leaders that they will defy the new Children’s statute. If <strong>traditional</strong> communities<br />
are encouraged by their leaders to defy the Children’s Act, the consequences for<br />
children would be severe. Girl children will be stigmatized by the symbolic<br />
marking of their bodies after they had been tested as well as exposed to sexual<br />
abuse and rape by those who believe that sex with a virgin can cure HIV/Aids.<br />
The ensuing chapter will focus on recommendations aimed at regulating the<br />
practice of <strong>male</strong> <strong>circumcision</strong> for cultural reasons in particular in order to create a<br />
safer environment in which the practice can be carried out for children.<br />
Recommendations will centre around proposals for legislative amendments to the<br />
current Children’s Act as well as provincial legislation dealing with <strong>circumcision</strong>s.<br />
Recommendations will also focus on the role played by non-governmental<br />
organizations, society in general as well as the National Health Department and<br />
provincial departments in creating a safer climate in which <strong>circumcision</strong>s can be<br />
carried out. Proposals with regard to virginity testing will mostly centre around<br />
ways in which the practice could be discouraged, as recommended by the United<br />
Nations Committee on the Rights of the Child.
