Now on its seventh year of implementation, the
FRD Noli Tamayo (center) leads the planting of mangrove
seedlings, as part of his activities during his month-long
stay at BFAR RO2.
Bureau has been installing a Fisherfolk Regional
Director during the Farmers and Fisherfolk
Month in May as means to further dramatize
and popularize the government’s fi sherfolk
empowerment, and the fi sherfolk participation
as government partners in poverty alleviation
and food security program. The designation
of a Fisherfolk Regional Director is pursuant to
DA Special Order No. 88. The FRD acts as BFAR
Regional Director during the entire month, except
on policy-determining, personnel and fi nancial
matters. During the same time, the regular
Regional Director embarks on an immersion in
depressed areas of the region.
For 2011, Mr. Noli Tamayo of Luna, Isabela
was chosen as FRD.
Highlights of his month-long stay include:
• Attendance to Provincial Fisherfolk Assembly
and Regional Fisherfolk Congress wherein
the PALOS in the provinces of Isabela, Nueva
Vizcaya and Quirino, and the SAMARAL 02
were reorganized.
• Farmers and Fisherfolk Forum in Batanes and
Ilagan, Isabela, and National Fish Summit in
General Santos City
• Attendance to trade fairs, festivals and other
activities concerning the fi sheries industry
• Farm visits and implementation / monitoring
of fi shery projects
• Mangrove planting and Scubasurero in Sta.
Ana, Cagayan
• Witness patrol mission of MCS patrol boats
and apprehension of JV PHIL5
• Media interviews

The formation of the Fisheries and Aquatic
Resources Management Council is mandated
under Sec. 69 to 79 of RA 8550, with implementing
guidelines spelled-out under FAO 196 and DILG
Memorandum Circular Nos. 99 – 142 & 2001 – 131.
FARMCs are formed in the national, municipal
and barangay levels. Municipal FARMC consists
of representatives from fi sherfolk, MLGU (SB
Chair on Agriculture and Fisheries, MPDO, and
representative from the Municipal Development
Council), private sector, accredited NGO and the
DA. MFARMCs are intended to fulfi ll ideals of
participatory governance, and are mandated to
provide recommendation prior to the enactment
of municipal fi shery ordinances, assist in
the enforcement of fi shery laws within their
jurisdiction, assist in the preparation of Municipal
Fishery Development Plan, advise the Sanggunian
Bayan on fi shery matters and perform other
functions which may be assigned by the SB.
The agency, thru the ICRM Project, rendered
capability building training for MFARMCs, which
were formed, strengthened and revitalized in the
previous year. The capability building training
included topics like proper conduct of business,
composition of the FARMC, documentation of
activities, sourcing-out of funds, and preparation
of action plan.
The capability building training were
conducted in the towns of:
Sta. Praxedes,
Claveria,
Sanchez Mira,
Pamplona,
Ballesteros,
Abulug,
Aparri,
Buguey,
Sta. Teresita,
Gonzaga and
Sta. Ana, Cagayan
The Claveria MFARMC was also reorganized.
The FOC also spearheaded selection process
paving the way for Claveria MFARMC Chair
Alexander Agra to seat as Region 02 FARMC
Representative.
