Quarantine and Inspection Services

The agency maintains fi sh quarantine checkpoints
in Sta. Praxedes, Cagayan, Aritao, Nueva Vizcaya,
Tuguegarao City International Airport and also
has on-call quarantine offi cer for foreign vessels
docking at Port Irene, Sta. Ana, Cagayan and at the
Cauayan Airport in Cauayan City, Isabela.
For 2011, quarantine offi cers of the agency were
able to conduct 2,326 inspection of incoming and
outgoing aircrafts, boarded / inspected 52 sea crafts
and issued of 478 permits for the movement of
fi shery product for the domestic market. Likewise,
the agency issued permit for 4 metric tons of fi sh for
export.
Fishpond Lease Agreements
FLA areas are public lands such as tidal swamps,
mangroves, marshes, foreshore lands and ponds
suitable for fi shery operations but by virtue of the
law, are inalienable. FLA areas can be leased for a
maximum of 25 years and can be renewed, with
maximum area of 50 hectares for individuals and
250 hectares for fi sherfolk associations, pursuant to
Sec. 45 and 46 of RA 8550.
For the year in review, the bureau conducted
16 inventory / inspection activity covering 78.71
hectares of Fishpond Lease Agreements (FLA)
areas.
Issuance of Commercial Fishing Vessels
License / Commercial Fishing Vessel & Gear
license (cFvl / cFvgl)
The agency, for 2011, issued 26 CFVL and
CFVGL for commercial vessels operating in region
02. Commercial fi shing vessels are fi shing vessels 3.1
gross tons and above, and generally, are designated
to operate beyond municipal waters.
Fish Health Management
BFAR RO2 renders fi sh health services such as
various diagnostic and treatment services to diseaseaffected
fi sh culture areas, analysis of water and
specimen, dissemination of appropriate information
to pre-empt the occurrence of fi sh diseases, and
ensure safer fi shery products for consumers,
thru Fish Health Laboratories located at BFAR-
CVROSFR, San Mateo, Isabela and at the Regional
Offi ce in Tuguegarao City.
Consolidated accomplishment for both
laboratories for 2010, include analysis of 86
samples for 86 clients and conducted inspection of 6
aquafarms for disease surveillance and registration.
Fish health staff are also responsible in the
continuous water quality monitoring of major
fi shery areas to include Cagayan, Pata and Namuac
Rivers, Buguey Lagoon and Magat Reservoir.
