration / livelihood projects. • Conducted Trainors Training on Enterprise Development and Income Diversification as a prerequisite for the Community Organizers in guiding the SRGs generate plan and implement business demonstration proposals. • Conducted 2 Trainings on Enterprise Development for Self Reliant Groups in Gonzaga and Sanchez Mira, Cagayan. The training provided the participants with basic knowledge on project identification, preparation of proposal and in operating and managing a profitable business • enterprise. Conducted Peoples Organization Capability Building Training (Building Leaders for Organizational Development and Management). The seminar was designed to equip PO leaders with skills and knowledge to tackle present and potential challenges in running their organization. The training is also a means to increase their capability to set up organizational policies, systems and procedures and trained leaders to manage their projects including their responsibilities toward the organization and its members. • Conducted Strategic Planning with Emphasis on Community Organizing and Enterprise Development for ICRMP. The training/workshop was designed to level off the activities that need to be prioritized and give directions to every concerned staff of their role in the on-going implementation of the ICRMP-Component C. EDA Leo F. Mendoza gave a briefing on basic Enterprise Development Strategies. The Workplan of EDU & LGU on the establishment & processes of business demonstration process were finalized during the activity. • Submitted 9 RTWG approved project proposals for funding. A Regional Technical Working Group under the ICRMP Component C was created for the Modified Project Evaluation Process. Likewise, BFAR RO2 Regional Director had issued Special Order No. 22, Amendment to Special Order No. 08 on the Creation of Project Management Office of the Integrated Coastal Resource Management Project (ICRMP). ICRMP in the technical and fi nancial aspects. • Conducted Financial Management Training for SRGs of Abulug, Aparri, Gonzaga, Sanchez Mira and Sta. Praxedes. The participants were equipped with skills and knowledge on basic bookkeeping and in understanding concepts in fi nancial management and in assessing business fi nancial health. Roles of each member of the PMT of the SRGs particularly the entire cash cycle were outlined.
