Background: Platts has made a number of changes in recent years<br />
in the maximum sulphur content in line with EU regulations.<br />
Effective Sep 2, 1996, sulfur content in EN590 was reduced from<br />
0.2% to 0.05% in line with European Union legislation. Effective<br />
Jan 1, 2000 sulfur content was reduced further to 0.035%. The<br />
new quality was reflected from Dec 1, 1999.<br />

Other: The FOB assessment is calculated as a freight netback<br />
from the CIF value, using a worldscale rate published in<br />
Platts Clean Tankerwire and a basket of flat rates including<br />
typical routes in the Mediterranean from Genoa and Lavrea.<br />
Recently a flat rate of 4.5 has been applied representing<br />
freight between origin ports including Santa Panagia,<br />
Constantza and Skikda and destination ports Genoa and<br />
Lavera.<br />
