The Region 02 Chapter of the Philippine Marine
Found near death, a team of veterinarians led by Dr. Earnst
Duque of the DA RFU2 and wife Lillian, were able to revive
“Charlie” back to a condition where it can control its own
body. The team were planning to release the animal back to
the wild, regrettably, it perished early morningof August 26.
Mammal Stranding Network, had a busy year as it
responded to three stranding incidents involving 3
dolphins.
The fi rst incident was a heart-rending experience
as Network members led by Dr. Earnst Duque of the
DA – RFU2 tried to revive a 2.3-meter male Frasers
dolphin found near-death along the beach of Brgy.
Taggat in Claveria, Cagayan. The rescue team members
tried their very best to revive the dolphin (whom
they named as Charlie) and were about to achieve
success after more than a week of intensive care, sadly
perished a couple of days before its scheduled release.
Although not successful, the rescue effort offered
a wealth of experience and knowledge, that the team

Region 02 was visited by three typhoons in
2011, namely: ‘Mina’, ‘Pedring’ and ‘Quiel’.
The typhoons devastated various fi shery
projects, both in aquaculture and capture
fi sheries, in the fi ve provinces of region 02.
Total damages amounted Php 44.9 million.
As intervention, BFAR RO2 prepared and
submitted rehabilitation plan worth Php
3,210,414.00, outlining the provision of tilapia
and bangus fi ngerlings as assistance to fi sh
farmers and various types of fi shing gears
and bancas (motorized and non-motorized)
for capture fi shermen.
can share to other PMMSN chapters in the country,
and also apply in future stranding incidents in region
02.
The second incident involved a Dwarf Sperm
Whale found beached again at Taggat, Claveria.
The last incident was at Casambalangan, Sta. Ana
involving a Rough-toothed dolphin 2.15 meters in
length. The rescue team tried to save the dolphin but
unsuccessful.
The BFAR RO2 led PMMSN -02 also embarked
on an Educational Trip to Ocean Adventure, Subic,
Zambales last Nov. 16-19, 2011. About 90 participants
who came from BFAR RO2, media, PNP Maritime,
government and private veterinarians attended the
activity.
Fishing bancas set for distribution in Maconacon, Isabela
as part of the disaster rehabilitation eff ort of BFAR RO2.
