Fisherfolk Regional Director Program<br />
Annual Report 2011<br />
RO2<br />
Now on its seventh year <strong>of</strong> implementation, the<br />
FRD Noli Tamayo (center) leads the planting <strong>of</strong> mangrove<br />
seedlings, as part <strong>of</strong> his activities during his month-long<br />
stay at BFAR RO2.<br />
<strong>Bureau</strong> has been installing a Fisherfolk Regional<br />
Director during the Farmers <strong>and</strong> Fisherfolk<br />
Month in May as means to further dramatize<br />
<strong>and</strong> popularize the government’s fi sherfolk<br />
empowerment, <strong>and</strong> the fi sherfolk participation<br />
as government partners in poverty alleviation<br />
<strong>and</strong> food security program. The designation<br />
<strong>of</strong> a Fisherfolk Regional Director is pursuant to<br />
DA Special Order No. 88. The FRD acts as BFAR<br />
Regional Director during the entire month, except<br />
on policy-determining, personnel <strong>and</strong> fi nancial<br />
matters. During the same time, the regular<br />
Regional Director embarks on an immersion in<br />
depressed areas <strong>of</strong> the region.<br />
For 2011, Mr. Noli Tamayo <strong>of</strong> Luna, Isabela<br />
was chosen as FRD.<br />
Highlights <strong>of</strong> his month-long stay include:<br />
• Attendance to Provincial Fisherfolk Assembly<br />
<strong>and</strong> Regional Fisherfolk Congress wherein<br />
the PALOS in the provinces <strong>of</strong> Isabela, Nueva<br />
Vizcaya <strong>and</strong> Quirino, <strong>and</strong> the SAMARAL 02<br />
were reorganized.<br />
• Farmers <strong>and</strong> Fisherfolk Forum in Batanes <strong>and</strong><br />
Ilagan, Isabela, <strong>and</strong> National Fish Summit in<br />
General Santos City<br />
• Attendance to trade fairs, festivals <strong>and</strong> other<br />
activities concerning the fi sheries industry<br />
• Farm visits <strong>and</strong> implementation / monitoring<br />
<strong>of</strong> fi shery projects<br />
• Mangrove planting <strong>and</strong> Scubasurero in Sta.<br />
Ana, Cagayan<br />
• Witness patrol mission <strong>of</strong> MCS patrol boats<br />
<strong>and</strong> apprehension <strong>of</strong> JV PHIL5<br />
• Media interviews<br />
Fisherfolk Operations Center & FARMC<br />
Program Management Center<br />
The formation <strong>of</strong> the <strong>Fisheries</strong> <strong>and</strong> <strong>Aquatic</strong><br />
<strong>Resources</strong> Management Council is m<strong>and</strong>ated<br />
under Sec. 69 to 79 <strong>of</strong> RA 8550, with implementing<br />
guidelines spelled-out under FAO 196 <strong>and</strong> DILG<br />
Memor<strong>and</strong>um Circular Nos. 99 – 142 & 2001 – 131.<br />
FARMCs are formed in the national, municipal<br />
<strong>and</strong> barangay levels. Municipal FARMC consists<br />
<strong>of</strong> representatives from fi sherfolk, MLGU (SB<br />
Chair on Agriculture <strong>and</strong> <strong>Fisheries</strong>, MPDO, <strong>and</strong><br />
representative from the Municipal Development<br />
Council), private sector, accredited NGO <strong>and</strong> the<br />
DA. MFARMCs are intended to fulfi ll ideals <strong>of</strong><br />
participatory governance, <strong>and</strong> are m<strong>and</strong>ated to<br />
provide recommendation prior to the enactment<br />
<strong>of</strong> municipal fi shery ordinances, assist in<br />
the enforcement <strong>of</strong> fi shery laws within their<br />
jurisdiction, assist in the preparation <strong>of</strong> Municipal<br />
Fishery Development Plan, advise the Sanggunian<br />
Bayan on fi shery matters <strong>and</strong> perform other<br />
functions which may be assigned by the SB.<br />
The agency, thru the ICRM Project, rendered<br />
capability building training for MFARMCs, which<br />
were formed, strengthened <strong>and</strong> revitalized in the<br />
previous year. The capability building training<br />
included topics like proper conduct <strong>of</strong> business,<br />
composition <strong>of</strong> the FARMC, documentation <strong>of</strong><br />
activities, sourcing-out <strong>of</strong> funds, <strong>and</strong> preparation<br />
<strong>of</strong> action plan.<br />
The capability building training were<br />
conducted in the towns <strong>of</strong>:<br />
Sta. Praxedes,<br />
Claveria,<br />
Sanchez Mira,<br />
Pamplona,<br />
Ballesteros,<br />
Abulug,<br />
Aparri,<br />
Buguey,<br />
Sta. Teresita,<br />
Gonzaga <strong>and</strong><br />
Sta. Ana, Cagayan<br />
The Claveria MFARMC was also reorganized.<br />
The FOC also spearheaded selection process<br />
paving the way for Claveria MFARMC Chair<br />
Alex<strong>and</strong>er Agra to seat as Region 02 FARMC<br />
Representative.<br />
