Quality: The quality reflected will be fatty acid methyl ester that<br />
conforms to EN 14214 with cold properties set at 0 degrees<br />
Celsius year round. Biodiesel blended with any non-bio additives<br />
will not be included in the assessment. The assessment will be<br />
for 99.9% biodiesel, and would exclude tax refunds or other<br />
rebates.<br />
Size: The assessment reflects barges of 1,000-5,000 mt.<br />
Location: FOB ARA basis Rotterdam.<br />

NOTE: European NWE gasoil assessments currently reflect 0.2%<br />
and 0.1% maximum sulfur. European Union directives aim to<br />
reduce the sulfur in gasoil to 0.1% maximum from the<br />
beginning of 2008. Effective October 1, 2007 Platts launched<br />
0.1% sulfur gasoil assessments for barges FOB Rotterdam and<br />
cargoes FOB and CIF NWE. These will run concurrently with the<br />
existing 0.2% gasoil assessments in ARA and NWE. Platts will<br />
continue to monitor trade in the 0.2% sulfur gasoil market to<br />
determine whether, and for how long, those assessments should<br />
continue. Platts will continue to monitor trading patterns of<br />
EUROPEAN PRODUCTS<br />
0.1% and 0.2% gasoil in the Mediterranean to determine<br />
whether an assessment would be appropriate.<br />

POAAC00 GASOIL 0.2% CARGOES CIF NWE<br />
Quality: The NWE 0.2% CIF assessment reflects material<br />
meeting the minimum requirements of French Fuel Oil<br />
Domestique (FOD), German Deutsche Industrie Norm (DIN) and<br />
Spanish (B&C) quality gasoil fuel with a maximum sulfur of<br />
0.2%, and reflects cracked gasoil for heating oil use. The quality<br />
is normalized to reflect German DIN gasoil fuel. SG is basis 0.845<br />
g/l.<br />
Size: Typical cargo sizes of 10-30,000 mt are reflected. Platts<br />
currently normalizes to reflect 20,000 mt.<br />
Location: CIF assessments are calculated basis Le Havre with<br />
normal charter party options. Cargoes with charter party options<br />
in the range Hamburg to North Spain would typically be<br />
included.<br />
Timing: Reflects material for delivery 10-25 days from date of<br />
publication, with prices normalized to the mid-point of this<br />
delivery window.<br />
Other: Effective Jan 2, 2008 the Worldscale basketflat rate used<br />
to calculate the FOB NWE gasoil 0.2% assessment is $6.86/mt.<br />
The assessment is typically based on a freight differential to the<br />
CIF NWE assessments. The actual freights applied to the netback<br />
fluctuate daily based on changes in Platts cross UKC-UKC<br />
assessments in the Clean Tankerwire for 22,000 mt cargoes,<br />
applied against the respective 2008 flat rates.<br />
Background: The assessment was introduced in September 1990.<br />
Before that, 0.3% maximum sulfur gasoil was reflected.<br />

assessment reflects the higher in value of FOD or DIN. SG is<br />
basis 0.845 and sulfur is max 0.2%.
