11461 President is pleased to sanction the following procedure for taking over, accounting and maintenance of assets created under the Operational Works Procedure. 2. Taking over of assets ln areas where MES is inducted. (a) On orders of the GOC-in-C, AOC-in-C, Chief Engineer Command will take over on the attached form at Appendix 'A' to this letter assets which are technically suitable for maintenance and have a reasonablc life expectation. Based on the available data/information, Chief Engineer will assess the cost of construction as no complete Construction Accounts were maintained for individual assets constructed under the operational works procedure. The cost will be approved by the Chief Engineer Command and entered in the appropriate column in the form. The cost of any subsequent addition alteration/special repairs be entered in the form as in the case of normal work. (b) Since works of temporary nature can alone be constructed under the Operational Works Procedure, maintenance, allotment as for temporary buildings will be admissible based on the assessed value of the assets. MES will carry out the maintenance under normal rules. 3. Taking over of assets in areas where MES is not inducted. (a) In such areas only numerical account of assets will be kept. The accounting will show the brief description of the structure and the location where it is constructed. The record by numbers will be maintained by the Engineer Tr6ops, under the direction . of Chief Engineer Corps, who will be responsible to the local audit for proper accountC. A copy of the record will also be maintained by the Chief Engineer in C-ommand. (b) Malntenance : An ad hoc yearly grairt for the maintenance of these structures will be given to the Chief Engineer Corps who will be resporisible to carry out the necessary rnaintenance through troops at his disposal. 4. Disposal. (a) Assets taken over under para 2 ivill be dispose-d of under normal rules, It47l (b) In respect of assets taken over under para 3 separate orders will issue. 5.
