45. The project formulation should take into<br />

consideration the establishment of enhanced<br />

PIUs, for overcoming the technical/financial<br />

weaknesses of some executing agencies. While<br />

IDB’s experience in dealing with the different<br />

executing agencies was considered as satisfactory<br />

overall, the institutional capacity of some of them<br />

needs to be strengthened to enable them to<br />

perform close supervision and follow-up of their<br />

respective projects.<br />

46. To improve development outcomes, more<br />

importance should be given by IDB to quality<br />

at entry especially readiness of the projects<br />

for implementation. More emphasis should<br />

47. To enhance the development of the private<br />

sector through lines of financing, project design<br />

needs to address more effectively the issue of<br />

foreign exchange risk. This is a critical path for<br />

future IDB’s interventions given the potential in<br />

terms of trade financing and investment.<br />
